Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols:

*S4M-00609 Mark McDonald: Planned Westboro Baptist Church Visit to Aberdeen—That the Parliament notes the stated intention of the Westboro Baptist Church to picket Queen’s Cross Church in Aberdeen in protest at the presence of the Reverend Scott Rennie; further notes that the Westboro Baptist Church has gained notoriety for its extreme, homophobic views and pickets of American soldiers’ funerals; also notes that the head of the church, Pastor Fred Phelps, and his daughter, Shirley Phelps-Roper, appeared on a list of individuals banned from entering the United Kingdom in 2009; considers that the views espoused by Pastor Phelps and his followers have no place in 21st century Scotland, and calls on the Home Secretary to confirm that the ban on their entry to the UK is still in place and to consider extending it to cover all known members of Westboro Baptist Church.

*S4M-00607 Richard Lyle: Big Lottery Fund, 1st East Kilbride Scout Group— That the Parliament congratulates the 1st East Kilbride Scout Group on receiving an award from the Big Lottery Fund; is sure that the renovated hall on which it will be spent will enhance the experience of being a member of the Scouts, and hopes that the central heating system makes Scottish winters more endurable.

*S4M-00606 Richard Lyle: Big Lottery Fund, Gill Park Residents and Tenants Association—That the Parliament congratulates Gill Park Residents and Tenants Association, Denny, on receiving an award from the Big Lottery Fund; hopes that the play park that it will help fund will be well received by the residents, and further hopes that it will provide a solid base for an active lifestyle.

*S4M-00605 Richard Lyle: Big Lottery Fund, Plains Community Futures—That the Parliament congratulates Plains Community Futures on receiving an award from the Big Lottery Fund; wishes success to its planned events, and hopes that these will improve community ties.

*S4M-00604 Mark Griffin: International Children’s Games—That the Parliament congratulates all those involved in the opening ceremony of the 45th International Children’s Games held at Strathclyde Country Park in Motherwell; wishes every success to the young people, referees and officials who have travelled to Lanarkshire from across the globe to take part in the games; recognises the hard work invested by the organisers and volunteers, and hopes that the impact of the games will be felt in Lanarkshire for years to come.

*S4M-00603 : Closure of Ardler GP Surgery—That the Parliament condemns the closure of the GP surgery in Ardler, Dundee; notes that the NHS statement makes no reference to plans to replace the single-practice surgery; understands that 1,700 patients are being asked to attend a doctor 3.6 miles from their homes; considers that older and infirm patients should not have to travel so far to see a GP; recognises the opinion of health professionals that local health services are most effective; condemns the NHS board for taking this decision apparently without any consultation, and asks the Scottish Government and NHS to reconsider the closure of the local surgery in Ardler, Dundee.

*S4M-00601 Joan McAlpine: Prostate Cancer Charity Bowls Scotland Championships—That the Parliament congratulates Bowls Scotland for attracting up to 10,000 visitors to the recent Prostate Cancer Charity Bowls Scotland Championships at the National Centre for Bowling, Northfield, Ayr; understands that the 114-year-old championships were this year for the first time held under the auspices of Bowls Scotland, which was formed after the successful merger of the men’s and women’s games; congratulates the newly merged organisation on its partnership with the Prostate Cancer Charity; considers that this will play an important role in raising awareness of an illness that can be successfully treated if detected early; understands that lawn bowling is a sport played by 90,000 men and women in communities across the country; considers that Scotland excels internationally in lawn bowling and that it has a vital role in keeping people of all ages physically fit as well as socially active, and welcomes the efforts of Bowls Scotland in promoting it.

*S4M-00599 John Finnie: Human Rights in Burma—That the Parliament condemns the widespread and systematic human rights abuses reported as being committed in Burma; understands that the Constitution of Burma explicitly protects officials from prosecution for such abhorrent crimes against humanity; believes that there can be no excuse for the state protecting those who commit such crimes; considers Amnesty International’s work vital in highlighting human rights abuses in Burma and elsewhere; agrees that, where the Burmese Government is unwilling to prevent or prosecute those who commit such abuses, the international community has a responsibility to scrutinise and act on the issue, and calls on the governments

of the world to back the creation of a United Nations commission of inquiry into human rights abuses in Burma.

*S4M-00598 Joan McAlpine: Scottish Studies Global Research Theme at Glasgow University —That the Parliament congratulates the College of Arts at the University of Glasgow for the launch of its Scottish Studies Global (SSG) research theme; welcomes its mission to bring Scotland to the world and the world to Scotland through an international research agenda linked to art, history, culture, literature, music, philosophy and medicine; understands that a remarkable £7.5 million of research income has been gained in these areas, including from flagship projects such as Editing Robert Burns for the 21st Century, the William Cullen project, Early Cinema in Scotland, Pantomime in Scotland, Scottish Philosophy and its influence on Early Modern Europe, the Digital Archive of Scottish Gaelic and others; further notes that in 2010 the college established the first Chair of Scottish Gaelic in the United Kingdom to work alongside established chairs in Scottish history and Scottish literature, and acknowledges the valuable contribution made by the SSG, through partnership, to improving opportunities for school students in Scotland to study their country and the significance of its culture, science and ideas in an international context.

Bills in Progress A list of all bills in progress can be accessed by the Scottish Parliament website at: http://www.scottish.parliament.uk/business/bills/billsInProgress/index.htm

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. an Executive, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
