MINUTES OF THE loth MEETING OF DEAC, , HELD ON 27/05/2017 AT THE CHAMBER OF THE DISTRICT GEOLOGIST, ERNAKULAM The 10th meeting of DEAC, Ernakulam, commenced at 10.30 am with Sri. Adbul Shukoor in the Chair. The Member Secretary welcomed all the members and initiated the proceedings. Item 10.B : Discussion on the site inspection report of the project proposals placed on the 9th meeting. Item 9.D.1: Environmental clearance for the ordinary earth mining project of M/s. Team Developers, West in an area of 0.92 Ha in Sy. No 264/2 in Airapuram Village of Taluk. (Proposal No. : DIA/KL/MIN/4111/20171 The 9th DEAC Committee has considered the project and referred the same to the Sub Committee for field inspection and report. The Sub Committee visited the applied area on 08.05.17 and recommended that 18,000 cu.m of earth can be removed, following the norms of MoEF and Minor Mineral Concession Rules 2015. The Committee decided to approve the proposal and recommend DEIAA to grant environmental clearance subject to the rectification of defects pointed out in the minutes of the 9th meeting and as per the report of the Sub Committee. Item 9.D.2 : Environmental Clearance for the ordinary earth mining project of Sri. Mathews, Kalappurackal house, Brahmapuram P.O., in an area of 0.8860 Ha in Re. Sy. No. 130/1, 130/2-2 in Village of Kunnathunad Taluk. (Proposal No. DIA/KUMIN/5407/2017.) The 9th meeting identified that the survey sketch submitted by the proponent was not in accordance with the area applied and hence advised to produce a revised sketch. The applicant thereafter placed a revised sketch before the office of the Member Secretary and hence the project was subjected to field inspection on 25.05.17 by the Sub Committee. The expert members 2

identified that ordinary earth has already been excavated beyond a depth of 3 m from the general ground level in the area and further excavation may damage the environmental parameters. The Committee therefore decided not to consider the project and to recommend DEIAA to reject the proposal. Item No 9.F.3: Environmental Clearance for the ordinary earth mining project in an area of 0.3764 Ha in Sy. No. 981/3 in Onakkur Villge of Taluk, applied by Sri. Regi George, Puthuval House, Onakkur P.O., fProposal No. DLIVKL/M1W/3557/2016.) The 9th meeting considered this project and referred the same to the Sub Committee for field inspection. The members visited the site on 15.05.17 and reported that a quantity of 7500cu.m can be permitted for excavation, following the norms of MoEF and the Kerala Minor Mineral Concession Rules 2015. The Committee decided to approve the project and recommend DEIAA to grant environmental clearance subject to the submission of rectified documents in compliance to the defects stated in the minutes of the 9th meeting and also in accordance with the conditions suggested by the Sub Committee. Item No 9.F.4 : Environmental Clearance for the ordinary earth mining project of Sri. Febin James, Punjaputhussery house, Njarallur in an area of 68.79 Ares in Sy. No. 173/1-2-2 in Village of Kunnathunad Taluk. (Proposal No. DIA/Kt/MIN/541312017j The 9th meeting referred the project to the Sub Committee for field inspection and report. The Sub Committee visited the applied area on 08.05.17 and reported that from the proposed area a quantity of 13,500cu.m of ordinary earth can be extracted following the norms of MoEF and the Kerala Minor Mineral Concession Rules 2015. 3

The Committee approved the report and decided to recommend DEIAA to grant environmental clearance for the project subject to submission of rectified documents as pointed out in the minutes of the 9th meeting and also in accordance with the conditions suggested by the Sub Committee. Item No. 9.F.5: Environmental Clearance for the ordinary earth mining project of Sri. Ulahannan Varkey, Thekkumcheril house, Airapuram P.O., in an area of 1.8906 Ha in Re. Sy. No. 91/15 in Airapuram Village of Kunnathunad Taluk. (Proposal No. DIA/KLMIN/424712017.) The 9th meeting referred the project to the Sub Committee for field inspection and report. The Expert members visited the site on 08.05.17 and reported that from the applied area a quantity of 37,000 cu.m of ordinary earth can be extracted, following the norms of MoEF and the Kerala Minor Mineral concession Rules 2015. The Committee decided to approve the proposal and recommend DEIAA to grant environmental clearance subject to the submission of rectified documents as per the minutes of the 9th meeting and also with reference to the conditions suggested bu the Sub Committee. Item No. 9.F.6: Environmental Clearance for the ordinary earth mining project of Sri. Binu P Varghese, Poonattu house, Pazhamthottam P.O in an area of 0.3219 Ha in Sy.No 106/11-3, 107/4-4, 107/4-2 in Pattimaftom Village of Kunnathunad Taluk. (Proposal No. DIA/KLIMIN/5463/2017) The 9th meeting referred the proposal to the Sub Committee for field inspection and report . The expert Committee inspected the applied area on 08.05.17 and reported that 6400 cu.m of earth can be extracted following the norms of MoEF and the Kerala Minor Mineral Concession Rules 2015. The committee decided to approve the proposal and recommend DEIAA to grant environmental clearance subject to the submission of rectified documents 4

