Nominee for the Office of Vice President:

DAME BILLIE MILLER, D.A., BCH, has been a Director of BARP for the last 3 years. She was educated at Queen's College in , and King's College, Durham University, and the Council of Legal Education in England. A Member of the Honourable Society of Gray’s Inn‐of‐ Court, London, Dame Billie was called to the Bar of England and Wales in 1968 and to the Bar of Barbados in 1969. She has worked as a practicing Barrister and Attorney‐at‐Law, and for several years, was the only woman practising at the private Bar in Barbados. Dame Billie retired from elective politics in 2008 after 32 years of service. She is a former Deputy Prime Minister and Senior Minister of Barbados, and was re‐elected as a Member of Parliament for the City of on seven occasions. She was the first woman to sit in the . Over the years, her ministerial portfolios have included Foreign Affairs, Foreign Trade, International Business, Health, National Insurance, Education, Culture, Tourism, and International Transport. She is a former Senator and Leader of Opposition Business, Leader of the House of Assembly, and Deputy Leader of the Opposition. At the international level, Dame Billie was the Co‐ordinator of CARICOM Ministerial Spokespersons with Responsibility for External Negotiations in Bilateral (African Caribbean and Pacific States‐European Union, World Trade Organisation and Free Trade Area of the Americas) matters. At the national level, she is the Deputy Chairman of the Electoral and Boundaries Commission, and a member of the Barbados Family Planning Association, the Barbados National Trust, and the Barbados Museum and Historical Society. Dame Billie has held many prestigious positions in the past. These include Chairman of the NGO Planning Committee for the International Conference on Population and Development held in Egypt in 1994, Chairman of the Executive Committee of the Commonwealth Parliamentary Association from 1996 to 1999 (the first time a woman has been chairman since its establishment in 1911), President of the International Planned Parenthood Federation/Western Hemisphere Region, Chairman of the Inter‐American Development Bank’s Advisory Council on Women in Development in Washington, and President of the ACP States Council of Ministers.

She has received many distinguished awards, including: the Queen’s Silver Jubilee Medal (1977) and the Barbados Centennial Award 2000, The accolade of Dame of St. Andrew (Barbados’ highest honour) was conferred on her in 2003 in recognition of her distinguished career and her outstanding contribution to Barbados, International Organisations and Politics.

Nominee for the Office of Secretary:

SANDRA OSBORNE, SCM, QC, was appointed the Secretary of BARP in May 2011 to fill the vacancy created by the resignation of Elma Licorish. Ms Osborne has been a Member of BARP since 2008. She was educated at Queen’s College, Barbados, where she was Head Girl, and at the University of the West Indies Mona Campus, Jamaica, and Cave Hill Campus, Barbados, from which she graduated with BSc (Hons) and LLB (Hons) respectively. She is also a graduate of the Hugh Wooding Law School, Trinidad. She is an Attorney-at‐ Law and Fellow of the Institute of Chartered Secretaries and Administrators in Canada (FCIS) with over 30 years’ experience in the legal and corporate secretarial field. Ms Osborne previously practised as a Crown Counsel in the Attorney General’s Chambers and at the private Bar in Barbados, prior to joining the Sagicor Group in 1989. She has been involved in the financial services industry for over 20 years and currently holds the position of Executive Vice President, General Counsel and Corporate Secretary of Sagicor Financial Corporation, one of the Caribbean’s leading financial services Groups. She and has played an integral role in effecting fundamental corporate change, including demutualisation, corporate mergers, acquisitions, takeovers, and offerings to raise new capital. Her current areas of focus are securities and corporate law, regulatory compliance and corporate governance. Over the last 15 years, she has contributed to regulatory reform of the Barbados capital markets in the areas of securities, mutual funds and take‐over bid legislation, and stock exchange and central securities depository rules.

