Mark Emmerson

Chief Executive Officer & Accounting Officer

Mark Emmerson is CEO of the City of Academies Trust and was also the Corporation’s Education and Skills Strategy Director from September 2015 - 2017. During this time the City of London achieved the best average Progress 8 score of any sponsor in 2016. Furthermore, as the Sutton Trust report ‘Chain Effects 2016’ highlighted, they also delivered the best outcomes of any academy chain for disadvantaged children in the country.

In addition Mark has a significant and sustained track record of impact on the progress and attainment of students. The three schools he has led as Principal have all improved significantly and were recognised by Ofsted as exhibiting Outstanding leadership. Mark’s last school, The City Academy, Hackney, was rated as Outstanding twice and has been ranked in the top 20 schools in the country for student progress in the country since 2014.

At a national level he has advised the DfE on behaviour and the SSAT on curriculum design, pedagogy, leadership development, as well as writing a number of published papers on creative teaching, school leadership and raising attainment.

Tijs is a senior communications and government affairs expert campaigning on issues relevant to the City ranging from tech, transport and security to skills and employment services. In addition, Tijs has previously been a trustee at Future Capital – a charity supporting innovation in health and social care – and volunteered as a Special Constable in central London. He currently serves as a governor for The City Academy, Hackney, the City of London School for Girls, and as a trustee for Working Chance – a charity helping women sex-offenders into jobs.

Tijs is based in the City working in the tech sector as government relations lead for HP Inc in the UK, Ireland, Benelux and the Nordics. Having worked for the Equality and Human Rights Commission, he is passionate about promoting a diverse and inclusive City.

Roy Blackwell

Roy started his working life as a teacher, after which he became Education Officer for a Local Authority before spending 10 years in the civil service which led him to travelling around Europe negotiating bi-lateral and multi-lateral treaties for HM Government.

Roy is Clerk to the United Westminster Schools/Grey Coat Hospital Foundation, an ancient (1594) charity which has strong links with . He is also Clerk to the governing bodies of the schools which make up the Foundation, an unusual mixture of independent and state schools, the latter being inner city academies. He is currently a trustee of Voces Cantabiles Music, a charity dedicated to music education, a court assistant of the Worshipful Company of Educators, chairs the Independent Schools Pension Scheme Committee, is a member of the Teachers’ Pension Scheme Board, is a Director of the City of London Academies Trust, and a member of the Corporation of London’s Education Board. He represents FASNA on the Independent and State School Partnership Group.

Lucas Green

Lucas is a local councillor representing Grange ward, which is within COLA’s catchment area. He is an experienced Chair of Governors of an inner city primary school; this included converting to academy status in September 2011, only the second primary to do so in the borough.

Lucas has extensive experience of working with other governors, including recruitment of new governors, training and support for existing governors, as well as setting and maintaining the vision and ethos of a school, including establishing new school values in 2009. He has experience of monitoring and challenge to Senior Leadership Team, including Headteacher's Performance Management, creation of an Aspiration Team to drive improvement in school attainment, being a Link Governor for More Able Children.

Lucas has been involved with school self-evaluation and external evaluation, including two Ofsted inspections, the last of which judged the school Outstanding. He also has experience of target-setting, data and tracking student achievement; understanding and training in Raise Online and the Data Dashboard.

Lucas fosters good relationships with other schools and the wider community. This includes a lead role in the establishment of the Multi Academy Trust between Redriff and City of London Academy Southwark, and liaison with local press, ward councillors and parent groups.

When Lucas joined Redriff Governing Body in 2004 the school had only recently come out of Special Measures. When he became Chair of Governors in 2008, the school was rated Good; after six years of continual improvement, the school is now rated Outstanding. He has overseen steady, robust school improvement year on year, achieving excellent results KS2 in 2014, but achieving very high value added for many years.

Peter Bennett

A Cambridge graduate, Chartered Surveyor, and City resident, Peter has been a prominent figure in the London property industry for over 25 years, serving as a City Surveyor to the Corporation of London from 2007 – 2016. Close contact with City businesses, to meet their property needs, was a key focus.

Peter was Chairman of RICS City Branch, Chairman of RICS London Region, an elected member of CBI London and served on the Property Forum.

He was a Governor and Trustee of the Royal Grammar School, High Wycombe and is currently Chairman of a City Residents’ Association and Bridgemaster.

Caroline Haines

An Educator, after graduating from Cambridge and moving through different levels of management in London and Essex schools, Caroline became Head Teacher of a 16-19 institution.

Moving into consultancy, a commitment to opportunity and diversity led to a focus on advising on opening up access to elite Universities, devising Post 16 curriculum frameworks and enabling marketing, media and development projects.

Involvement with troubled youngsters and their families led to representation on the IMB at Belmarsh HSP, coordination of creative design projects at East Sutton Park HWP, the Windsor Fellowship and other social inclusion schemes.

Passionate about creative teaching and learning, the role of sport, fashion and the performing arts in building confidence amongst young people combined with the vital role of the charity and voluntary sector.

Caroline also serves on the Board of Governors for Newham Collegiate Sixth Form College and on its Standards Sub Committee.

Deputy Edward Lord OBE (They/Them) was elected to the Court of Common Council in February 2001. They currently serve as Chair of the Establishment Committee and Deputy Chair of the Capital Buildings Committee, having previously served as Chair of the Licensing and Standards Committees.