as suggested in the minutes of the 9th meeting and in accordance with the conditions suggested by the Sub Committee. Item No. 9.F.7:

Environmental Clearance for the ordinary earth mining project of Sri. Paulose Kutty, Keerikattel house, P.O., in an area of 0.2145 Ha in Sy. No 445/9-2 in Vaduvacode Village of Kunnathunad taluk. (Proposal No. DINICUMIN/5544/2017)

The 9th meeting referred the proposal to the Sub Committee for field inspection and report. The expert members visited the site on 15.05.17 and identified that the removal of earth may lead to soiLereep/soil erosion in the area and it may also affect the stability of mobile tower located 20 m south of the applied area. The Committee in the light of the expert report has decided to recommend DEIAA to reject the proposal. Item No. 9.F.8:

Environmental Clearance for the granite building stone quarry project of Sri.Ashly John Tharakan, Madapparambil house, South Mazhuvannur in an area of 0.5565 Ha in Sy. No 46/4-1-2, 46/4-2-2 in Mazhuvannur Village of Kunnathunad Taluk, (Proposal No. DINKL/MIN/5514/2017) The 9th meeting has identified certain defects in the application and also insisted for production of a No Objection Certificate from the authorities in Periyar Valley Irrigation Project for considering the proposal. The committee referred the proposal the Sub Committee for field verification and report. The expert members inspected the proposed area in 08.05.17 and recommended the project for grant of environmental clearance subject to 14 specific Conditions.

The 10th meeting discussed the report of the Sub Committee and unanimously decided that since the PVIP Canal in Passing nearby the proposed area, it would be made mandatory to obtain an No Objection Certificate from the concerned authority in Irrigation department. The 5 committee considered the complaint forwarded by the Director of Mining and Geology vide letter No. 2354/M4/17 dated 26.05.17. The 10th committee then heard the complainant Sri. K.M Mathew Kudilil House, North Mazhuvarmur and the proponent Sri. Asly John Thrakan. The complainant stated that quarrying, if allowed in the area may lead to 1. Depletion of ground water in the region 2. Air and water pollution. 3. Affect the vehicular traffic in the public road nearby 4. Residential building is located at a distance of 72 m and public road is located at a distance of 90 m and hence this would be damaged. 5. The applicant is pumping water from the existing quarry pit to the canal, causing water pollution. 6. There is a high level canal aqueduct within 400 m from the applied area. The proponent submitted that the complainant is having personal vengeance with him and from the year 1996 onwards he has raised several bogus complaints against the quarrying operations. The complainant has filed 20 writ petitions before the Hon'ble High Court and all of them were dismissed and even there were instance of imposition of fine by the Hon'ble Court on the petitioner. The reports of the Irrigation Department are in favour of him and also held that water from the quarry pit is being pumped to the abandoned pit and not to the canal. The Chairman noted that the report of the Assistant Executive Engineer, PVIP, Sub division (dated 21.03.17 vide lr.No. AB1 -136/2010) states that preliminary observation did not reveal any damages to the canal consequent to the functioning of the quarry but recommended for obtaining a No Objection Certificate from the Irrigation department for future operation. The Committee then decided to insist production of following documents for consideration of the proposal. 1. No Objection Certificate from the PVIP authorities. 6

2. Certificate from the Village officer regarding the distance of residential buildings and road from the applied area. Item No. 9.F.9:

