Councillor Florence Tomlinson asked if any progress had been made regarding provision of railings to surround the cenotaph. The clerk reported no progress at this stage. 6. Public Comment.

There was no comment. 7. Update on outstanding matters. • Floral decorations. The clerk reported that railing barrier baskets had been replanted and installed. Planting had incurred a payment to Fresh Fields amounting to £611.00p. Clerk.

• Review of Retail Premises, Town Centre Brierfield, awaiting a response from of Pendle. Councillor Mike Sutcliff reminded members that a report had been submitted to the Borough of Councillor Pendle and their response was awaited. Sutcliff.

• Review of Standing Orders, deferred from the meeting dated 16th November 2009 to allow comment from Councillor Sheila Windle. Councillor Sheila Windle informed members she had now read the standing orders and had no observations. It was agreed that Councillor Gregory should produce a final draft for publication. • Halifax Road Allotments – Nelson Allotment Holders Society, deferred from the meeting dated 16th November 2009 to await further discussions between Mr. Snowden and Mrs Joan Hawkins.

Mr. Wilf Snowden was invited to address the meeting. Mr Snowden informed the meeting that members of Halifax Road Nelson Allotment Holders had attended a meeting with members of Brierfield Allotment Holders Association. Members of the Nelson Society had expressed concerns regarding maintenance of a wall and boundary of the Nelson Site. Mr Snowden had made enquiries with Glenys Barnes of the Borough of Pendle and had been assured that the wall and boundary were not the responsibility of the Allotment Holders.

The following actions were agreed. • The clerk to make enquiries with Glenys Barnes at the Borough of Pendle, in order to clarify responsibility for maintenance of walls and boundaries of the Nelson Allotments site. • The clerk to seek clarification of responsibility for the access road to the site. • The clerk to draft an agreement between Brierfield Town Council and the Halifax Road Allotment Holders Society to permit the Society to be solely responsible for all management of the site, to Clerk. include all matters relating to finance. • The agreement to be delivered for approval to Proposed : Philip Mousdale Councillor • Upon an agreement being signed, the sum of Pauline Allen. £1706.14 pence to be transferred to Halifax Road Nelson Allotment Holders Society. 8. Finance statement No.14122009.002

The clerk provided each member with a copy of the finance statement. He then provided a verbal report regarding each account held by the Town Council Proposed: together with a detailed expenditure report. Councillor Pauline Allen. 9. Review of Town and Parish Revenue Grants, Dean For information. Langton. Meeting 7.00pm on Tuesday 24th November 2009, at the Council Chamber, Nelson Town Hall.

The meeting had been attended by Councillors Mike Sutcliff and Councillor Audrey Westwell. Councillor Sutcliff reported that although Brierfield Town Council was to receive £12935.00p in the coming financial year, Mr. Langton had been at pains to inform the meeting that payment of the grant could not be guaranteed for future Councillor Mike years. Councillor Jack Gregory informed the meeting that a recent published press article contained inaccuracies regarding the Town Council. He suggested that prior to any article being published, members of the Town Council should ensure the Chair and Clerk is informed and agree the content of the proposed article.

If a member wished to make independent comment to the local press, he or she should ensure that such articles clearly informed that the views expressed were the personal opinions of that member and may not reflect the views of the Town Council.
