6. Staff and Committee Reports accepted as presented. a. John Blacher wanted to formally acknowledge Dan McIntosh’s commitment to volleyball on behalf of Manitoba. He recently finished a 6 year term sitting on the board of Volleyball Canada, and prior to that served on the board of Volleyball Manitoba for well over a decade. b. VRS demonstration – there will be a 2.5% plus 0.45 charge per transaction instead of the 5.2% charge that was on NRS in the past. WMVL will be the first Volleyball Manitoba members to use the system.

7. Financial Reports – Full report presented by John Olfert on behalf of the Finance Committee. Year-end highlights:

a) Operating cumulative surplus of $30,016. b) Special thanks to staff, board and Sport Manitoba staff for hard work over the last year. c) The four point plan to aggressively pay down the deficit within 2 – 3 years exceeded expectations and the deficit was eliminated in one year - Transfer the accumulated $44,000.00 facility fund to Operating fund . There was much discussion around this strategy for reducing the deficit. Agata Janczak expressed concerns that this decision was not more transparent with the adult leagues. - Prepared an Operating budget for the year to achieve a surplus of $20,000 - Engage new revenue activities - Operated break even or better on programs

9. Catherine-Grace Peters, Chair of Nominations Committee, brought forward a list of candidates for nomination to the Board of Directors. As passed at the 2012 AGM, nominees must submit their nomination / intent to run no later than 45 days prior to the AGM. This year there were eight names submitted for consideration for 8 available positions:

President’s Message 2015 - A year of change and excitement

The year of 2015 can be seen as a time where our association has worked diligently in moving Volleyball Manitoba into the future. Complacency is a stigmatism that we have worked hard to overcome and this year’s activities are definitely a step in the right direction.

In support of Volleyball Canada’s initiative, Volleyball Manitoba endorsed the new member management system (VRS) and officially launched it for our membership in September of 2014. As with new software there are bound to be kinks in the system that need to be worked through. Our staff worked tirelessly to ensure this transition went smoothly and in June of 2015, our PSO was recognized at Volleyball Canada’s AGM as being a leader and ‘go to’ province in this initiative.

I am pleased to announce that our Strategic Plan has been completed and we are ready and eager to use it as a template for success of our association. This document could not have been completed without the Strategic Plan Committee’s commitment to seeing this process through.

Financial accountability and transparency are vitally important for any organization to succeed. This year saw a reduction in membership as the Co-ed league decided to part ways and operate independently from the association. Additionally our PSO’s beach partnership with a local business has yielded lesser returns than expected which has created some financial strain but we embraced these challenges head on. Although we operated with a small annual loss, we still came out having positive net assets at the end of the fiscal year; an accomplishment that we are quite proud of. Suffice it to say that we will not sit back and be complacent in this matter. Relationships are vitally important to us and we will continue to explore ways to grow our membership and succeed in our business ventures.

The 2015 Nationals held by Volleyball Canada ran in two respective waves during the month of May. Our province was represented well and brought home two distinguished medals in the top tier both in the 18U category. Gold for the 18U boys and Bronze for the 18U girls. This is quite an accomplishment for our Manitoba athletes with many of them pursing this great sport at the post-secondary level.

An important message from Volleyball Canada is that they wanted to diversify the host cities for these annual National Championships. Our association presented a strong case to be considered and we were honored to be awarded the 2016 14U Western National Championships. This will be the first Volleyball Canada Open National Championship event that our province has hosted which is truly exciting.

Over the last two decades, Winnipeg has been the home of our Women’s National Volleyball Team but the time has come where other locations are being explored by Volleyball Canada. Our association and community feel strongly that Winnipeg is their home and have put together a strong business case for them to remain. However, an announcement will not be made by Volleyball Canada until early 2016 so as to not disrupt their preparation and hopefully qualification for the 2016 Olympics. Good luck ladies.