Ms Osborne was awarded a Silver Crown of Merit as part of the 2006 Barbados Independence Day Honours in recognition of her contribution to the development of electronic trading and settlement for the Barbados capital market, particularly as it relates to demutualisation and dematerialisation of the market. She was appointed a Queen’s Counsel of Barbados in 2007. She was a Director of Barbados Shipping and Trading Co Ltd for 17 years, and is currently Vice President of Barbados Tennis Association Inc, and a member of the Arbitration Committee and Disciplinary Committee of Barbados Olympic Association Inc. Nominees for the Office of Director:

MARIA ASGILL, CBE, JP, has been a Director of BARP since 2008. Mrs Asgill attended the Modern High School and St Patrick’s Roman Catholic School, from which she graduated with 7 first class certificates (equivalent to CXC) from the Institute of Commerce. On leaving School she entered the Barbados General Hospital where she qualified as a Registered Nurse. She subsequently attended Barbados Maternity Hospital and qualified as a Registered Midwife. Mrs Asgill was awarded a scholarship to Royal College of Nursing in the United Kingdom where she successfully completed a 1‐year course in Advanced Nursing Administration. On her return to Barbados she was appointed Sister, Senior Sister, and then Matron of the Queen Elizabeth Hospital in 1992 with overall responsibility for nursing service.

Mrs Asgill retired in 1994, and became one of the early Members of BARP, volunteering on a weekly basis in the office; she processed membership applications and was responsible for matters pertaining to the upkeep and maintenance of BARP’s office. Mrs Asgill has attended and continues to attend many community activities, lectures, and other events, and has done television advertisements, in her capacity as a Member of BARP. She is a Member of the Health Committee, and assists with various other BARP activities as required. Mrs Asgill is a member of the National Committee on Ageing, the Family Welfare Society, the Barbados Christian Council, and St Patrick’s Roman Catholic Church Council. She was appointed a Justice of the Peace in 1982. She is the recipient of many accolades –Modern High School Award in 1994 for her contribution to the field of Nursing, St Patrick’s Old Scholars’ Award on the occasion of St Patrick’s 80th anniversary for her outstanding contribution to the School, Church and Community, the 15th Anniversary Appreciation Award for her contribution to the Cardiac Surgery Programme of the QEH, and a Lifetime Achievement Award in 2002 from the Ministry of Social Care for her contribution to the National Committee on Ageing. In 2010, she was conferred with the honour of Commander of the British Empire.

C BRIAN BARNES was educated at The Lodge School, and at Huron College and the University of Western Ontario in Canada. He has extensive experience in the general insurance industry, having worked for many years at Barnes Cooper Gay Insurance Co. Ltd. and for a year in London with Lloyd's Insurance Brokers. In 1969 he started Barbados Business Machines and at the time of his retirement the company was the oldest Xerox dealership in the world. Mr Barnes is a Trustee of the Barbados Community Foundation and a Trustee of the Ark Animal Society. He is also an avid follower of the international Tennis scene.

DESMOND CRICHLOW was appointed a Director of BARP in April 2011 to fill the vacancy created by the resignation of Judy King. Mr Crichlow received his early education at the Modern High School and attended the University of the West Indies Mona Campus where he successfully completed a BSc. (Hons) degree in Management Studies. He pursued further studies at the Royal Institute of Public Administrators in London and then went on to complete an MSc degree in Information Technology (IT) at the University of Keele in Staffordshire, England. He has attended many seminars, conferences and courses in Continuing Education, including the International Institute on Higher Education Administration at the College Park Campus of the University of Maryland, USA, and was awarded a Certificate with special commendation. He took up a career as a Senior Administrator at the University of the West Indies at Cave Hill in 1982 and held the post of Senior Assistant Registrar and also acted as Campus Registrar. During this period he was responsible for the Admission and Recruitment processes for students at the campus, as well as special responsibility for international student exchanges. He was also in charge of building up a Study Abroad Programme with international universities in the UK, Canada and the USA. He was Coordinator for an IT project and headed a team which implemented a new Student Information System. He also held the position of Head of the University’s School of Continuing Studies (now Open Campus) in the Pine St Michael for a period of one year from 1993‐1994. Mr Crichlow has produced many papers on specific aspects of University policy and procedures. In addition to being on various Committees, he organised several intercampus sessions and participated in many international conferences. Much of this work included presenting the UWI to staff and students of several institutions in other Caribbean islands, and at international universities in the UK, Canada and the USA. He retired from the UWI with effect from January 1, 2008. Mr Crichlow is currently an IT Consultant and first produced software in 2009 for a charitable organisation in Staffordshire, England, for its substance abuse portfolio. He is now in the final phase of the implementation of new software for BARP which he developed following extensive discussions with the administration at BARP and other stakeholders. This software is assisting BARP in the management of its Membership and Health Care systems, producing timely information for Staff and Members. Mr Crichlow has served on numerous Committees in the UWI and the UWI Credit Union for which he has achieved awards. He has been the representative of Senior Administrative staff of the three campuses of the UWI on the Campus and University Councils. In addition, he has performed extensive public service in Barbados, being Deputy Chairman and Chairman of the National Petroleum Corporation, and Chairman of the National Housing Corporation and the Barbados Community College.

