Travel Handbook 27-28 FEBRUARY 2020 RESHAPING WORK NOVI SAD TRAVEL HANDBOOK Novi Sad is Serbia’s second largest city, situated in the north of the country, between Budapest (Hungary) and the Serbian capital Belgrade. The most convenient points of departure for Novi Sad are Belgrade (80km), Timisoara, Romania (150 km), Budapest, Hungary (300 km), and Niš (320 km). Traveling from Belgrade Airport to Novi Sad You can choose between several different options for getting to Novi Sad from Belgrade. The fastest way is to take a taxi, which costs between 6,500 and 8,500 RSD (65-75 euros) and takes approximately one hour. You will be mobbed by cabbies as soon as you arrive at the airport, but many of them are unregistered taxi drivers, and as a foreigner you will probably be asked to pay more than the regular price. We recommend taking a better-known registered company, such as: Naxis Taxis + 381 64 3581111 Beogradski Taxi + 381 11 2099920 Lux Taxi +381 65 3033 123 Pink Taxi: +381 65 488 9977 You will find taxis parked in front of the departure terminal. Most taxi firms also offer personalised service (a driver waiting with your name displayed once you leave the luggage claim area) that you can arrange in advance. There are two ride-sharing companies in Belgrade, CarGo and Bla Bla Car, and both offer intercity transfers. Unfortunately, there is no direct bus from Belgrade Airport to Novi Sad, but you can travel by bus from the Belgrade Bus Station (BAS). To get to the station, take minibus A1 that departs from the same platform where the taxis are parked and costs 300 dinars (2.5 euros). If you wish to take a cab into the city, the price will differ depending where you want to go. The prices are standardised by zone; vouchers for zones are available for purchase from the taxi information desk. Give the voucher to the taxi driver after you have picked a cab parked outside the departures terminal. This system prevents the driver from charging you more than the price of the voucher. A ride into the city centre costs approximately 1,500 to 2,000 dinars (13 to 23 euros). Various bus companies operate from the central bus station. Buses to Novi Sad leave every 30 minutes or so, and the average price for a one-way ticket is 700 to 1,000 dinars (6 to 9 euros). Travel time to Novi Sad is about one hour; the arrivals terminal is at 6, Bulevar Jaše Tomića. Visit the official site of the Belgrade Bus Station to check the timetables. Note that tickets are not sold online. There are also minibus companies operating between Belgrade and Novi Sad. For instance, Geaturs operates the Belgrade to Budapest line, stopping in Novi Sad. You will need to book a seat few days in advance; expect to pay about 30 euros for a return ticket. Tickets are bought on the bus, no payment in advance (or online) is possible. They will pick you up at the airport, or any other address in the city, but you will have to get off at the ‘Stara Lokomotiva’ car park close to Novi Sad’s central railway station. Please visit the Belgrade Airport official site for additional information about your arrival in Belgrade. The second largest airport in Serbia is the Nis Constantine the Great Airport which is located 4 km northwest of the city center. The cheapest way to get from Niš Airport to Novi Sad is to take an intercity bus, which will cost about 1,900 dinars (16 euros) for a one-way ticket; travel time is approximately 4 to 5 hours. There is no direct bus line from the airport to the bus station, but various bus companies depart regularly from Niš Bus Station (Bulevar 12). The timetables are available here. Traveling by train is limited at the moment due to the construction works taking place between Belgrade and Novi Sad. If you still wish to travel by train, you can take a train to Belgrade and then consider one of the options listed above to get to Novi Sad. Serbia Train is the public train operator and their timetable is available here. Train tickets must be bought at the station (and cannot be purchased online). A one- way ticket costs 850 dinars (8.5 euros). Finally, the Geatours minibus is another possible option for this route, it will take you to Belgrade but not directly to Novi Sad. If you wish to arrive to Novi Sad from Budapest Airport you can take a bus, train or a minibus. There are two to three bus connections between Novi Sad and Budapest, and a return ticket costs 3,200 dinars (30 euros). For information, call the Novi Sad Bus Station (+381 21 444022) because the schedule is not available online. Taking a train is another option. Trains run from Budapest to Novi Sad and vice versa daily, taking 11.5 hours from Budapest Keleti Station and 11 hours from Novi Sad railway station. A return ticket costs 25 euros. Please note that you will need to change trains at Kelebija, on the Hungarian side of the border. Another comfortable and affordable option is to book a seat on a minibus, especially as most operate round the clock and will take you directly to your desired address. Most companies do not have regular timetables though, and all trips are arranged in advance with passengers. Geatours drops off passengers from Budapest Airport in Novi Sad on its line to Belgrade, as do Terra Travel and Wizz Travel. Although the Romanian city of Timisoara is close to Novi Sad (the