INTRODUCTION

District Disaster Management Plan is a key devise with set of guidelines for emergency management. DDMP is the source of District level Disaster preparedness, prevention and mitigation, monitoring Disaster Management periodical report. DDMP has been prepared based on the impacts of past disasters of Tiruchirappalli District and it is designed as an action plan. While preparing this plan utmost attention has been paid to make it handy and relevant to crisis management. The vision of the DDMP is to develop Tiruchirappalli District as a Disaster resilient District. If any Disaster occurs the resources from this DDMP can be ordered without delay and it will reduce the response time which is more important in crisis management.

Aims and Objectives of the District Disaster Management Plan: ™ To engage activities which may help in minimizing the damages caused by disasters in both urban and rural areas.

™ To make endeavors towards creating awareness among the people about disasters and its consequences and to prepare them in advance to face such situations and to ensure their participation in the disaster mitigation plans.

™ Existing institutional arrangements, interdepartmental linkages, role of NGOs, voluntary agencies and local communities so as to understand their capabilities to mitigate specific disasters which will also facilitate effective coordination in their activities in times of need.

™ To act as an agency for the execution of disaster management schemes of the Government and the NGOs.

™ To evolve information reporting and monitoring tools for preparedness, immediate response and damage assessment, keeping in view the socioeconomic conditions of urban and rural areas.

CHAPTER -02 DISTRICT PROFILE

Tiruchirappalli district is located in the Cauvery River in Tamill Nadu, India. The main town in Tiruchirappalli District is the City of Tiruchirappalli, also known as Trichy. During the British Raj, Tiruchirappalli was known as Trichinopoly, and was a district of the Madras Presidency; it was renamed upon India's declaration of independence in 1947.

rkGEOGRAPHY AND HISTORY OF TIRUCHIRAPPALLI

Tiruchirappalli district lies within . The district has an area of 4,404

square kilometers. It is bounded in the north by Salem district, in the northwest

by Namakkal district, in the northeast by Perambalur district and Ariyalur district, in the

east by Thanjavur District, in the southeast by Pudukkottai district, in the south

by district and Sivagangai district, in the southwest by district and, in

the west by Karur district. The Kaveri river flows through the length of the district and is

the principal source of irrigation and drinking water.

The district is bounded in the North by Perambalur and Salem Districts, west by Karur / Namakkal districts, East by Thanjavur and South by Pudukkottai, Dindigul and Sivaganga Districts. It is situated 326 Kms South of the State Headquarters of .

The district had experienced cyclone and flood havoc in 1924, 1952, 1954, 1965, 1977, 1979, 1983, 1998 and 1999, and ravaged floods in 2005 The rivers Cauvery, Coleroon and their tributaries, which form a net work of irrigation system, naturally inundate larger areas during floods. Besides, the perennial rivers, there are many jungle streams in this District which carry rain water towards the Bay of Bengal. The North East Monsoon has all along been the main reason for the cyclone, as well as floods in this district. The cyclonic storm takes a heavy toll of human life and cattle besides heavy damage to coconut and other trees resulting in disruption of traffic, pulling-down telephone and electric installations.

DISASTER MANAGEMENT GOALS

SENDAI FRAME WORK Responding to the dramatic increase in extreme weather events and mega disasters is one of the great challenges of our present age. Rapid urbanization and population growth in hazard – prone areas and coastal areas make action all the more urgent. Disaster risk reduction is a top priority as we seek to hold back the tide of rising economic and human losses. Its impact can be catastrophic for poverty reduction and sustainable development efforts, especially in a country like ours. Unexpected rains, causing urban flooding in many low lying area of the district, Lightening are other forms of recurrent disasters affecting the communities. Land use pattern in the city has also changed drastically which adds to severity of the disaster. It is high time that every district whether big, medium or small starts focus Sendai Framework For Disaster Risk Reduction (2015-30) to reduce risks and vulnerabilities, to adopt systematic and scientific planning process to mitigate disaster risks and vulnerability factors. Building capacities of state, district and local body institution and of the communities who lives with hazards are most important and are prelude for DRR initiatives.

Scope and Purpose of District Disaster Management Plan

The present plan-2018 will apply to risk of (a).small-scale and large scale (b). Frequent and infrequent (c). sudden, slow and on set disasters caused by man-made or natural hazards as well as related to environmental, technological and biological hazards. It aims to guide the multi-hazard management disaster risk in development at all levels as well as within and across all sectors DDMP discussed in detailed about types of disasters prone to the district. Natural disasters related to weather like flood, lightning and thunder, disaster related to geology like earthquake, disaster related to anthropology. It also discussed about man-made disasters like fire accident, festival stampede,

District Disaster Management Plan discussed about management of any type of disasters, occurrence of any one disasters always brought us two or many secondary disasters, say flood may cause epidermic outbreak, earthquake may result in fire accidents, dam failure, bridge collapse etc. Thus DDMP focus on multi-hazard management disaster risk in development at all levels as well as within and across all sectors

Expected Outcome

Expected outcome of District Disaster Management Plan (2018-19) is substantial reduction in disaster risk and losses in lives, livelihoods and health in the economic, physical, social, cultural and environmental assets of persons, business, communities and countries.