RUALL HARRIS spent more than thirty years in the Government Service, which he joined in 1967, and where he served for twenty of those years in the Ministry of Foreign Affairs at home, in London, Caracas and Brussels. In the latter posting he was Ambassador to the European Union from 1984‐87. In this capacity he was intimately involved in the negotiations for the Lomé Convention (which in more recent years became the Cotonou Convention and now the Economic Partnership Agreement). These Agreements governed the trade, economic and technical and financial relations between Barbados and the other Caribbean, African and Pacific Countries (ACP) with the European Union. While in Brussels he was also accredited as Ambassador to Belgium, Germany, The Netherlands, Luxembourg, Austria and Permanent Representative to UNESCO and UNIDO. Mr Harris also served as Deputy Permanent Secretary in the Ministry of Foreign Affairs and as Permanent Secretary in the Ministries of Labour (1987‐ 89), of Agriculture and Rural Development (1989‐95) and of Home Affairs (1995‐99) and acted from time to time as Head of the Public Service. He represented Government on a number of regional and international bodies especially the Food and Agriculture Organization. He therefore has a sound and intimate understanding of how Government functions. He retired from the Public Service in December 1999 in his last posting as Permanent Secretary, Ministry of Home Affairs. After retiring from the Public Service, Mr Harris joined the Barbados Chamber of Commerce and Industry in March 2000 as Trade Officer and in January 2001 was appointed Executive Director from which post he retired in June 2007. In that capacity he represented the Chamber on a number of bodies both Governmental and non‐governmental and regional (e.g. Caribbean Association of Industry & Commerce) and gained a sound grasp of business and private sector issues at the local, regional and international levels. He also established networking relations with both local and regional private sector agencies and personalities. Mr Harris is a former Director of Banks Holdings Inc. and a Trustee of the Barbados Institute of Management & Productivity (BIMAP). In 2009 he was appointed Chairman of the St. George South Constituency Council, the newly established organs of local governance in Barbados. Mr Harris holds a BA (Hons) Upper Second Class in History from the University of the West Indies (Mona campus, Jamaica) and a Diploma in International Affairs (with Distinction) from the Institute of International Relations, UWI (St Augustine, Trinidad & Tobago).

ROBERT WILLIAMS has been a Director of BARP since 2006. He holds a BSc in Engineering and the ACGI designation from Imperial College (London). He also holds a Diploma in Computer Management (London). He is a Retired Manager of the Computer Centre, Cave Hill Campus, University of the West Indies.

Mr Williams has been involved in volunteer work for over 50 years, and has been a Member of BARP since 1998. He is an Honorary Life Member of the Barbados Cricket Association, and has held the positions of Honorary Secretary, West Indies Student Union, London; Fixtures Secretary, Barbados Men’s Hockey Association; Honorary Secretary, Barbados Men’s Hockey Association; Fixtures Secretary, Barbados Cricket Association; and Honorary Secretary, West Indies Group of University Teachers (WIGUT) (Cave Hill Campus). Over the last 12 years Mr Williams has been an active Volunteer at BARP, assisting in the maintenance of the membership database, and assuming responsibility for the database from 2004 until November, 2010. Mr Williams is currently actively involved in assisting, as necessary, with the implementation of the new Membership and Golden Health computer systems.
