Proposed development of Petroleum, Chemicals and Petrochemical Industrial Infrastructure Investment Region (PCPIR) encompassing parts of and Development Corporation districts, Odisha

BRIEF SUMMARY OF THE PROJECT

Project: Development of Petroleum, Chemicals and Petrochemical Investment Region (PCPIR) at encompassing parts of Jagatsinghpur and Kendrapara districts in Odisha by Odisha Industrial Infrastructure Development Corporation.

Under the Govt. of ’s PCPIR Policy, (GoO) proposes to set up a Petroleum, Chemicals and Petrochemical Investment Region (PCPIR) at Paradeep encompassing parts of Jagatsinghpur and Kendrapara districts in Odisha. GoO has designated the Odisha Industrial Infrastructure Development Corporation (IDCO) as the nodal agency for setting up the PCPIR.

Proposed PCPIR would be a combination of production units, public utilities, logistics, environmental protection mechanisms, residential areas and administrative services. Besides the new petrochemical units, it will include existing petrochemical hub with IFFCO-Fertilizer unit, Paradeep Phosphates Limited, Paradeep Carbons Limited (Goa Carbons), Coal to Liquid Project (M/s SASOL & M/s ), Limited (IOCL) plant etc. with IOCL, being the anchor tenant.

Paradeep is well connected with and by National Highway No.5-A and State Highway No.12. Paradeep Port is located at a distance of about 125 km (by road) from Bhubaneswar Airport and 94 km (by road) from Cuttack railway station. It is also well connected with Broad gauge Railway network of the East coast Railway. The principal features or highlights of the proposed project are as follows:

PROJECT HIGHLIGHTS Location Paradeep, encompassing parts of Jagatsinghpur and Kendrapara districts in Odisha. Its geographical co-ordinates are Latitudes 20°13’31.76”N to 20°24’40.65”N and longitudes 86°26’35.96”E to 86°43’14.71”E. Land requirement Paradeep PCPIR is proposed to be developed in an area of about 284.15 sq.km (28415 hectares). Out of this total area, processing zone will cover 43% while the remaining area (about 57%) will be the non-processing zone.

Connectivity All the existing road, rail, sea transport facilities will be used. In addition to the existing linkage of PCPIR region through NH-5A and SH-12, two Greenfield road corridors are proposed to improve connectivity to the region. Coastal Corridor A 140 km long green field coastal corridor is proposed connecting Paradeep PCPIR with upcoming Port towards north and proposed Astranga Port towards south. However, this is not the part of PCPIR project.

Greenfield Road from Bhubaneswar to Paradeep There is a green field road proposed from Bhubaneswar to PCPIR which shall provide direct connectivity to the state capital and serve as an immediate link with the existing airport. The total stretch of green field road would be 73 km. However, this is also not the part of PCPIR project.

An airport has also been proposed in the PCPIR area, details of which will be provided in the EIA Report. Raw water The total water demand for the new projects in Paradeep PCPIR has requirement & been estimated at about 620 MLD. The water demand includes source industrial water, domestic water, fire extinguishing and for green area development.

Water from river will be made available to meet the first phase requirement (around 300 MLD).

Water from Chitropola river will be made available to meet the second phase water demand (around 320 MLD). Power requirement Power (around 2000 MW) will be sourced from the captive gas based power plant (1000 MW) and the balance from the grid. Air pollution control Adequate control measures like installation of Electrostatic Precipitators (ESPs), bag filters, dust suppression system, Dust Extraction system and stacks of adequate height in the PCPIR Processing zone. Wastewater & Solid Best management practices (meeting latest national & international Waste Management standards) will be followed for management of solid & liquid wastes, to be generated in the processing zone. Details of such practices will be furnished in the EIA Report.

Manpower Substantial manpower will be required for the proposed PCPIR project during operational phase.

Good number of persons will also be needed per day during the construction phase of the PCPIR.