Finally this past year saw several changes with office staff. Through restructuring and bearing in mind financial accountability, a staff position was eliminated. Mitch Davidson brought many years of dedicated service and passion to our sport and we wish him all the best. Additionally Mike Maidment resigned to pursue other ventures and Scott Koskie joined our staff bringing a wealth of experience from Volleyball Canada to our PSO. Although we have endured some changes we are in very capable hands as we move forward in these exciting times.

This has been a year of change and excitement and we are looking forward to serving both our stakeholders and community as we operate under the umbrella of our strategic plan.

The following report is a summary of Volleyball Manitoba programs and events from 2014-15.

Strategic Planning Over a period of 18 months (November, 2013 to April, 2015) Volleyball Manitoba (“VM”) embarked on a process to update our Strategic Plan for the period 2015-2019. This process was also being used as a basis for our sport submission to Sport Manitoba within their Integrated Funding Framework.

A Strategic Planning Committee was established during this period that involved VM Staff, Board of Directors and other volunteers. Feedback and information was gathered through a consultative process that involved engagement with our members and stakeholders from all levels of our sport. The working group used the feedback and comments gathered to prepare the current version of the strategic plan that includes our mission, vision and values, along with the identification of our strategic priorities and initiatives as we move forward.

This process gave VM a great opportunity for self-reflection and assessment, and we believe the plan offers us a road map to where we hope to be five years down the road. This plan will hopefully be achieved as we aspire to strengthen and improve how volleyball is delivered and perceived in Manitoba. Our province has a passion for our sport, boasting a rich history of volleyball success at the local, national and international levels that we want to see continue into the future.

A summary of the plan includes the following mission, vision and values, as well as strategic priorities. A more detailed document is available on our website.

Volleyball Manitoba engages and develops a growing pool of coaches and referees to lead the delivery of quality sanctioned volleyball programs

Goals: 1) Increase and improve the collaborative efforts of a network of volleyball coaches in Manitoba to advance athlete development. 2) Improve technical support to school volleyball coaches 3) Develop & deliver a comprehensive coach development program, aligned with LTAD. 4) Work with the MVOA in implementing the VC Long Term Referee Development Plan.

We will now begin promoting The Strategic Plan to our membership and reviewing on an ongoing basis with staff and the board to measure our progress towards our goals and targets.

Provincial Championships 2015 The 2015 Volleyball Manitoba Provincial Championships were held over two weekends in April & May with events being held in Winnipeg, Brandon, Winkler & Portage. In total, 13 different championships were organized involving 172 teams. This is an increase of four teams from 2014, mainly due to increased numbers in the 14U girl’s category. This year’s events involved the use of 17 different facilities on 32 courts over the two weekends. Also, for the first time in several years numbers warranted a Tier 2 provincial championship to be held, with nine teams playing for a separate 14U Tier 2 Girls Championship. Expanding the tier 2 category for growth and meaningful competition reasons is a focus for VM as we move forward in the coming years.

A focus for the 2015 events was addressing appropriate serving and free space as well as spectator seating. Moving forward, we will attempt to minimize the number of venues, or use clustered facilities, as much as possible. We are also planning provincial ranking tournaments for 14U, 15U & 16U age categories on the weekend of Apr 8-10, 2016.

2015 Championship events involved the following events and locations:

14U Tier 2 Girls Championship – April 25 & 26, Winnipeg: John Taylor Collegiate 14U Boys Championship – April 25 & 26, Winkler: Northlands Parkway Collegiate & Prairie Dale School 15U Girls Championship – April 25 & 26, Winnipeg: MBCI & Elmwood High School 15U Boys Provincial Championships – May 1 & 2, Brandon: Brandon University 16U Boys Provincial Championships – May 2 & 3, Winnipeg: St. Paul’s HS 16U Girls Championship – April 25 & 26, Portage La Prairie: Portage Collegiate, Yellowquill & Crescentview Schools 17U Girls Provincial Championships – May 2 & 3, Winnipeg: Red River College 17U Boys Provincial Championships – May 2 & 3, Brandon: Brandon University 18U Boys Provincial Championships – May 2 & 3, Brandon: Brandon University 18U Girls Provincial Championships – May 2 & 3, Winnipeg: Red River College

The final placing’s of all teams for each event can be found in Appendix A.