Goal of the Disaster Management Plan

To prevent new and existing disaster risk through implementation of integrated and inclusive economic, structural, legal, social, health, cultural, educational, environmental, technological, political and institutional measures that prevent and reduce hazard exposure and vulnerability to disaster, increase preparedness for response and recovery and thus strengthen resilience.

Authority for District Disaster Management Plan:

In accordance with the ‘Section 30’ of the ‘Disaster Management Act, 2005’ Sub-Section (1) The District Authority shall act as the district planning; coordinating and implementing body for disaster management and take all effective measures to face the disaster if any occurs in the district in accordance with the guidelines laid down by the National Authority and the State Authority.

Evolution of DDMP: The District Magistrate who is the chief co-ordinator will be the focal point for coordinating all activities relating to prevention, mitigation and preparedness apart from his existing responsibilities pertaining to response and relief. The District Coordination and Relief Committee is being re-constituted/re-designated into Disaster Management Committees with officers from relevant departments being added as members. The Line Departments and Taluk Tahsildars have assessed the Disaster pertaining to Tiruchirappalli District and prepared their own Disaster Management plans and submitted for the scrutiny of the District Disaster Management Authority which has the following members. 1. DDMP Frame work Usages:-

At District level, a District Disaster Management Authority is already activated to mitigate any unexpected situation in the District. There are seven members included in this authority. The Institutional Frame work for disaster management has been developed at District and Taluk Level. Apart from Disaster Management Committee, each level has a Disaster Management Plan along with the various task forces like Search and Rescue, First Aid, Early Warning, Shelter Management etc., The District Disaster Management Authority will be chaired by the District Collector where all line departments are its consultative members. Approval Mechanism of DDMP: Authority for implementation (State Level / District level orders):- The District Disaster Management Plan prepared by obtaining suggestions from all department officers is approved by District Disaster Management Authority chaired by the District Collector. This plan after obtaining the State Disaster Management Authority’s approval will be sent to all stake holders for effective implementation. Plan review and updation: Periodicity The District Disaster Management Plan is valid for one year and will be reviewed, updated and approved annualy.

Targets of DistrictM Disaster Management Plan

Sendai framework target about reduction of mortality rate, reduction in affected population, reduction in economic loss, reduction in damage of properties, enhancing international cooperation, strengthening of multi-hazard warning system and accessibility and availability of information to the people by 2030. Based on the sendai framework, Madurai District has

defined targets accordingly and listed below:-

4.a (i). Infrastructure:

There are no major dams in charge of the Executive Engineer (PWD) RC Division,

Tiruchirappalli. But the following two bed regulators and one anicut are in charge of the

Executive Engineer, RC Division, PWD, Tiruchirappalli.

1. Jedarpalayam Bed Regulator

2. Kattalai Bed Regulator

3. Upper Anicut

These three regulators are posted with sufficient staff to look after as follows:-

1. Jedarpalayam Bed Regulator - Assistant Executive Engineer, Velur,

Namakkal Taluk

2. Kattalai Bed Regulator - Assistant Executive Engineer, Mayanur.

3. Upper Anicut - Assistant Executive Engineer, Vathalai.

There are 76 tanks in Tiruchirappalli District, both system and non- system, under the control of Public Works Department, in the Taluks of Musiri and . Repairs, if any, to these tanks have to be done. The Chief Engineer (Irrigation) will arrange for the supply of flood tools, like mammutties, for distribution among all Sub Divisions. He should ensure that at least 500 gunny bags, filled with sand are kept ready in each storage point for easy transportation to the place of emergency.

4.a (ii)Vulnerable points

Heavy discharge in the River Cauvery and incessant rainfall resulted in flood during the North East Monsoon 2005. Enormous flow in Ariyar, Koraiyar, Kudamurutti which joins in the River Cauvery further aggravates the situation. Adjoining area of the

River Banks are hit first during flood.From the past experiences the vulnerable points and vulnerable areas are identified and listed below.

4.b(i). Socio-Economic profile of the District:

The major rivers are the River Cauvery and the River Kollidam. The important rivers across city are Koraiyar, Uyyakondan and Kudamuruti rivers.

The rivers Cauvery and Kollidam start branching out to form the Cauvery delta irrigating vast tracts of land in the district.

KALLANAI DAM / GRAND ANAICUT:-

The Dam is between Trichy and Tanjore, located 15 kms from Trichirapalli and 35 kms from Thanjavur.