Environmental clearance for the granite building stone project of Sri.Aji Kuriakose, Chavaramplackal house, P.O., in an area of 1.5342 Ha in Sy. No 120/1, 120/2, 131/2A, 132/2B in Maneed Village of . (Proposal No. DIA/KL/MIN/5035/201 71 The 9th meeting referred the proposal to the Sub Committee for field inspection and report. Accordingly the expert members visited the applied area on 15.05.17 and produced a detailed report with specific conditions. The Committee appraised the report and decided to recommend DEIAA to grant environmental Clearance for the proposal subject to the satisfaction of rectified documents as suggested in the minutes of the 9th meeting and also in accordance with the conditions put forward by the Sub Committee. Item No. 9.F.10 Environmental Clearance for the granite building stone quarry project of Sri. C.C. Joseph, Proprietor, J.R Granites, Thattupara, Chully P.O., in an area of 1.0476 Ha in Sy.No. 206/26-2(p), 206/10, 206/11, 206/13, 206/21pt, 206/22pt, 251/19pt, 206/20pt in Village of Taluk. (Proposal No. DIA/KL/MIN/3411/2016) The 9th meeting has referred the proposal to the Sub Committee for field inspection and report. The expert members visited the proposed area on 16.05.17 and placed a detailed report for consideration. The Committee appraised the report and decided to recommend DEIAA to grant environmental Clearance for the proposal subject to the submission of rectified documents as suggested in the 9th meeting and also in consideration of the conditions suggested by the Sub Committee. 7

Item No 9.F.11: Environmental Clearance for the building stone quarry project of Sri. P.P Paulose, Pallasssery house, P.O., in an area of 0.3845 Ha in Sy. No. 255/1-1, 255/1-2, 255/1-3 of Kodanad Village of Kunnathunad Taluk. (Proposal No. DIA/KLIMIN/5710/20171 The 9th meeting referred the proposal to the Sub Committee for field inspection and report. The expert committee then visited the applied area on 16.05.17 and submitted a detailed report. The Committee discussed about the proposal and the expert appraisal report. The Committee identified that few residential buildings are located within 100 m from the applied area and without a proper notarized consent from the concerned owners, environmental clearance cannot be granted. For the same, the proponent was directed to obtain a report from the concerned Village officer with respect to the details of residential buildings within 100 m from the proposed site and also to produce notarized consent from those house owners stating their no objection in the functioning of the quarry proposed. The applicant meantime submitted the aforesaid documents for further proceedings. The Committee decided to recommend the proposal to DEIAA to grant environmental clearance subject to the rectification of suggestions put forward in the minutes of the 8th meeting Satisfaction of conditions suggested by the Sub Committee. Item No. 9.F.12: Environmental Clearance for the granite building stone quarry project of Sri. Sukumaran E.S, Elavungaparambil house, paduvapuram P.O., in an area of 0.9975 Ha in Sy.No. 189/2, 189/3 of Mukkannur Village of Aluva Taluk. (Proposal No. DIA/KL/MIN/5830/201 71 The 9th DEAC meeting has considered this project and identified certain defects in the application that is required to be rectified. It was then decided to refer the proposal to the Sub Committee for field inspection and report. The 8