approximate distance from Timisoara Airport to Novi Sad is 150 km), there are few transportation options. No direct train or bus lines are available, while Geatours offers a limited minibus service (if enough passengers request a particular date). Geatours operates minibuses daily to Belgrade, as does Terra Travel. A one-way ticket costs 1,900 dinars (16 euros). Getting around in Novi Sad After arriving in Novi Sad, you will be able to navigate the city by taxi, public transportation, or ride- sharing services. You can hail cabs in the street, find them parked at taxi stations throughout the city, or by calling the contact service in advance. As a foreigner you might get overcharged by unregistered taxis; to avoid this, we recommend using one of the following companies: Crveni Taxi: +38121445577 Delta Taxi +38121 553 333 Lux Taxi +381216300000 Nacionalni Taxi +38121 444 888 Vip Taxi +38121444000 The following ride-sharing companies offer services in Novi Sad: Uber, Lyft, Taxis, and Limos. Public transport in Novi Sad is more reliable and accurate than in Belgrade. Most buses run every 10 to 15 minutes from 4 am to midnight. Tickets can be purchased from bus drivers (a single ticket bought on the bus costs 80 dinars). Download the BusNS app to check the timetables.     City Profile Budapest City Profile Budapest Introduction Budapest is the capital city of Hungary and is located in the middle of the Carpathian Basin in the north–central region of Hungary. The river Danube divides the city, which covers an area of 525 km2 with a population of 1.7 million. As the largest city in Hungary, it is the country's political, cultural, commercial, industrial, and transportation centre. The city’s population peaked in 1989 with 2.1 million. During the last two decades, this number has constantly decreased due to the urban sprawl effect. The greater commuter belt is home to around three million inhabitants (80 townships). According to the Municipal Act, Budapest has had a two-level municipal governing system since 1990, meaning there are 23 districts plus the municipality of Budapest. BKK is the transport organising authority of Budapest, whose responsibilities cover transportation along with its environmental and energy consumption aspects. Budapest signed the Covenant of Mayors in 2008 and submitted its Sustainable Energy Action Plan (SEAP) in 2011. Thus, Budapest has committed itself to cutting CO2 emissions by 20% by 2020 as compared to the data from 2005. Energy-Efficient Buildings and Districts Service buildings (non-municipal) In the decade leading up to 2020, the target is to achieve a reduction in the specific energy consumption of service buildings (e.g. office and commercial buildings) in line with those of municipal buildings, meaning a total decrease of 25%. In the next ten years, a 3-4 % increase of the combined areas of commercial, service and office buildings is expected – which currently have an estimated area of 1,500 hectares.

    Briefing Paper, 10/2019 THE BRI IN EUROPE AND THE BUDAPEST-BELGRADE RAILWAY LINK Flora Rencz Junior Researcher, EIAS October 2019 Abstract Increasing Chinese influence in Europe has been a growing source of anxiety in Brussels in recent years. This paper seeks to better understand these exacerbated fears through the case of the Budapest-Belgrade railway link refurbishment. The project is part of the 17+1 Cooperation and the Belt and Road Initiative (BRI). It had been announced in 2013 but was stalled on the Hungarian side until 2019 due to EU tender regulations. This paper provides an overview of the Budapest-Belgrade case’s timeline and details. It also analyses the challenges arising during the execution of the project, particularly focusing on political concerns from Brussels, feasibility issues, and the reception of the refurbishment by the Hungarian public. The paper also sheds light on how the project progressed differently on the Hungarian side as it did on the Serbian side as a non-EU member, due to the EU’s intervention. The railway link is a great case study to gain a better understanding of the BRI and the implications of China’s growing influence as a global actor for the EU and its neighbours. Near the city runs one of the Europe’s most frequently used roads E-75. Going from Gdansk and Warsaw, Poland, through Bratislava, Budapest, Subotica, Novi Sad and Belgrade, it connects Eastern and Central Europe with Athens and Istanbul. From the East Novi Sad is reachable by the highway via the city of Zrenjanin. In all the above mentioned cases you will enter the eastern gate of Novi Sad at point A shown in the map below. From there to the workshop venue, it is necessary to navigate approximately as shown in the picture. If you are coming from the West, through Croatia, follow the E-70 and some 60 km (37 mi) after crossing the border take an exit towards the city of Ruma. After that the road will lead you straightforwardly through the passes of mountain Fruska Gora and to Novi Sad. Once at the Mišeluk crossroad you should follow the exit signs towards the Liberty Bridge (point A in the map below) and after crossing the river Danube you will enter the main boulevard (Bulevar oslobodjenja). After about 2 km, if you turn right (Jevrejska street), you will reach the city centre (Bulevar Mihajla Pupina).
