Executive Summary Executive Summary The Expert Panel on Drainage Design and Flood Protection Measures was appointed by the Ministry of the Environment and Water Resources on 30 June 2011 to review all flood protection and risk management measures that will be implemented in Singapore over the next decade. Over the span of 6 months, the Panel reviewed the Public Utility Board’s (PUB) drainage planning assumptions and parameters; identified innovative and cost-effective solutions; and proposed improvements to ensure public resilience to floods. This Executive Summary presents the key conclusions and recommendations of the Expert Panel Report. Rain water collected at our 17 reservoirs is one of our sources of water supply. Let’s do our part to keep the catchment and reservoir clean. 1) Do not litter in drains, canals and rivers as they channel rainwater collected to our reservoirs. 2) Do not discharge any kind of used or waste water into the reservoir. 3) Do not urinate/spit into the water. 4) Do not disturb creatures big or small in the water or at the reservoir parks. 5) Smoking is not allowed at reservoirs. 6) Fishing is only allowed at designated fishing areas. You should also only use artificial baits. 2. What are the safety guidelines for at the reservoirs? Be a responsible reservoir user and follow the safety guidelines below. Please be familiar with the safety guidelines before carrying out any water activities in the reservoir. If there is a safety briefing before an activity, please attend it. Know your limits Do not participate in any activities if you are unwell, under medication or under the influence of alcohol. Stop any activities if you are feeling fatigue. He was born on 12 August 1907 in Singapore, the son of a former Public Works Department technical supervisor. He was educated at the Methodist Girls’ School, Raffles Institution and the King Edward VII College of Medicine. I first knew him 41 years ago in 1940 when he moved into a house diagonally opposite where I was living in Norfolk Road. He was a rising gynaecologist at Kandang Kerbau Hospital. He had won a Queen’s Fellowship for two years post-graduate study in Britain. He could not go because of the outbreak of World War II. During the Japanese occupation, he was to become Head of the Department of Obstetrics & Gynaecology at Kandang Kerbau Hospital and Medical Superintendent of a hospital for the local patients section, in other words in charge of all other than Japanese patients. lky/1981/lky0612.doc 2 I moved from Norfolk Road in 1944. In those 3 ½ years we lived opposite each other, we were not close friends. I was 15 years his junior; but we knew each other. Beginning in 1942 under difficult conditions he pioneered many improvements in the management of obstetrical and gynaecological patients, and also improved the services and facilities at Kandang Kerbau Hospital so that maternal and neonatal mortality and morbidity were markedly reduced. In January 1951 he became the first Singaporean to be appointed Professor of Obstetrics and Gynaecology in the university, and achieved reknown in his service to patients, the teaching of undergraduates and postgraduates, and in clinical research. His surgical treatment of vaginal agenesis was acknowledged interna- tionally. He was elected President of the Republic of Singapore on 30th December 1970 by Parliament and during his three terms spanning one decade he discharged his duties with thoroughness, distinction, tolerance and a quiet dignity. When he died on 12th May 1981 85,000 people, identifying with his humble origins and his achievements through self-reliance and meritocracy, paid their last respects to him. He had set an example on how to live and depart this life.     FOREIGN INVESTORS IMPROVING THE URBAN QUALITY The relation between urban planning and the establishment of multinational companies in Singapore 1965 - 2010 Abstract Singapore is a city-state that experienced very rapid urban and economic growth during the second half of the 20th century. This is the result of the establishment of multinational companies (MNCs) within Singapore, due to the right policymaking by the Singapore government. Various studies have been done on Singapore’s economic growth and urban development. However, the literature that looks at the relation between these topics is limited. Therefore, the aim of this paper is to find out how urban design and the establishment of MNC’s are interconnected. The research is conducted through existing literature reviews on interest factors that are important for MNC’s decision-making. These factors are linked to urban design aspects that are integrated within Singapore’s city structure. Aspects that will be taken into consideration are infrastructure and green spaces. Next, the impact of MNC establishment on the urban design aspects of Singapore’s CBD will be analysed through the use of primary sources. The main findings are that the quality of urban design is of insignificant importance for the establishment of MNCs in the early development stages. Urban design influence for future investment decisions remains unclear. However, the investments from MNCs were a major factor that shaped the CBD’s urban design into what it is today. In the post-independence phase, relations between the two states have been subject to both low and high points, reflecting different degrees of engagement. In the last 15 years, however, Singapore-India relations have been on a relative upswing, characterised by closer association across a range of areas. This paper aims to provide an assessment of these more recent trends in relations between the two countries, looking at both traditional issue areas such as economic and defence-strategic ties as well as interrogating areas that are deemed relatively ‘non-traditional’ in nature, namely, education-knowledge transfer and building societal-level links between the two countries. This assessment will involve exploring both the future possibilities and potential pitfalls attendant to this bilateral relationship. Following an examination of India’s relationships with Southeast Asian countries in the first three to four decades after its independence, the paper scrutinises economic relations between Singapore and India, symbolised by the signing of the Comprehensive Economic Cooperation Agreement (CECA) between the two countries in 2005. Beyond economics, Indo-Singapore relations are also built on concrete defence and strategic collaborations, and these are discussed in the paper, with specific focus on shared visions of regional order within the Asia-Pacific.
