Lane County, - Hydraulic Analysis of the Floodplain

Lane County Government is seeking engineering services to conduct a hydraulic analysis of the Blue River Floodplain.

Specific information relating to this Request is as follows:

Services Description. Lane County is requesting a hydraulic analysis of Blue River in the vicinity of the Blue River unincorporated community to determine if the Base Flood Elevation (BFE) in the FEMA mapped Zone A floodplain along Blue River should be lowered through a Letter of Map Amendment (LOMA).

Work would entail the following:

1. Review of key documents and references, including, but not limited to:  FEMA mapped Zone A floodplain along Blue River within the community of Blue River  FEMA Flood Insurance Study (FIS) for the McKenzie River  FEMA National Flood Hazard Layer  LiDAR maps of the Blue River area  Previous preliminary HEC-RAS modeling  Bridge as-builts (Hwy 126 and Blue River Drive) 2. Determine appropriate hydrology, this may involve coordination with the U.S. Army Corps of Engineers (USACE) associated with the Blue River Reservoir dam which is just upstream of the area. 3. Evaluation of the existing available information and develop preliminary hydraulic analysis to determine potential to lower the Zone A base flood elevation (BFE) through the town of Blue River and provide recommendations for moving forward with the LOMA process. If warranted, conduct a full hydraulic analysis to meet FEMA’s requirements for a LOMA.

4. Topographic Surveying, as needed, to support hydraulic analysis. 5. Review of the National Flood Insurance Program (NFIP) Regulations and coordination with FEMA to ensure that analysis conducted will suffice needs to lower the BFE, if warranted. 6. Prepare a Letter of Map Amendment (LOMA) to FEMA to request lowering the BFE, if warranted.

Services Provided by County. Lane County will provide key documents and references. Lane County staff will review and provide input on work items completed.

To be responsive, Letters of Interest must provide the following information: 1. A description of your firm’s interest in the work as described in the RLOI, 2. Top two key considerations for this work as described in the RLOI, 3. A brief summary of the respondent's experience, background, or qualifications for providing the services described in the RLOI. This summary should be sufficient to enable the County to evaluate the potential for a future contract or request for proposal.

Letters of Interest are due not later than 5 p.m., PST, on May 14, 2021. Responses should be no more than 4 pages in length not including resume attachments.