2015 Volleyball Canada National Championships A perfect volleyball storm hit Calgary over the May long weekend as they hosted international matches along with the Volleyball Canada National Championships from May 14-19. The event featured 780 teams competing in the 14U – 18U categories, on 58 courts at the University of Calgary and the BMO Convention Centre.

Bringing back national championship medals to Manitoba from the top divisions were the WinMan Wesmen who captured gold in the 18U Boys category, and Shock VBC who brought home the bronze medals from the 18U Girls event. Three Manitoba teams also narrowly missed medaling, finishing in 4th place in their categories, and they were WinMan Clutch (15U Boys), Jr Bison Gold (15U Girls), and Dynamo (16U Girls).

In total, 110 teams from Manitoba competed in the event, up from 97 who competed in national or western events in 2014, representing our province very well with results and overall percentage of participation at the championships.

NTCC Provincial Team Programs The 18U & 16U provincial volleyball teams competed in July at the National Team Challenge Cup (NTCC) in Edmonton, AB (boys) and Richmond, BC (girls). The events ran from July 15-19, with two of six teams from Manitoba returning home with medals, along with four athletes being selected to the Youth National Team program.

At the girls event in Richmond, BC, fourteen teams from across Canada and the USA competed in the 16U division, where the 16U MB Black team, coached by Dan McGregor and Sydney Purvis, finished with a bronze medal. The 16U MB Gold team finished in 12th place, while the 18U MB team finished in 7th in the 18U division.

Similarly in Edmonton at the boys event, with nine teams competing from across Canada in the 16U division, the MB Gold team, coached by Mike Lodewyks and Lindsey Habib, won the bronze medals. The 16U MB Black team finished in 7th place and the 18U MB team ended up in 9th in their division.

Following the NTCC championships top athletes were identified and selected to represent Canada as part of the Junior and Youth National Team programs. The following four athletes from the Manitoba teams were selected to the Youth Team Canada program:

Boys: Dylan Sutherland (Brandon) & Gerard Murray (Winnipeg) Girls: Julia Tays (Winnipeg) & Montana Green (Thunder Bay)

Western Canada Games – Beach & Indoor In the first phase at the Western Canada Summer Games in Wood Buffalo, AB, the Women’s Beach team of Josie and Kearley Abbott won Bronze, defeating Saskatchewan 2-0. The 2014 16U Girls Provincial and Eastern National Champions wound up in the Bronze Medal Match after losing a tough semi-final a day earlier to eventual Gold Medalists from BC.

The Men’s Beach team of Michael Corrigan and John Nieckarz missed out on a Bronze Medal, falling to Saskatchewan 0-2. The 2015 Western Canada Summer Games concluded following phase 2 with both the Female and Male indoor teams falling to Team Saskatchewan in the bronze medal matches. The event in Fort McMurray was for many a first opportunity to compete in a multi-sport games.

Volleyball Manitoba would like to thank all of the athletes and parents for their commitment and support of the beach and indoor programs leading up to the NTCC and Western Canada Games this past summer. We would also like extend our sincere appreciation to the coaches and managers who made the games experience possible for all of our young athletes and for their dedication to Team Manitoba.

2015 Beach Volleyball Provincial Championships Manitoba’s Beach Volleyball Provincial Championships were held at Maple Grove Rugby Park on Saturday, August 8, after a late venue switch due to unplayable conditions at Adrenaline Adventures as a result of heavy rains the week leading up to the event. Numbers were down considerably from 2014 (38 youth teams in 2014, 16 in 2015), which needs to be discussed and addressed this fall at a planned Beach Volleyball Forum as to why numbers are decreasing.

Medal results of the Beach Volleyball Provincial Championships can be found in Appendix C.