Water from the dam distributed via the 4 rivers and various canals are used for irrigation of lands in the Cauvery Delta parts of the Tiruchirappalli and Tanjore Districts

The Cauvery river splits into two rivers of Cauvery and Kollidam /Coleron at Mukkombu, 20 kms before the Kallanai /’Grand Anaicut’ and they rejoin at Kallanai and the landscape in between the two rivers is the island of Srirangam,

UPPER ANAICUT /MELANAI:-

This Dam is located in between Vaathalai-Mukkombu/Coleron, 18 kms from Tiruchirappalli Town.

Ponnaniyar Dam

Ponnaniyaru dam is situated south of Tiruchirappalli. It is 24 kms from Manapparai and 9 kms from Vaiyampatti. Ponnaniyaru dam is built across perumal malai and Chemmalai.

4.b(ii). Climate :

The climate is mostly dry and characterized by good rainfall. Tiruchirappalli district has dry weather throughout the year except during the monsoons. In March the temperature begins to rise, which persists till the end of June.

The highest temperatures are normally recorded during May. The scanty showers during this period do not provide much relief from the oppressive heat. However, there is an improvement in the climate during the June – August period. During the pre- monsoon period, the temperature reverses its trend. By September the sky gets heavily overcast, although the rains pour down. The northeast monsoon sets in vigorously only during October–November, and by December the rains disappear, rendering the climate clear and cold.

CHAPTER – 5 Institutional Mechanism

Trigger mechanism and operational directions:- The entire disaster management operations should be designed in such a way that, at all the levels, disaster control and mitigation operation starts immediately after the information of disaster striking the district is received. In other words the entire system at all the levels is self activated without requiring any directions from the district level authorities to act. Trigger Mechanism: The Trigger mechanism envisages that on receiving signals of a Disaster happening or likely to happen, all activities required for the mitigation process are energised and activated simultaneously without loss of time. The primary objective of the trigger mechanism is to undertake immediate rescue and relief operations and stabilise the mitigation process as quickly as possible. The trigger mechanism in fact is a preparedness plan in which all the participating officers and agencies know in advance the task assigned to them and the manner in which they have to be prepared themselves to respond. The resources identified include manpower, material and equipment.

1.INFORMATION AND COMMUNICATIONS As soon as the first flood or weather warning is received, it will be communicated to the respective Tahsildars by the Personal Assistant (General) to Collector, who is the Co-ordinating Officer at the district level. The Tahsildar will issue a similar warning to the flood duty officials and alert them to be ready for initiating action. On receipt of second warning, the flood duty officers will proceed to various places of duty and report before the Zonal Officers in charge of the firkas. On receipt of information of the impending disaster, the Firka Revenue Inspector will straight away commence rescue operations. He will immediately rush to the low- lying areas and evacuate the people to places of safety. In this connection, recourse should be to have a taluk map containing the list of relief centres in the area.

2.PREVENTIVE ACTION The weak spots in the river bunds and tank bunds should be inspected immediately and breaches, if any found, closed with the help of the Village Administrative Officers, the Panchayat and the public. 3.MOBILISATION OF HELP It is the duty of the Firka Revenue Inspector to mobilise the Village Administrative Officers to see that a careful watch is kept over the flood banks and to comply promptly with any requisition, for labour or materials. They should see that the Mazdoors, sent from the villages, take with them necessary aruvals, mamooties and baskets. The Village Administrative Officer should keep a careful account of all materials recovered and for have receipts for having receipt of the materials from whom they are taken. If the size of breach is large, the Revenue Inspector should mobilise further help from the Panchayat Union Commissioner, the Assistant Engineer of the PWD and Higher officials from the Revenue Department. The breach should be closed with the sand bags already in store with the Panchayat Union Commissioner, and by the Assistant Engineers, PWD. COMMUNICATION MECHANISM Uninterrupted maintenance of road communication is an absolute necessity in times of floods and heavy rains. The Divisional Engineer (Highways & Rural Works), Tiruchirappalli and Pudukkottai will ensure that road communication is properly maintained. It should also be seen that wind-fallen trees or any obstruction on road are removed immediately. In addition to the existing system of maintenance, teams of road inspectors have to be formed to patrol the roads and clear the obstacles of the locality. They should be equipped with the tools necessary to remove the road blocks without loss of time.

EXECUTIVE ENGINEER, PWD, All the banks, anicuts, channels and rivers are generally in good condition. One Assistant Executive Engineer and three Section Officers will be alerted and important vulnerable points kept in watch by the field staff with instructions to face any situation. The Officers of the Public Works Department and Flood Duty officials posted on duty in the various vulnerable points should therefore be alert whenever there is heavy down pour of rain. Substantial road breaches involving hindrance to traffic shoule be intimated to the District Collector. The important roads linking the District Head-Quarters namely Karur - Tiruchirappalli, Namakkal - Tiruchirappalli, Tiruchirappalli - Tholudur, Tiruchirappalli - Ariyalur and Tiruchirappalli - Pudukkottai & should be maintained properly so that there may not be any traffic bottleneck. If there is major breach in any of the main road involving traffic cut, wireless message should be conveyed to the Revenue Divisional Officer and District Collector, so that necessary help can be rushed to the spot. The following minimum tools, will be kept ready with each section attached to Highways and Rural Works Department, Public Works Department and each Panchayat Union for emergent use. CHAPTER -06

