1 INTRODUCTION 1.1.1 Wheal Jane Consultancy was commissioned by Hemmings New Homes to provide a Phase IV
Verification Report for the site ‘81A & 81B Pengelly, Delabole’. The site has been the subject of a
previous Phase III Remediation Strategy produced by Wheal Jane Consultancy (Ref:20179/PH3) and this
Phase IV Verification Report should be read in conjunction with this report.
1.1.2 In order to comply with the latest government guidelines on new building developments, the site
needed to be subjected to a phased environmental assessment prior to any development works
commencing. This document forms Phase IV of those reports.
1.1.3 This report is designed to demonstrate the site has been appropriately remediated and is suitable for
its intended use. 2 REMEDIATION 2.1 Introduction
2.1.1 The site investigation revealed that elevated soil concentrations of Total Petroleum Hydrocarbons
(aromatic band >C21-C35) and Polyaromatic Hydrocarbons (Benzon[b]fluoranthene, Benzo[a]pyrene,
Dibenz[a,h]anthracene) were observed on site, in comparison with published generic assessment
criteria for residential use (Phase II, SI19454/PH2, September 2018). The subsequent remediation
strategy recommended measures for the separate areas of the development (Phase III, SI20179/PH3,
September 2018, Revised June 2020). These measures are briefly summarised below. 2.2 Garden areas
2.2.1 The client proposed to install three 1.0m x 1.0m x1.0m chambers lined with concrete and filled with
approved topsoil on site instead of a garden area. These areas are highlighted in green with the small
area requiring remediation highlighted in red on Figure 4.1 within the Phase 3 report.
2.2.2 As these chambers are concrete lined which provide an effective source – pathway - receptor break,
preventing contact with the contaminated ground by the future site occupiers a membrane is not
required.
2.2.3 All imported soil should be certified in accordance with BS3882:2015.

2.3 Indoor areas
2.3.1 The footprint of the dwelling comprises hardstanding which provides an effective source – pathway -
receptor break, preventing contact with the contaminated ground by the future site occupiers. No
remediation measures were required in these areas. However, full radon protection measures were
required to prevent ingress of radon gas.
3 RESOURCES, ROLES AND RESPONSIBILITIES
3.1 Monitoring Requirements
3.1.1 The client has informed Wheal Jane Consultancy that all appropriate foremen/workers on the site were
notified that no soil was to be removed from the site other than to a licensed waste facility, and that
there were to be no areas of original soil left exposed on site at completion. 3.2 Imported Topsoil
3.2.1 The clean topsoil was sourced from Melcourt Industries Limited who provide carefully blended topsoil
to BS 3882:2015.
4 VERIFICATION OF DEPTHS OF COVER
4.1.1 A site visit was conducted on 18th June 2020. Photographs of the completed building development
were taken at that time (Appendix 2).
5 CONTINGENCY PLANNING
5.1.1 No material that may cause contamination not previously identified was encountered during the
development.
5.1.2 The contamination on this site can affect people via ingestion, inhalation or through the skin. The client
informs us that the following conditions were met during the construction phase:
• The works were not permitted to create excessive dust that could affect on-site workers and
neighbouring properties. In dry and dusty weather conditions on the site required damping down
to avoid excessive dust.
• Minimum PPE requirements for working with the contaminated soil included dust masks (should
the site prove excessively dusty), boots and gloves were provided.

• All workers on-site had access to hand-washing facilities.
• Current HSE guidelines were adhered to with regards to working on this site.
• Further advice is available from the HSE or Cornwall Council and such advice should be sought,
where necessary, prior to any site works commencing.
6 POST-TREATMENT MANAGEMENT
6.1.1 The concrete lining will act as a suitable warning to future site users of the potential issues from the
underlying ground.
6.1.2 No further long-term treatment or monitoring is required.
6.1.3 Based on the principles and definitions outlined under Section 57 of the Environmental Act 1995, the
site would not be considered as ‘Contaminated Land’, based on its current usage.

ii. The report should not be used in connection with adjacent properties. iii. Wheal Jane Consultancy cannot accept any liabilities for any additional mine workings, or any other
features found outside the limits of any excavations examined. iv. The conclusions and recommendations relate to the type and extent of development outlined in this
report for this specific property only and should not be taken as suitable for any other form or extent of
development on this property without further consultation with Wheal Jane Consultancy.
v. This report is confidential to the client, the client’s legal and professional advisors, and may not be
reproduced or distributed without our permission other than to directly facilitate the sale or development
of the property concerned. vi. We have no liability toward any person not party to commissioning this report. vii. Unless otherwise expressly stated, nothing in this report shall create or confer any rights or other benefits
pursuant to the Contracts (Rights of Third Parties) Act 1999 in favour of any person other than the person
commissioning this report.

We have evaluated and recorded these works, and confirm that, based on site photographs, they have been completed to an appropriate standard and specification as detailed in document reference 19968/PH3 (and any subsequent agreed amendments), which were designed to afford protection from land contamination* on the site to all relevant receptors*.