2015 Beach Volleyball National Championships Volleyball Canada held its Eastern Youth and Senior Canadian Beach Volleyball Championship at Ashbridges Bay Beach in Toronto August 21-23, as well as the Western Youth Championship in Parkesville, BC the previous weekend on August 14- 16.

Volleyball Manitoba would like to recognize the following teams and athletes from our province who competed at these championships:

16U Boys – Western Championships Max Paddock / Liam Nohr 5th Place 16U Boys – Eastern Championship Mathieu Lavoie / Darian Picklyk 5th Place 18U Girls – Eastern Championship Josie Abbott / Kearly Abbott 5th Place Sr Men Competitive - Nationals Mike McCaffrey / Anthony Roberts 5th Place

Manitoba’s Rachel Cockrell also competed in the Senior Women’s National Championship in Toronto with her partner Camille Saxton losing in the bronze medal match to finish in 4th place.

2015 Beach Volleyball League – Adrenaline Adventures The 2015 Summer Series Beach Volleyball League, along with the ‘Bandits Hot Summer Nights League’, played out of Adrenaline Adventures for the second year now, since moving from Melrose CC and Maple Grove Rugby Park respectively the previous season. Several improvements to the venue were realized from 2014 including sand quality and depth. With

registration numbers dropping again this year (145 beach 2’s teams in 2015, down from 186 in 2014) we must continue to look at ways to improve the playing conditions and increase the overall participation experience.

A separate league was also organized this past season by Beach 4 Life out of Maple Grove Rugby Park. Although this league may have drawn teams away from the league run out of Adrenaline Adventures, the Beach 4 Life league did affiliate itself with Volleyball Manitoba requiring all participants to be VM members.

2014 Graduating All-Star Banquet & Matches Volleyball Manitoba recognizes the many hours of hard work and dedication that athletes and coaches commit to their team throughout the high school volleyball season and the purpose of the Graduating All-Star Banquet & Games, organized by Volleyball Manitoba, is to honour those individuals whose contributions have been exceptional over the previous high school season.

The 2014 Graduating All-Star Banquet was held the morning of Saturday, December 6 at the Celebrations Dinner Theatre at Canad Inns Fort Garry, and the matches followed at St. Paul’s High School.

The full list of all athletes and award winners can be found in Appendix D.

2016 Volleyball Canada National Championship Dates & Location

Earlier this summer Volleyball Canada announced its sites and dates for the 2016 Volleyball Canada Championships. Included in these events is the 14U Western Championship that is scheduled to be played at the RBC Winnipeg Convention Centre on the weekend of May 13-15. Winnipeg will only host the event for 2016, and not for 2017, when the event will move to Abbottsford, BC.

We are excited about the opportunity to host a National Championship event for the first time since the Open concept began many years ago, and we look forward to putting our best effort into delivering the championship so that we will be more strongly considered for events that we will bid on again in the future following 2017.

Championship events for 2016 (Western & National events): 14U Westerns – Winnipeg, MB, May 12-15 15U Westerns – Regina, Sk, May 20-23 16U Westerns – Calgary, AB – May 20-23 17U/18U Girls Nationals – Edmonton, AB, May 5-8 17U/18U Boys Nationals – Saskatoon, SK, May 12-15 *dates include team check-in/practice day and 3 days of competition

Coaching Clinics & Development

Between October 2014 and March 2015 a total of 5 Level 1 clinics (60 coaches) and 1 Level 2 clinics (6 coaches) were organized in Winnipeg & Brandon. In addition, courses were delivered at UW, UM & BU along with Neelin HS in the fall of 2014 that involved an additional 51 students completing the Level 1 Technical Workshop and another 16 Completing the Level 2 Workshop in the winter of 2015 at UW.