Preparedness

The aims of disaster preparedness are to minimise the adverse effects of a hazard through effective pre-cautionary actions, and to ensure timely, appropriate and efficient organisation and delivery of emergecny response following the impact of disaster. Sec.2(m) of the DM Act- Preparedness means the state of Disaster preparednessis the managemnt planning for a prompt and efficient action to save lives, to reduce sufferings and to minimize damages to property. Before onset of monsoon of North East, the DDMA- the collector of the District will convene meeting of all departmental officals in the district, lolcal authorities, NGOs, Resuce forces representatives such Army, Navy, Coast Guard etc. And impress upon them their role and responsibilities and keep themselves alert to meet any emergent situation due to disaster. There are nine major components involved in disaster Preparedness which provide a framework upon which a national disater preparedness strategy can be developed (UNDP, DRM, 1991) Response measures are those taken immediately after receiving early warning from the relevant authority or in anticipation of an impending disaster, or immediately after the occurrence of an event without any warning. The primary goal of response to a disaster is saving lives, protecting property, environment, and meeting basic needs of human and other living beings after the disaster. Its focus is on rescuing those affected and those likely to be affected by the disaster. The UNISDR defines response as “the provision of emergency services and public assistance during or immediately after a disaster in order to save lives, reduce health impacts, ensure public safety and meet the basic subsistence needs of the people affected.”

Preparedness, is defined as “the knowledge and capacities developed by governments, professional response and recovery organizations, communities and individuals to effectively anticipate, respond to, and recover from, the impacts of likely, imminent or current hazard events or conditions.” Based on the preparedness, the response process begins as soon as it becomes apparent that a disastrous event is imminent and lasts until the disaster is declared to be 52 Tiruchirappalli District Disaster Management Plan-2018 over. It is conducted during periods of high stress in highly time-constrained situations with limited information and resources. It is considered as the most visible phase amongst various phases of disaster management. Response includes not only those activities that directly address the immediate needs, such as search and rescue, first aid and temporary shelters, but also rapid mobilization of various systems necessary to coordinate and support the efforts. For effective response, all the stakeholders need to have a clear vision about hazards, its consequences, clarity on plans of action and must be well versed with their roles and responsibilities.

The district administration shall identify sites for establishment of various facilities as mentioned in the IRS guidelines such as Incident Command Post, relief camp, base, staging area, camp, and helipad, for providing various services during the response. The administration will widely disseminate and publicise information about these arrangements as mandated in the SDMP and DDMP. Since disaster response operations are multifaceted, timesensitive,extremely fast-moving, and mostly unpredictable, it requires rapid assessment, close coordination among several departments, quick decision- making, fast deployment of human resources and machinery as well as close monitoring. In order to prevent delays and to eliminate ambiguities with regard to chain of command, DDMP will clearly spell out the response organisation as per IRS. These plans will clearly identify the personnel to be deputed for various responsibilities in the IRT at various levels of administration along with proper responsibility and accountability framework. Provision for implementation of unified command in case of involvement of multiple agencies such as Army, NDRF, CAPF, and International Urban Teams Search and Rescue will be spelt out in the DDMP. From time to time, the DM plan will be tested and rehearsed by carrying out mock exercises.

Prevention & Mitigation Plan (2015-2030)

Sec.2 (i) of Disaster Management Act defines – Mitigation means measures aimed at reducing the risk, impact or effects of a disaster or threatening disaster situation. Actions to prevent an emergency from happening or lessen the impact if it does happen are known as mitigation. This is the most crucial component in any disaster management exercise. It may be in the form of creating awareness, building long term or short term infrastructure in hazard zones, aid planning etc. Mitigation opportunities may arise anytime where the awareness of the disaster is high e.g disaster scare – however unfounded it seems, post disaster, during disaster or during such seasons in areas prone to disasters. Mitigation is one of the positive links between disasters and development. Agencies.Communities and individuals can use their development resoureces to reduce the risk of hazards through mitigation projects.

Mitigation applies to a wide range of activities and protection measures that might be instigated from the physical, like constructing stronger buildings or agricultural diversification, to the procedural, like standard techniques for incorporating hazards assessment in land use planning. The aim of amitigation strategy is to reduce losses in the event of a future occurrence of a hazard. Structural mitigation may comprise construction of individual disaster resistant structures like retrofitted or earthquake – resistant building or creation of structures whose function is primarily disaster protection like flood control structure, dykes, levees, infiltration dams etc.

