Tomorrow will see more lines and more operators

High-speed in Europe: state of the network in 2025 2 SNCF is becoming more and more involved in transnational trains between Europ and Asia at the request of our customers Examples of recent achievements •the French- Russian transportation of car parts from PSA plants at Vesoul to Kaluga, built up by SNCF Geodis (3000kms) • Other potential flows in preparation over the pan European area

• the weekly passenger train Moscow- Nice – Moscow via Belarus, Poland, Czech Rep, Austria, Italy launched on the 23rd September 2010 (3300 kms) • other passenger night trains - Moscow- Paris in progress

3 The security challenge for our rail operators in building up international door to door services

• Ensuring protection and peace of mind for passengers and staff on the totality of the journey

• Making sure that the goods are protected and preserved from the origine to destination

• Maintaining the regularity of the trains ( by ex.disruption of trafic due to metal thefts..) Ex: rail transport Renault/Dacia Roumania- • Anticipating in case of crisis via Hungary –Austria- Switzerland (2427 Kms) built situation (for quicker resumption of up by SNCF Geodis-STVA the circulations..)

• they collide with different legislations and procedures in the countries crossed ( for example: different national counterterrorism plan prescriptions , problematic about transnational legitimacy for sworn officials in the trains …… • They noted that the security of a rail flow built by different actors assessments is fragmented and fragilised the whole of the flow

 The continuity of the « security chain » requires a level of security globally equivalent over the whole of the route  And that begins by a risk assessment over the whole of the route

A need of security interoperability

Inland Transport Security Discussion forum UNECE 5 31 January 2011 Palais des nations Genève Our recommendations for the international long distance freight and passenger rail flows

 By the Act n°1371/2007of the European Parliament and the Council, the rail transport services users have right to security from the origine to the end of their international journey  As we know , the threats faced by public transport systems have sharply increased in recent years and the phenomena is continuing  As we have seen , with the opening of the market, international rail flows and operators are developing and going already beyond the EU space towards ASIA ■ So, an ongoing multilateral dialogue between Ministry of transport representatives of the states, EU agencies, associations, railway operators and rail infrastructure owners should be maintained within a task force « on transnational security rail transport » ■ coordinated by UNECE at a pan- European level to anticipate on future international long distance rail trafics and facilitate their developments