expert members accordingly visited the proposed site on 16.05.17 and submitted a detailed report. The 10th DEAC meeting discussed about the inspection report and the suggestions made in the 9th meeting. The Committee identified that the proponent has fulfilled the requirements pointed out in the minutes of the 9th meeting. It was further observed that the IIP Canal passes with in 1 km from the proposed quarry project. The Committee with due consideration of aforesaid facts approved the proposal and recommend DEIAA to issue environmental clearance subject to the following conditions. 1. The proponent shall submit a report from the concerned authorities in the Irrigation Department stating that the functioning of the quarry till date has not caused any damage to the structure of the canal. 2. The proponent shall produce a sworn notarized affidavit stating that in case any injury happen to the canal, subsequent to the quarrying operations the expense for rectification would be met by him. And also if any expert study is required to identify the defects, that expense will also be addressed. Item 9.F.13: Environmental clearance for the granite building stone quarry project of Sri. Devasikkutty, Mazhuvanchery house, P.O., in an area of 0.6811 Ha in Sy.No. 40/ 1/ 5, 40/ 1/ 3, 40/ 1/4 in Mukkannur Village of Aluva Taluk. (Proposal No. DIA/KL/M1N/5827/2017) The 9th meeting identified certain defects in the proposal that is required to be rectified. It was then decided to refer the project to the Sub Committee for field inspection and report. The Sub Committee members visited the proposed area on 16.05.17 and produced a detailed report for consideration. The 10th meeting discussed about the inspection report and the rectified documents produced by the applicant. The Committee identified that all the defects pointed out in the minutes of the 9th meeting were rectified. The 9 committee observed that the IIP canal passes within 1 Km from the proposed quarry project. The Committee with due consideration of aforesaid facts approved the proposal and recommend DEIAA to issue environmental clearance subject to the following conditions. 1. The proponent shall submit a report from the concerned authorities in the Irrigation Department stating that the functioning of the quarry till date has not caused any damage to the structure of the canal. 2. The proponent shall produce a sworn notarized affidavit stating that in case any injury happen to the canal subsequent to the quarrying operations the expense for rectification would be me by him. And also if any expert study in required to identify the defects, that expense will also be addressed. Item No. 9.F.14 Environmental Clearance for the granite building stone quarry project of Sri. T.0 Varghese, Thoduva house, Thabore P.O., in an area of 0.9929 Ha in Sy. No.40/2 in Mukkannur Village of Aluva Taluk. (Proposal No. DIA/KZ/MIN/5816/201V The 9th meeting discussed about the proposal and identified certain defects in the application that is required to the rectified. It was then decided to refer the project to the Sub Committee for field inspection and report. The Sub Committee members visited the proposed area on 16/05/17 and produced a detailed report. The 10th committee perused the site inspection report and the rectified documents submitted by the applicant. The Committee observed that the defects pointed out on the 9th meeting were properly corrected. The Committee identified that the IIP Canal passes within 1 Km from the proposed quarry project. The Committee with due consideration of aforesaid facts approve the proposal and recommend DEIAA to issue environmental clearance subject to the following conditions. 10

1. The proponent shall submit a report from the concerned authorities in the Irrigation Department stating that the functioning of the quarry till date has not caused any damage to the structure of the canal. 2. The proponent shall produce a sworm notarized affidavit stating that in case any injury happen to the canal subsequent to the quarrying operations the expense for rectification would be met him. And also if any expert study in required to identify the defects, that expense will also be addressed. Item No. 9.F.15: Environmental Clearance for the granite building stone project of Sri. Sunilkumar P.M, Padathuparambil house, Palissery P.O., in an area of 0.9993 Ha in Sy. No. 192/1-2, 192/3 in Mukkannur Village of Aluva Taluk (Proposal No. DIA/KLMIN/5823/2017) The 9th DEAC meeting has identified few defects in the application and referred the proposal to the Sub Committee for field visit and report. The expert members visited the applied area on 16.05.17 and produced a detailed report. The 10th meeting discussed about the field inspection report and the modified documents submitted by the proponent. It was identified that the defects pointed out in the 9th meeting were properly addressed. The committee noticed that the IIP canal passes with in 1Km from the proposed project. The Committee with due consideration of aforesaid facts approve the proposal and recommend DMA to issue environmental clearance subject to the following conditions. 1. The proponent shall submit a report from the concerned authorities in the Irrigation Department stating that the functioning of the quarry till date has not caused any damage to the structure of the canal. 2. The proponent shall produce a sworm notarized affidavit stating that in case any injury happen to the canal subsequent to the quarrying 11

operations the expense for rectification would be met him. And also if any expert study in required to identify the defects, that expense will also be addressed. Item 10.C: Finalisation of proposals placed in the 7th and 8th DEAC meeting Item 7.B.10 : Environmental clearance for the ordinary earth mining project of Sri. Jacob Kurian , Chavarumplackil, Kizhumury P.O., in an area of 40.47 Ares in Sy. No. 788/6-8 in Village of Muvattupuzha Taluk. (Proposal No. DIA/KL/MIN/3420/2016) The 7th DEAC meeting has recommended the proposal for grant of environmental clearance subject to the submission of rectified documents as suggested in the minutes. There after the Member Secretary, DEIAA vide Lr. No. P-19/2017, dated 03.05.17 intimated DEAC that in the recommendation, the Sy. No, of the area applied was wrongly quoted as 788/6-2 and it was also directed to verify the extent of land in Sy. No. 788/6-2 and 788/6-8. The DEAC Committee scrutinized the application and observed that the proposal was placed for an area of 40.47 Ares in Sy. No. 788/6-8 out of a total extent of 95.10 Ares comprised in Sy. No 788/6-8(60.70 Ares), 788/6-10 (14.97 Ares) and Sy. No. 788/6-2(19.43 Ares). The report dated 09/02/17 vide No. Fl -670/17 of Tahsildar, Muvattupuzha substantiates the aforesaid details. In the above context the Committee recommend DEIAA to reconsider the proposal and grant clearance for an area of 40.47 Ares in Sy. No 788/6-8 in Thirumarady Village.