Time of Mitigation: The risk measures of mitigation are often placed in the pre disaster time frame. In fact the most opportune time to implement mitigation is in the period after a disaster. Incident Response System is a mechanism which reduces adhocism in response through a well conceived team. It incorporates all the tasks that may need to be performed during the response. It identifies and pre-designates officers to perform various duties and get them trained in their roles. It is a flexible system and only those

Sections/Branches may be activated in the team which is required to meet the disaster situation.

Recovery and Reconstrucion Plan

The DM Act 2005 enjoins central and state governments to make provisions for the implementation of the disaster management plans. DM Act spell out the responsibilities of the central, state, and local governments with respect to disaster management. The DM Act states that every Ministry or Department of the Government of India shall make provisions, in its annual budget, for funds for the purposes of carrying out the activities and programmes set out in its disaster management plan. Respective DM authorities must review and update their DM plans. Central ministries and state governments will integrate DRR into their development policy, planning and programming at all levels. The must adopt a holistic approach and build multi- stakeholder partnerships at all levels. They must adopt a holistic approach and build multi-stakeholder partnerships at all levels, as appropriate, for the implemented within a span of five, ten, or fifteen years. The plan is highly ambitious and the complete implementation of all elements across the country may take a very long time. Nevertheless, both central and state governments have already made considerable progress and they are expected to make sincere efforts for the implementation of the DM plans.

Recovery and build back better

Globally, the approach towards post-disaster restoration and rehabilitation has shifted to one of betterment reconstruction. While disasters result in considerable disruption of normal life, enormous suffering, loss of lives and property, global efforts consider the recovery, rehabilitation and reconstruction phase as an opportunity to “Build Back Better” (BBB) integrating disaster risk reduction into development measures, and making communities resilient to disasters. The Sendai Framework expects that after a disaster, the stakeholders will be prepared for BBB. Existing mechanisms may require strengthening in order to provide effective support and achieve better implementation. Disaster recovery tends to be very difficult and long-drawn out. The reconstruction will vary depending upon the actual disaster, location, pre-disaster conditions, and the potentialities that emerge at that point of time. 59 Tiruchirappalli District Disaster Management Plan-2018

Disaster recovery process is not a set of orderly actions triggered by the impact of a disaster upon a community. It will consist of several related activities such as the following:

Mainstreaming of Disaster Management in Developmental Plans

The main disasters affecting Tiruchirappalli District namely Floods and Drought have been taken in to account while formulating Development Plans. The occurrence of floods/drought is the main focus while implenting the following schemes: Kudimaramath (PWD) The list of works has identified for the implementation of Kudimaramath – water bodies restoration with participatory approach. For this work 65 no.of works have been identified to the estimate amount of Rs 967.30 lakhs. The work is now carried out by the PWD authorities.

G.O(Ms) No.50 (Industries Dept. Regarding desilting of Tanks) Any person engaged in the making of pots or any registered Pottery Labourers Co-operative Society registered under the Tamil Nadu Co-operative Societies Act, 1983 (Tamil Nadu Act 30 of 1983) for making pots, the public for nobafide domestic purpose and the farmers for agriculture purpose be allowed to quarry clay, silt, savudu and gravel on free of charges from the beds of tanks, channels and reservoirs under the control of the Public Works Department or Rural Development and Panchayat Raj Department which are notified by the District Collector in the District Gazette. Tiruchirappalli district totally 511 tanks demarcated by remove silt. Desilting of tanks: 511 no.of tanks administered has been identified for desilting during the year 2017-2018. Out of this, in respect of 379 tanks works have already been completed and remaining works are in progress. Thai: Under this scheme 45 tanks causing fash floods in low lying areas in downstream during heavy rainy season have been identified for desiltation, strengtening of bunds, clearing of bushes etc., Coastal Disaster Risk Reduction Project (CDRRP) Tamil Nadu is the southern most State on the eastern coast of peninsular India, bound by the Bay of Bengal in the east and Indian Ocean towards the south of cape and has a coast line of about 1,076 kilometers. Over 500/0 of the State’s population of 7.2 Crores lives in the densely packed coastal areas.

In order to reduce the vulnerability of the State to the frequently occurring coastal disasters, a new project namely Coastal Disaster Risk Reduction Project [CDRRP] assisted by World Bank has been launched for an amount of Rs.1,481.80 crores. The Tripartite Project Agreement with World Bank, Department of Economic Affairs, Government of India and Government of Tamil Nadu was signed on 11.11.2013 at New Delhi. The administrative sanction was accorded by the Government vide G.O.(Ms)No.23, Revenue [DM IV-(I)] Department, dated 21.01.2014 for Rs.1,481.80 crore. Many new components to mitigate the risk of the coastal community are being taken up for implementation. The components related to Community Based Disaster Risk Management (CBDRM), Installation of Early Warning Systems, laying underground the Electricity Boards cables are novel initiatives and will have a far reaching impact.

MGNREGA: The desiltation of tanks, strengthening of bunds, desilting of channels has been taken up under MGNREGA in 791 tanks during 2017-2018. This will prevent flash floods in down stream to a great extent.