Starting this fall, Volleyball Canada has implemented a new structure with its national coaching certification program. This includes the following outline:

DEVELOPMENT COACH (NEW LEVEL 1) CERTIFICATION PROCESS Step 1 – In Training: successful completion of Development Coach e-modules (pre-requisite) Step 2 – In Training: successful completion of Development Coach Workshop Step 3 - Trained: successful completion of Multi-Sport Modules: MED, Plan and Practice, Nutrition Step 4 - Certified: Portfolio and Evaluation Requirements

PERFORMANCE COACH (NEW LEVEL 3) CERTIFICATION PROCESS Step 1 - In Training: successful completion of Competition: Multi-Sport Modules: Managing Conflict, Leading Drug-free Sport, Psychology of Performance, Coaching and Leading Effectively, Prevention and Recovery, and Developing Athletic Abilities, Advanced Planning a Practice, Performance Planning and Manage a Sport Program Step 2 – Trained: successful completion of Volleyball Canada's Performance Analysis Workshop.  Option 1: Take the Performance Analysis Workshop in June for Beach and July for Indoor. This event is held in conjunction with the Youth National Development Program. Requests for applications will accepted before December 31 of each year.  Option 2: Take the Performance Analysis Workshop at the Full Time Training Centres of each respective gender.  Option 3: Take the Performance Analysis Workshop delivered by a Provincial/Territorial Association in partnership with Volleyball Canada. (This option currently not available in 2016) Step 3 - Certified: Portfolio and Evaluation Requirements

Volleyball Manitoba is also involved in the delivery of the annual Great Plains Coaching Clinic. This year’s 3rd annual clinic is scheduled for Friday, September 19 at the Investors Group Athletic Centre, in partnership with the , Sport Manitoba & Coaching Manitoba. This clinic is designed for all coaches as they prepare for their school or club seasons. The clinic will cover topics applicable to the Learning to Train (basic – grades 7-9) to Training to Train (advanced – grades 10-12) levels.

Volleyball Manitoba is also proud to support the annual BU Volleyball Coaches Summit that is scheduled this year for Thursday, September 17.

We are also in the planning stages for additional coaching development opportunities to be delivered in January & February to help coaches as the club volleyball season gets underway.

Post 2016 Women’s Team Centre Bid

The National Women’s Volleyball Team training and administrative centre has been based in Winnipeg, MB since 1991 and is committed to remain here through to the end of 2016. Over the years more international matches have been played in our province than any other, and the national team centre and its athletes have been active in various aspects of volleyball in Manitoba such as coaching, referee and athlete development, tournaments and general promotion of our sport.

Volleyball Canada opened up the bid process last year to host the National Teams following 2016, and Volleyball Manitoba indicated our intent to submit a bid and keep the national team home base in Winnipeg. Additional bids were also submitted by Richmond, BC, Halifax, NS and Milton, ON.

Over the past year a bid committee consisting of representatives from Volleyball Manitoba, Sport Manitoba, the Canadian Sport Centre Manitoba, the Province of Manitoba, and other key stakeholders and supporters worked on putting together our best conditions possible with the goal of keeping the women’s national team in our province. The bids were due in June, and a site visit took place in late August, with the ultimate decision to be made by Volleyball Canada early in 2016. Our bid involved the Women’s National Team Centre moving from the current home at the University of Manitoba to the new Canada Games Sport for Life Training Centre that is expected to be built and ready by May of 2017.

With the Canada Games in 2017 coming to Winnipeg, we look forward to the opportunity to deliver the best sporting events during the games with the volleyball and beach volleyball competitions. 2016 Manitoba Games - Steinbach

The Manitoba Games is the largest on-going multi-sport event in the province. Like the Olympics they take place every two years alternating between summer and winter. The program is administered by Sport Manitoba and implemented by the selected host society with each Provincial Sport Organization (PSO) leading their sport specific planning and implementation.

Volleyball is once again a part of the Manitoba Games in the summer of 2016. The category for volleyball is 14U Boys & Girls Indoor (born in 2002 or later). The 2016 Power Smart Manitoba Games will involve 8 teams for each gender including 2 from Winnipeg, and one team each from Eastman, Central, Westman, Parkland, Interlake and Norman regions.

