Message of the Director

Dear Colleagues and Partners,

At the beginning of last week we welcomed the Director-General of UNESCO, Ms. Audrey Azoulay, to the Eastern Africa Region. The first leg of her visit was in Mauritius, where she took part in the 13th session of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage (2003 UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage).

Ms. Azoulay was joined by the Assistant Director-General for Priority Africa and External Relations (ADG/PAX), Mr. Firmin Edouard Matoko, in , , on the occasion of the Sustainable Blue Economy Conference 2018, from 26 to 28 November 2018. The Director-General of UNESCO, had the opportunity to meet staff of UNESCO in Nairobi, on Tuesday 27 November 2018. During the staff meeting, the different activities and flagship programs of the sectors were explained.

Mr. Firmin Edouard Matoko, Assistant Director-General (ADG/PAX) made closing remarks at the Sustainable Blue Economy Conference 2018, where he underscored the role of UNESCO in delivering research, oceans data and committed to bringing together researchers, policy makers, civil society and governments in ensuring a Sustainable Blue Economy during the United Nations Decade of Ocean Science for Sustainable Development (2021-2030).

Following the closing of the Sustainable Blue Economy Conference 2018, I flew to Dar Es Salaam, Tanzania, where I handed over, as Officer in Charge (OIC), to the new Head of UNESCO Office in Dar Es Salaam and UNESCO Representative to Tanzania, Mr. Tirso Dos Santos. We paid a courtesy call to the Vice President of the United Republic of Tanzania, Hon. Samia Suluhu Hassan, who appreciated the important role that UNESCO plays, especially in Education, and the competencies of the organization. She encouraged UNESCO to assist the Government in the work of community radios to support the awareness creation in the fight to reduce maternal mortality rates.

From 28 to 30 November, Nairobi hosted an Information sharing Workshop for the Better Education for Africa's Rise (BEAR II) 2017-2021. National Project officers of the five (5) beneficiary countries (, Kenya, Madagascar, Tanzania, ) of the BEAR II project physically met to share experiences and get a better understanding of the project, its formulation and implementation. The meeting was very fruitful as participants understood each other's needs and expectations concerning the BEAR II project and helped them plan for the project as a team, and strategically unite for communication and resource mobilization purposes. This augurs well for the implementation of the BEAR II project.

The office will host a career management workshop for UNESCO staff across the continent from 3 to 5 December 2018, to encourage colleagues to engage more positively in the development of their career prospects, with or without UNESCO and the broad UN Family.

Better Education for Africa's Rise (BEAR II) 2017-2021 information sharing Workshop for the National project officers 28 to 30 November 2018

National project officers from Ethiopia, Kenya, Madagascar, Tanzania and Uganda, and representatives from Comoros and , responsible for the management, overall planning of project activities at both national and regional level, of the Better Education for Africa's Rise 2017-2021 project, gathered in Nairobi, from 28 to 30 November 2018, to share experiences, challenges, progress and way forward for increasing quality, relevance and image of technical and vocational education and training (TVET) in their countries. During the information workshop, participants had the opportunity to clear doubts and to better understand the process leading to the formulation of reports for each country, administrative tasks and communications strategy for the BEAR II. Colleagues from UNESCO HQ on the Education section for Youth, Literacy and Skills development, were also present to guide and clarify objectives and outcomes.

TVET aims to address economic, social and environmental demands by helping youth and adults develop the skills they need for employment, decent work and entrepreneurship. In this way, TVET promotes equitable, inclusive and sustainable economic growth and supports transitions to green and digital economies. The final aim is to support the efforts of Member States to boost the relevance of their TVET systems.

Visit of the UNESCO Director- General in the Eastern Africa Region 25-28 November 2018 Nairobi, Kenya

Ms. Audrey Azoulay, UNESCO Director- General, visited the Eastern Africa region, starting from Mauritius and finalizing her trip to Kenya. She was joined by Assistant Director General of Priority Africa and External Relations (ADG/PAX). The DG met the staff, had a working dinner with Cabinet Secretaries in the field of UNESCO on the invitation of the Cabinet Secretary of Education of Kenya, Ambassador , in presence of the Secretary General of Kenya National Commission of for UNESCO, the Kenya Permanent Delegate to UNESCO. She also visited Mount Kenya and a UNESCO Biosphere Reserve. During the Sustainable Blue Economy Conference, the DG had a meeting with President Uhuru Kenyatta.

Capacity Development for Education Programme (CapED) finalization in Madagascar 26 to 27 November 2018, Antananarivo, Madagascar

UNESCO has finalized the CapED pilot in Madagascar. The findings of this project were shared with the Government, the Technical and financial partners as well as the other national stakeholders involved in development of education in Madagascar. In fact, in order to build capacities needed to mainstream the Sustainable Development Goal 4 (SDG4) in the national context (Legislation on the right to education, education policies/plans, and data production and usage), UNESCO, in collaboration with its Institute for Statistics (UIS) is implementing the CapED project in 11 countries (Afghanistan, Bangladesh, Cambodia, the Democratic Republic of the Congo, Haiti, Madagascar, , Mozambique, Myanmar, Nepal, and Senegal). The final product is the National strategy for the development of education statistics (NSDES).

In the case of Madagascar, the NSDES has been developed, shared among partners and presented to a number of local fora involving the development partners and national stakeholders. It was earlier endorsed by the Steering committee, and has been validated on 26 November 2018 during the session of the Education sector coordination group, led by the Minister of National Education who was assisted by the Secretary General of the Ministries of education, and of the Ministry of Higher education.

At this stage, the 3 Ministries in charge of the education sector in Madagascar will use the strategy to mobilize partners for its implementation. UNESCO Office in Nairobi has provided IT equipment to the 3 ministries as a way of joining actions to speech, a donation directed to the Education Management Information system (EMIS) units in the respective Ministries.