Dry land farming Dry farming or Dry Land Farming refers to an improved system of cultivation whereby maximum amount of water is conserved by soil and water management. It involves efficient system of soil and crop management in the regions of low land and uneven distributed rainfall.

ADB – Climate Change Adaptation Scheme:

Climate-sensitive domains: Adaptation is relevant for all climate-sensitive domains, including agriculture, forestry, water management, coastal protection, public health, and disaster prevention.

IAMWARM etc., It is with this back ground that the Irrigated Agriculture Modernisation and Water- Bodies Restoration and Management (IAMWARM) project is prepared. Objective: The Project Development Objectives is to improve irrigation service delivery and productivity of irrigated agriculture with effective integrated water resources management in a river basin / sub-basin frame work in Tamilnadu

Community & other Stakeholder participation

™ CBDRM

Community based disaster risk management (CBDRM) is a process, which leads to a locally appropriate and locally ‘owned’ strategy for disaster preparedness and risk reduction. RedR India’s course on community based disaster risk management explores the different dimensions of the CBDRM approach and has been designed to improve the effectiveness of specialist and non-specialist professionals in disaster response, helping them to link the disasters with risk reduction and development in a sustainable manner. This course can be made modular to focus on different topics like community based disaster preparedness (CBDP), community emergency response teams, community contingency planning (CCP) and organisational level disaster preparedness (OLDP).

This course introduces the significance, nature and scope of community based disaster risk reduction and management, and further delves in to understanding the essentials of preparedness planning. Further, it explores the process of capacity and vulnerability analysis, participatory planning and risk assessment tools, predictability, forecasting and early warning systems, use of sphere standards in community based disaster preparedness, family level preparedness and relief and rescue, long term disaster mitigation and preparedness measures and asset building for the same. It also covers a community-based approach to project and programme planning for relief, recovery and resettlement.

CHAPTER -17

Dos and Don’ts during all possible Hazards ƒ Flood, ƒ Fire, ƒ Earthquake ƒ Cyclone ƒ Heat Wave

(i) Flood

DO’s:

1. Switch off electrical and gas appliances, and turn off services off at the mains. 2. Carry your emergency kit and let your friends and family know where you are going. 3. Avoid contact with flood water it may be contaminated with sewage,oil, chemicals or other substances. 4. If you have to walk in standing water, use a pole or stick to ensure that you do not step into deep water, open manholes or ditches. 5. Stay away from power lines electrical current can travel through water, Report power lines that are down to the power company. 6. Look before you step-after a flood, the ground and floors are covered with debris, which may include broken bottles, sharp objects, nails etc.Floors and stairs covered with mud and debris can be slippery. 7. Listen to the radio or television for updates and information. 8. If the ceiling is wet shut off electricity. Place a bucket underneath the spot and poke a small hole into the ceiling to relieve the pressure. 9. Use buckets,clean towels and mops to remove as much of the water from the afflicted rooms as possible. 10. Place sheets of aluminium foil between furniture wet carpet.

Don’t’s:

1. Don’t walk through flowing water – currents can be deceptive, and shallow, fast moving water can knock you off your feet. 2. Don’t swim through fast flowing water – you may get swept away or struck by an object in the water. 109 Tiruchirappalli District Disaster Management Plan-2018

3. Don’t drive through a flooded area – You may not be able to see abrupt drop – offs and only half a meter of flood water can carry a car away. Driving through flood water can also cause additional damage to nearby property. 4. Don’t eat any food that has come into contact with flood water. 5. Don’t reconnect your power supply until a qualified engineer has checked it. Be alert for gas leaks – do not smoke or use candles, lanterns, or open flames. 6. Don’t scrub or brush mud and other deposits from materials, This may cause further damage. 7. Never turn on ceiling fixtures if ceiling is wet. Stay away from ceilings those are sagging. 8. Never use TVs, VCRS, CRT terminals or other electrical equipment while standing on wet floors, especially concrete. 9. Don’t attempt to remove standing water using your vacuum cleaner. 10. Don’t remove standing water in a basement too fast. If the pressure is relieved too quickly it may put undue stress on the walls. Fire ::

1. Do not panic, evacuate calmly and quickly perpendicular to wind direction through the designated escape route 2. Keep a wet handkerchief or piece of cloth/ sari on face during evacuation 3. Keep the sick, elderly, weak, handicapped and other people who are unable to evacuate inside house and close all the doors and windows tightly. 4. Do not consume the uncovered food/ water etc open to the air, drink only from bottle 5. Change into fresh clothing after reaching safe place/ shelter, and wish hands properly 6. Inform Fire & Emergency Services, Police and medical services from safe location by calling 101, 100 and 108 respectively. 7. Listen to PA (Public Addressal) System of the plant/ factory, local radio/ TV channels for advice from district administration/fire/health/police and other concerned authorities 8. Provide correct and accurate information to government official. 9. Inform others on occurrence of event at public gathering places (like school, shopping centre, theatre etc.). 10. Don’t pay attention to the rumours and don’t spread rumours.