Item No 8.E.6: Environmental clearance for the ordinary earth mining project of Sri. James P.A, Panayil house, Choorakode in an area of 0.6677 Ha in Sy. No 567/2A in Thirumarady Village of Muvattupuzha Taluk. (Proposal No. DWICL/MIN/4376/2017) 12

The 8th DEAC meeting decided to keep the proposal in abeyance until a completed application is submitted. The proponent meantime submitted rectified documents before the Member Secretary for further proceedings. The 10th meeting scrutinized the documents and referred the proposal to the Sub Committee for field inspection and report. Item 10.E : Discussion over fresh proposals. Item No. 10.E.1 Environmental clearance for the granite building stone quarry project of Sri. A.H Sherif, Proprietor, MIS. A.H Sheriff quarry, Ettukattil house, north P.O., in an area of 1.8130 Ha in Sy. No.1087/1A2(p) in Village of Muvattupuzha Taluk. (Proposal No. DIAVKL/MIN/5986/2017) Application submitted online on 11.04.17. Sri. Vikram Krishnan, Mining Engineer, represented Sri. P Thangarajan, RQP and presented the salient features of the project. The Committee, identified the following defects that is required to the rectified, 1. Form IM not authenticated by RQP, Applicant, 2. Pre -feasibility report not authenticated by RQP and applicant. 3. Cluster certificate not produced. 4. Letter of approval of Mining Plan, approved copy of mining plan not submitted. The Committee observed that the quarry at present has been stopped functioning due to want of necessary No Objection Certificate from the authorities in Irrigation Department. The committee decided that the applicant shall produce.

1. No Objection Certificate from Irrigation Department. 2. Relevant Court orders pertaining to the operation of quarry, 3. Modified proposal for CSR after discussion with the LSGD Authorities. The Committee then referred the proposal to the Sub Committee for field inspection and report. 13

Item No. 10.E.2 Environmental Clearance for the granite building stone quarry project of Sri. Sabu Varghese, Korangolithadathil house, Karimpara P.O in an area of 0.9857 Ha in Sy. No. 466/1A1, 466/1C1, 466/1C2, 465/1-1 in Village of Muvattupuzha Taluk. 'Proposal No. DIA/KLIMIN/6197/2017) Application submitted online on 22.04.17 Sri. K.T Ramachandra, RQP presented the proposal before the members. The committee suggested that the proposal for CSR activities shall be modified and it can be in the form of donation to hospitals or construction of public roads in the vicinity of the proposed area. The following defects were identified in the application. 1. Form IM not authenticated by RQP, applicant 2. Cluster Certificate not produced 3. No Objection Certificate from water authority since a pump house is located within 98 m from the applied area. 4. Pre-feasibility report not authenticated by RQP, applicant The Committee decided to refer the proposal to the Sub Committee for field inspection and report . Item No. 10.E.3 Environmental Clearance for the granite building stone quarry project of M/s. Ellora stone aggregates, , Arakkuzha in an area of 0.9589 Ha in Sy.No. 35 / 2B2 in Arakkuzha Village of Muvattupuzha Taluk. 'Proposal No. DIA/KL/MIN/ 6209/2017) Application submitted online on 22.04.17. Sri. K.T.Ramachandra RQP presented the features of the project. The committee suggested that the proposed CSR has to be modified in consultation with the LSGD authorities. The following defects were identified for rectification. 1. Form IM not authenticated by RQP and Applicant. y 2. Cluster Certificate not produced. 3. Pre-feasibility report not authenticated by RQP/Applicant 14

