Ministerial Level Talks on Fishermen Issues Between India and Sri Lanka 22/01/2019 Ministerial level talks on fishermen issues between India and Sri Lanka Home › Media Center › Press Releases Ministerial level talks on fishermen issues between India and Sri Lanka November 05, 2016 India and Sri Lanka held Ministerial level talks on fishermen issues today, November 5, 2016, in New Delhi. External Affairs Minister Mrs. Sushma Swaraj and Minister of Agriculture & Farmers Welfare Mr. Radha Mohan Singh met with the Sri Lankan Minister for Foreign Affairs Mr. Mangala Samaraweera and Minister for Fisheries and Aquatic Resources Development Mr. Mahinda Amaraweera of Sri Lanka. Minister of State for Road Transport, Highways & Shipping Mr. Pon Radhakrishnan and Sri Lankan Member of Parliament Mr M.A. Sumanthiran were part of the two delegations. The Ministers exchanged views on possible mechanisms to help find a permanent solution to the fishermen issues. They agreed on the setting up of a Joint Working Group on Fisheries to meet every three months and a meeting between the Ministers for Fisheries every six months. The delegations would include representatives from the Ministries of Foreign Affairs, the Coast Guards and Navies of both countries. The 1st Ministerial Meeting would be held on January 02, 2017 in Colombo. The Terms of Reference for the Joint Working Group (JWG) would include (i) expediting the transition towards ending the practice of bottom trawling at the earliest, (ii) working out the modalities for the Standard Operating Procedures (SOPs) for handing over of apprehended fishermen, and (iii) ascertaining possibilities for cooperation on patrolling. The issue of the release of detained fishing vessels will be discussed at the first JWG meeting. Both Governments agreed on the setting up a hotline between the two Coast Guards. There was support for expediting the provision of communication tracking sets to the fishermen. Both Governments agreed to the request by the Fishermen Associations that there should be no violence and no loss of life in the handling of fishermen by the Navies and Coast Guards of the two countries. They agreed to encourage the Fishermen Associations of the two countries to meet every six months to take further their dialogue from the meeting held on November 2, 2016 in New Delhi.     National Strategic Plan for Combating Antimicrobial Resistance in Sri Lanka 2017 – 2022 First Edition - 2017 ISBN 978-955-0505-95-1 National Strategic Plan for Combating Antimicrobial Resistance in Sri Lanka 2017 – 2022 i Message from the President Antimicrobial resistance (AMR) is a significant global health priority that threatens to take modern medical practice to the pre antibiotic area. Combating such a problem would pose a greater challenge to a developing country such as Sri Lanka compared to a developed country. Unrestrained use of antimicrobial medicines in human and animals has been responsible for increasing AMR globally. The World Health Organisation (WHO) has called on nations to develop national strategies to minimise the development of AMR. As recommended by WHO the Ministry of Health has taken the leadership to develop a National Strategic plan (NSP) with multisectoral collaboration. It is commendable that specialists dealing with human health, animal health, fisheries and agriculture have worked as a team to develop this plan. The strategies developed calls on all stakeholders including the public, to support collaborative efforts to change practices that have contributed to AMR and implement new initiatives to reduce inappropriate use of antimicrobials and resistance. Strategies developed will also support global and regional efforts to address the threat of AMR. I thank all professionals for working as a team with commitment to formulate a national action plan. I wish to emphasize, that I would provide the support needed by all relevant ministries under the leadership of the Ministry of Health, towards achieving the strategies planned to combat this serious public health hazard.

On the one hand Taliban has increased its offensive and seized many parts of the country, on the other, the Daesh or the IS is also increasing its foothold in Afghanistan. Increasing IS presence are also being reported in countries like Bangladesh and Pakistan. Large number of Maldivian youth have gone to Syria and joined the IS. There are also reports of Sri Lankan and Indian youth joining the IS. Even though the government of Bangladesh, Maldives and Pakistan have downplayed the IS threats in their respective countries, all these three countries have decided to join the Saudi-led anti-terror coalition to fight terrorism and extremist ideology. Afghanistan has also been invited to join the coalition, but it has not officially disclosed its decision yet. According to the Afghan ministry of foreign affairs, it is assessing the issue comprehensively. There is no sign of improvement in Nepal's situations. Political stalemate still continues in Nepal. Both Madhes parties and the government representatives were in touch with New Delhi on the ongoing crisis in the country.

EXECUTIVE DIRECTOR: YASMIN SOOKA Johannesburg: The Government of Sri Lanka is undermining the Office of Missing Persons by appointing a politician to implement its recommendations who has denied war crimes, including enforced disappearances, and who allegedly intimidated a victim. Minister Mahinda Samarasinghe has reportedly been appointed to a 10-member cabinet sub-committee expected to implement the interim recommendations of Sri Lanka’s Office of Missing Persons (OMP)1. There are also concerns that the appointment of this sub-committee could be a delaying tactic to further undermine the process, especially as there is no timeline given for its activities2.