General Precautions During Normal Time

1. Do not smoke, lit fire or spark in the identified hazardous area 2. Sensitize the community living near the industrial units and they should be more vigilant about the nature of industrial units and associated risks. 3. Keep the contact numbers of nearest hazardous industry, fire station, police station, control room, health services and district control room, for emergency use. 4. Avoid housing near the industries producing or processing the hazardous chemicals, if possible. 5. Participate in all the capacity building programmes organized by the government/ voluntary organizations / industrial units. 6. Take part in preparing disaster management plan for the community and identify safe shelter along with safe and easy access routes. 7. Prepare a family disaster management plan and explain it to all the family members. 8. Make the family/neighbours aware of the basic characteristics of various poisonous/ hazardous chemicals and the first aid required to treat them. 9. Adequate number of personal protective equipments needs to be made available, to deal with emergency situation. 10. Prepare an emergency kit of items and essentials in the house, including medicines, documents and valuables.

Earthquake::

What to Do During an Earthquake

Stay as safe as possible during an earthquake. Be aware that some earthquakes are actually foreshocks and a larger earthquake might occur. Minimize your movements to a few steps that reach a nearby safe place and stay indoors until the shaking has stopped and you are sure exiting is safe. If indoors • DROP to the ground; take COVER by getting under a sturdy table or other piece of furniture; and HOLD ON until the shaking stops. If there is no a table or desk near you, cover your face and head with your arms and crouch in an inside corner of the building.

• Protect yourself by staying under the lintel of an inner door, in the corner of a room, under a table or even under a bed. • Stay away from glass, windows, outside doors and walls, and anything that could fall, (such as lighting fixtures or furniture). • Stay in bed if you are there when the earthquake strikes. Hold on and protect your head with a pillow, unless you are under a heavy light fixture that could fall. In that case, move to the nearest safe place. • Use a doorway for shelter only if it is in close proximity to you and if you know it is a strongly supported, load bearing doorway. • Stay inside until the shaking stops and it is safe to go outside. Research has shown that most injuries occur when people inside buildings attempt to move to a different location inside the building or try to leave. • Be aware that the electricity may go out or the sprinkler systems or fire alarms may turn on. • If outdoors • Do not move from where you are. However, move away from buildings, trees, streetlights, and utility wires. • If you are in open space, stay there until the shaking stops. The greatest danger exists directly outside buildings; at exits; and alongside exterior walls. Most earthquake-related casualties result from collapsing walls, flying glass, and falling objects. • If in a moving vehicle • Stop as quickly as safety permits and stay in the vehicle. Avoid stopping near or under buildings, trees, overpasses, and utility wires. • Proceed cautiously once the earthquake has stopped. Avoid roads, bridges, or ramps that might have been damaged by the earthquake. • If trapped under debris • Do not light a match. • Do not move about or kick up dust. • Cover your mouth with a handkerchief or clothing. • Tap on a pipe or wall so rescuers can locate you. Use a whistle if one is available. Shout only as a last resort. Shouting can cause you to inhale dangerous amounts of dust.

Cyclone::

Do’s

• Check houses, secure loose tiles by cementing wherever necessary, repair doors and windows.

• Check the area around the house. Remove dead or dying trees, anchor removable objects like lumber piles, loose bricks, garbage cans, sign-boards, loose zinc sheets etc.

• Keep some wooden boards ready so that glass windows can be boarded.

• If you do not have wooden boards handy, paste paper strips on glasses to prevent splinters flying into the house.

• Keep a hurricane Lantern filled with kerosene, flash light and enough dry cells and keep them handy.

• Promptly demolish condemned buildings. • Those who have radio sets should ensure that the radio is fully serviceable. In the case of transistors an extra set of batteries should be kept handy.

• Keep your radio on and listen to latest weather warnings and advisories from the nearest AIR station. Pass the information to others.

• Pass only the official information you have got from the radio to others. • Get away from low lying beaches or other locations which may be swept by high tides or storm waves. Leave sufficiently early before your way to high ground gets flooded. Do not delay and run the risk of being marooned. • If your house is out of danger from high tides and flooding from the river, and it is well built, it is then probably the best place. However, please act promptly if asked to evacuate.

• Be alert for high water in areas where streams of rivers may flood due to heavy rains.

• Get extra food, especially things which can be eaten without cooking or with very little preparation. Store extra drinking water in suitably covered vessel.

• If you are in one of the evacuation areas, move your valuable articles to upper floors to minimise flood damage • Check on everything that might blow away or be torn loose. Kerosene tins, cans, agricultural implements, garden tools, road signs and other objects become weapon of destruction in strong winds. Remove them and store them in a covered room.

• Be sure that a window or door can be opened on the lee side of the house i.e. the side opposite the one facing the wind.