Volleyball Manitoba is currently working with Regional Technical Delegates to identify coaches for each of the teams. A general timeline of activities over the next year includes the following:

2014 Junior High Challenge / Grade 9 Open

At the end of each school season, Volleyball Manitoba organizes the Junior High Challenge and Grade 9 Open events. These events are not official championships and are open to all teams for participation. The spirit of the events are about participation, enjoyment and an opportunity for Grade 7-9 teams to compete in an open year-end tournament to celebrate their seasons and challenge themselves against other teams from across the province.

Volleyball Canada Centre of Excellence (VCCE)

The Volleyball Canada Centre of Excellence (VCCE) is a national initiative developed through partnerships including Own the Podium, Provincial Volleyball Associations, College and University programs (CIS/CCAA), School Districts, and High Performance venues. In Manitoba, the VCCE has been organized the past 2 seasons through the Team Canada Volleyball office, but moving ahead VM will be taking the lead on its delivery. The purpose of the VCCE is to provide a focus on training and development of individual technical skills, as opposed to competition and team systems. The VCCE aims to improve the training to competition ratio by offering additional training without the need to compete as a team.

In the past the VCCE involved weekly training sessions run in the fall and winter in the mornings before school during the week. This year we will again look at running sessions in the fall and another in the winter, but we will be looking at moving the sessions to Sundays in order to capture a larger potential pool of athletes.

Adult Senior Volleyball

Several volleyball leagues exist throughout the province that provide playing opportunities for adults once they are done with age class or post-secondary levels of our sport. This is important as we strive to promote active for life involvement in volleyball. With only the Winnipeg Men’s Volleyball League remaining as indoor adult members of Volleyball Manitoba, efforts continue to build or rebuild relationships with other leagues, such as the Winnipeg Women’s and Winnipeg Coed leagues. We also need to continue identifying the benefits and services that our adult members may desire in order for them to consider affiliating themselves as members of our association once again.

With this in mind, VM is planning an adult men’s and women’s tournament on the holiday weekend in February. The idea is to provide an annual fun yet competitive opportunity outside of the weekly league play. The event will also be tied into raising funds for a scholarship program that is being established by the WMVL, VM and the Bridle family in memory of Wezer Bridle, one of the founding fathers of our sport in Manitoba.

I take this opportunity to thank all the MVOA officials and members of the MVOA Executive who spent many hours providing their leadership, support and commitment to the delivery of both the indoor and beach programs this past season to those groups who requested our services. A job well done.

Congratulations are extended to Taras Ilkiw , who was awarded the Sports MB Official of the Year at an awards ceremony in April, for not only his officiating in major International Tournaments but as well for his commitment to officiating domestically and within MB in all levels of competition. Taras has shown that blowing the whistle is only a part of officiating as he continues to give back to the MVOA program through his guidance and mentorship of all officials in MB. Jim Gosman is this year's recipient of the Wezer Bridle Golden Whistle Award and was presented this award recognizing his continual contribution to officiating and mentorship within the MVOA, at the VB Manitoba Awards Banquet. Carleen Kruschel (rural) and Jan Watters (urban) were recognized for their contribution to High School Volleyball in MB as the 2014- 15 MHSAA Volleyball Officials of the Year at the annual VBMB MHSAA Grad All-Star Banquet this past December.

My thanks to Kirsten Auld- Varey, who as chairperson of the MB Women's Referee Development Program in MB hosted a female officials gathering in January to identify and discuss the concerns of the women's official in the province and to Bev Workman who continues to do an outstanding job with the officials program in Brandon.

The Beach program under the guidance of Stan Korol had a series of level one clinics last May. The beach officials officiate both league and tournament matches. Recertification and Level one clinics have taken place in May to prepare for the upcoming season.

Under the leadership of Bohdan Ilkiw and several clinicians 2 Recertification Clinics were held in Winnipeg and Brandon .Four Level one clinics were held throughout the province along with MB proving a clinician for a Level one clinic in Kenora and Iqaluit. A Level two clinic was held in January with 3 candidates and each has begun their practical evaluation requirements.