4. Certificate from Village Officer regarding the number of residential units within 100m from the applied area. 5. Notarized consent of all residential building owners within 100m from the applied area. The Committee decided to refer the proposal to the Sub Committee for field inspection and report. Item No. 10.E.4 Environmental Clearance for the granite building stone quarry project of M/s. Pittappillil granites, P.O., in an area of 0.9700 Ha in Sy. No. 383/1 in Village of Taluk. (Proposal No. DIA/KL/MIN/6210/2017) Application submitted online on 22/04/17. Sri.K.T Ramachandra, RQP presented the features of the project. The committee suggested that CSR shall be need based and to be formulated in consultation with the LSGD authorities. The following defects were identified for rectification. 1. Form IM not authenticated by RQP, applicant. 2. Prefeasibility report not authenticated by RQP 3. Cluster Certificate not produced. The Committee decided to refer the proposal to the Sub Committee for field inspection and report. Item No. 10.E.5 Environmental Clearance for the granite building stone quarry project of Sri. 0.S Joseph in an area of 0.4834 Ha in Sy.No. 468/2B of Thirumarady village of Muvattupuzha Taluk (Proposal No. DIA/KL/MIN/6276/2017) Application submitted online on 30.04.17. Sri.A.G Korah, RQP presented the salient features of the project. The committee Suggested that fresh CSR proposal need to be submitted in consultation with the concerned LSGD. The following defects were identified for rectification. 1. Form IM not authenticated by RQP, Applicant 2. Prefeasibility report not authenticated by RQP 15

3. Cluster Certificate not produced. The Committee decided to refer the proposal to the Sub Committee for filed inspection and report. Item No.10.E.6 Environmental clearance for the granite building stone quarry project of Sri. P.D Baby, Palatty house, Malayattur P.O in an area of 0.9998 Ha in Sy.No. 163/ 4pt, 164/ 4pt, 164/ 3pt in Malayattur Village of Aluva Taluk. !Proposal No. DIA/KL/MIN/6312/2017) Application submitted online on 03.05.17. Sri.Balaraman, RQP presented the salient feature of the project. The committee suggested that a modified proposal for CSR in consultation with the LSGD shall be produced. It was also noticed that the applied area falls in the category of LA Pattayam as per the records of the Revenue Department. The proponent submitted that he got favourable Court orders, permitting renewal of quarrying permission in the applied land. The committee directed the applicant to produce relevant documents substantiating his case. The following defects were identified that is required to be corrected. 1. Form IM not authenticated by RQP, Applicant, 2. Cluster Certificate not produced. 3. Prefeasibility not authenticated by RQP, 4. Affidavit (notarized) that the applied area would be utilized for agricultural purposes after the completion of the project. The committee decided to refer the proposal to the Sub Committee for field inspection and report. Item No 10.E.7 Environmental clearance for the granite building stone quarry project of Sri. Janardhanan Nair, Vadakkeputhenpura house, Varappetty P.O in an area of 0.9998 Ha in Sy. No. 487/1/38 in Pallarimangalam village of Kothamangalam Taluk. (Proposal No DIA/ KL/ MIN/ 6344/ 2017) 16

Application submitted online on 04/05/17. Sri.Balaraman, RQP presented the salient features of the project. The committee suggested that a modified plan for CSR has to be submitted in consultation with the concerned LSGD. The following defects were identified for rectification. 1. Form IM not authenticated by RQP, applicant. 2. Prefeasibility report not authenticated by RQP. 3. Cluster Certificate not produced. 4. A Certificate from Village Officer that not residential buildings are located within 100 m from the applied land. The committee decided to refer the proposal to the Sub Committee for field inspection and report. Item No.10.E.8 Environmental clearance for the granite building stone quarry project of Sri.Alex P Cyriac, M/s Perumalil Infrastructure, Arunnoothimangalam P.O., in an area of 0.9998 Ha in Sy. No. 772/4A. 772/4B in Village of Muvatupuzha Taluk. (Proposal No DIA/ KL/ MIN/ 6446/ 2017) Application submitted online on 12.05.17. Sri Balaraman, RQP presented the proposal before the committee. The committee suggested that a fresh CSR proposal in consultation with LSGD shall be produced. The following defects were identified for rectification. 1. Form IM to be authenticated by RQP and applicant. 2. Prefeasibility report to be authenticated by RQP, 3. Application submitted online on 19.05.17. Sri. Vikram Krishnan, Mining Engineer presented the features of the proposal. The committee suggested to modify the CSR planned in consultation with the LSGD authorities. On scrutiny of the application, the following defects were identified. 1. Form IM not authenticated by RQP, applicant. 2. Cluster Certificate not produced. The committee decided to refer the proposal to the Sub Committee for field inspection and report. Other Decisions 1. The Committee observed that the nominated representative from the LSGD is not attending the meeting since the commencement of the 1st committee.