• Make provisions for children and adults requiring special diets.

Don’ts::

• Avoid being misled by rumours.

• Don’t leave shelters until informed by the rescue personals. • Don’t leave the safer place during lull, however minor repairs can be carried out.

• Don’t touch the loose and dangling wire from lamp post, it may have electric current.

Heat Wave::

Heat Wave conditions can result in physiological strain, which could even result in death. To minimise the impact during the heat wave and to prevent serious ailment or death because of heat stroke, you can take the following measures:

ƒ Avoid going out in the sun, especially between 12.00 noon and 3.00 p.m. ƒ Drink sufficient water and as often as possible, even if not thirsty ƒ Wear lightweight, light-coloured, loose, and porous cotton clothes. Use protective goggles, umbrella/hat, shoes or chappals while going out in sun. ƒ Avoid strenuous activities when the outside temperature is high. Avoid working outside between 12 noon and 3 p.m. ƒ While travelling, carry water with you. ƒ Avoid alcohol, tea, coffee and carbonated soft drinks, which dehydrates the body. ƒ Avoid high-protein food and do not eat stale food. ƒ If you work outside, use a hat or an umbrella and also use a damp cloth on your head, neck, face and limbs ƒ Do not leave children or pets in parked vehicles ƒ If you feel faint or ill, see a doctor immediately. ƒ Use ORS, homemade drinks like lassi, torani (rice water), lemon water, buttermilk, etc. which helps to re-hydrate the body. ƒ Keep animals in shade and give them plenty of water to drink. ƒ Keep your home cool, use curtains, shutters or sunshade and open windows at night. ƒ Use fans, damp clothing and take bath in cold water frequently.

RIVERS FLOWING THROUGH THE ARIYAR BASIN DIVISION

Ariyar Basin sub divisions at Manaparai and Tiruchirapalli are at the southern side of river Cauvery and the catchments of these two sub divisions contribute to the flooding of Tiruchirapalli town and they empty into river Cauvery. The catchment of Ariyar Basin sub division of Thuraiyur is at the Northern side of river Cauvey and the flow that generates from the catchment falls in Coleroon and not a threat to the Tiruchirapalli city.

Main Rivers running in the division jurisdiction are :

Ariyar River

• Originates from Pallivellimukku in Manaparai Taluk of Trichy District, traverses Manaparai Taluk and enters Sri Rangam Taluk and confluences with Koraiyar River in the upstream of Puthur weir.

• The length of the river is 22 kms.

• There are 23 anicuts across this river and its tributaries and Ponnaniar riveris a tributary of Ariyar and a reservoir by name Ponnaniar is across this river.

• The catchment area is 832 sq. km.

• The maximum flood discharge works out to 18764 Cusecs for a C value of 400 in Ryve’s formula. Koraiyar River • Koraiyar originates from KaruppurReddipatty hills in Manaparai Taluk flows through Kulathur Taluk of Pudukottai district and enters Sri Rangam Taluk in Trichy District. • The length of the river is 75 kms • Crosses Uyyakondan channel at Puthur weir. • There after the river flows as Kodamuruti. • Ariyar confluences with Koraiyar at about 600 m upstream of Puthur weir. • Catchment area is 632 sq. km. • Maximum flood discharge 15658 cusecs for a C value of 400 in Ryve’s formula

Ponnaniar River

• The jungle stream originates from Kadavoor hills and traverses through east in for a distance of 32 km and joins with river Ariyar.

• The Ponnaniar Reservoir is situated in Mogavanur village of Manaparai taluk across river Ponnaniar river.

• The Reservoir with a catchment area of 33.60 sq. miles is designed for a design discharge of 7028 Cusecs.

• Ponnaniar River is one of the three tributaries to Ariyar River, the other two tributaries being Therkumalayar and KannuthuOdai.

• the flow in Ponnaniar is not perennial but the flood flows contribute to a greater extent in flooding the Trichy town

Uppar River

• Uppar River originates from the surplus of Pulivalam Tank and Omadur big tank and also from the high lands of Sathanur and Pulivalam reserve forests and joins Uppar river through small streams.

• After traversing a distance of 48 kms towards the South East direction from its origin, it changes it direction towards East and confluences with Coleroon, near Alambadi

• village in . The reservoir site is at 2.50 km from VadakkuThathamangalam village and is at 6 km from Trichy – Thuraiyur main road.

• Uppar reservoir is constructed across this river with a capacity of 2.265 M.Cum (80 MCft) capacity near Sirupathur village, Lalgudi Taluk in Trichy district at 100 59’ 0” N latitude and 780 42’ 0” E longitude

TANKS MAINTAINED BY ARIYAR BASIN DIVISION, TIRUCHIRAPALLI.

Ariyar Basin Division is maintaining 112 non-system tanks in ten taluks of Trichy and part of Karur districts. The Capacity of the 112 tanks is around 3069 MCft and in total they irrigate around 10457 Ha of land.