Congratulations to Roel Orteza, Brent Harder and Ed Alexiuk for successfully completing all the required evaluations to obtain their Level 2 /Provincial status. Chris Yaremkiewich attended the Theory portion of the National Certification program this past November .My thanks to all those evaluators who provided their knowledge and expertise to ensure the success of these officials.

In January, I attended a National Referee Summit in Gatineau with John Blacher and Bohdan Ilkiw. The purpose of the meeting was to identify the issues affecting officials development across Canada and to establish a Long Term Officials Development Plan (LTOD) in Canada. As well, the VC Board, provincial ROC'S and provincial Technical Directors were able to discuss the issues and provide goals within the province to encourage and support officials development in all areas in Canada.

At the 2014-15 Recertification clinic in September, officials were provided a document identifying a number of goals that as officials we should consider as we begin the season. I trust that each of you, as the season came to an end, looked back at the document and could identify where you felt you did well and the areas you could improve upon as the 2015-16 season approaches. Identifying with these goals on a yearly basis will benefit not only your performance as an official but as well those participants whom we provide our services.

My thanks to Andrea at VC who has managed to keep me reminding me about the things I sometimes forget to send her. The VM staff, who put in long hours to ensure all areas of volleyball in MB continue to grow and develop to meet the needs of its members. The MVOA Executive whose support of officials development in MB at all levels is second to none.

I end this year's ROC Report with remembering an individual who had a huge impact on my performance and development first as a High School coach in the 70's and then as an official. His guidance and knowledge provided me with a wealth of wisdom when I became the MB ROC in 1988. With the passing of Wezer Bridle this past January, Volleyball lost a true icon of the sport. His accomplishments and success are too numerous to mention. Those who had the privilege of working with him either as a player, a coach, an official or a volleyball administrator, know that we have lost a good friend in the sport. His humour, his wisdom and above all his compassion for the sport of volleyball will always be remembered.

The Awards Committee is divided into 2 groups: Hall of Fame/Honour Society and Major Awards, who will submit their own report.

Volleyball Manitoba (VM) Finance Committee Report – September, 2015 Submitted by John Olfert, Board Treasurer & Chair Finance Committee

Financial and operating results for the fiscal year ending March 31, 2015 are presented in the audited financial statements included in this Annual Report. As reflected in the financial statements and this brief report, VM remains on stable footing as we promote and facilitate the growth and excellence of volleyball in Manitoba.

In summary;

1. How did we do? – The Statement of Operations. Members may be alarmed seeing a change from fiscal 2014 surplus of $123, 292 to an operating loss in fiscal 2015 of $7,542. The simplified explanation and rationale are as follows:

. During fiscal 2015, VM had a full complement of staff and services for the entire fiscal year – compared to the preceding year, where staff turnover and vacancies occurred. . In absence of a full-staff complement in fiscal 2014, the Board of Directors and other volunteers were more heavily involved in day to day (and event) operations, with programs operating at reduced cost and on a lesser scale. This compares to fiscal 2015, where improved quantity and quality of programming was offered to members, under the direction of VM staff. Restated, given the financial challenges from preceding years, the Board of Directors and staff were intentional in having a healthy surplus for all facets of programming in fiscal 2014. While still targeting “break-even” or positive earnings for each program, the Board and staff were equally intentional in setting less aggressive increases (or freezing fee levels) and ensuring quality programming (ex. tournaments, provincial teams, VM programming) in fiscal 2015. . Membership fees have declined in recent years, due to the Women’s and Coed Leagues choosing to operate independent of VM. Furthermore, a modified fee structure has been implemented, in attempts to grow membership and more closely link value for fees. . The beach program was centralized to a new location that had elevated fixed costs compared to prior year operations. With registrations not keeping pace with expanded capacity and facilities, a net loss was realized. . Both revenues and offsetting operating expenses were higher in fiscal 2014 due to it being a Canada Games year. . The Board of Directors and staff engaged a number of new and necessary initiatives that occurred without incremental funding. The primary initiative was preparing a multi-year Strategic Plan, and engaging feedback from various stakeholders in our volleyball community, as we planned and dreamed for the future. . During the fiscal year, in addition to development of VM Strategic Plan, members of the Board, staff and members at large have met to advance feasibility work on a dedicated volleyball (VM) facility. These meetings have included needs assessment, capital (construction or renovation) costs, an operating model and initial meeting with public partners. While work to date suggests a dedicated facility is improbable, more formal efforts, direction and reporting is required in this regard, in fiscal 2016.

2. Where do we sit? – Statement of Financial Position. . A fiscal 2015 deficit of $7,542 reduced VM’s cumulative surplus from $30,016 to $22,474. While a reduction in Net Assets was not the direction the Board of Directors desired, it was the view of the Board of (and staff) that it was appropriate and necessary to maintain/grow programming, and continue to bring value to its membership – without significant increases to service fees. Financial accountability, stewardship and stability remains a priority for the Board.

We have audited the accompanying financial statements of Manitoba Volleyball Association Inc., which comprise the statement of financial position as at March 31, 2015, and the statements of operations, changes in net assets and cash flow for the year then ended, and a summary of significant accounting policies and other explanatory information.

Management’s responsibility for the financial statements Management is responsible for the preparation and fair presentation of these financial statements in accordance with Canadian accounting standards for not-for-profit organizations, and for such internal control as management determines is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.

Auditor's responsibility Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with Canadian generally accepted auditing standards. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditors' judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. 1. PURPOSE OF THE ORGANIZATION

The Manitoba Volleyball Association Inc. is a non-profit organization and is exempt from income tax in accordance with Section 149 of the Canadian Income Tax Act. The purpose of the association is to provide quality services and programs that will assist in the promotion, development, and growth of volleyball in Manitoba

2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES

Basis of presentation The financial statements of the association have been prepared in accordance with Canadian accounting standards for not-for-profit organizations.

Financial instruments Financial assets and liabilities are initially measured at fair value. Subsequent measurement of financial assets and liabilities are at amortized cost unless otherwise noted. Financial assets and liabilities measured at amortized cost consist of cash, accounts receivable, accounts payable, deferred revenue and long-term debt.

It is management's opinion that the association is not exposed to significant credit, currency, interest rate, liquidity or market risks arising from these financial instruments, unless otherwise noted.

Capital assets Capital assets are recorded at cost and are being amortized on the straight line basis at the following rates based on estimated useful life, except in the year of acquisition, when one- half of the rate is used: Computer hardware 2 years The association reviews capital assets for impairment whenever events or changes in circumstances indicate that the carrying value may not be recoverable. Contributed capital assets are recorded at fair value at the date of contribution.

Contributed services A substantial number of volunteers contribute a significant amount of their time each year. Due to the difficulty of determining the fair market value, contributed services are not recognized in the financial statements.

Revenue recognition The association follows the deferral method of accounting for Sport Manitoba Unrestricted contributions are recognized as revenue in the year received or receivable if the amount to be received can be reasonably estimated and collection is reasonably assured. Externally restricted contributions are recognized as revenue in the year in which the related expenses are recognized.

The association accounts for other revenues using the accrual basis of accounting.

Use of estimates The preparation of the financial statements in conformity with Canadian accounting standards for not-for-profit organizations requires management to make estimates that affect the reported amounts of assets and liabilities and disclosure of contingent assets and liabilities as at the date of the financial statements, as well as reported amounts of revenues and expenses during the reporting period. These estimates are subject to measurement uncertainty, and the effect on the financial statements of changes in such estimates in future periods could be significant.

3. BANK INDEBTEDNESS

The company has a line of credit available to a maximum of $25,000, repayable on demand with interest at the rate of prime plus 3.00%. Bank indebtedness is secured by general security agreement providing a floating charge on all assets of the association.

7. LEASE OBLIGATIONS

8. ECONOMIC DEPENDENCE

The association is economically dependent on the Province of Manitoba which provides funding through the Manitoba Lotteries Commission and Sport Manitoba.
