(“Clear Channel”), licensee of WJER-FM, Dover, Ohio, by its counsel, hereby submits this Petition for Rule Making, which proposes to delete Channel 269A at Dover, Ohio and allot Channel 269A at North Canton, Ohio as that community’s first local service. If this Petition is granted, Clear Channel will file an application for Channel 269A at North Canton and construct the facilities as authorized. The following table summarizes the changes requested in this Petition: City Channel Existing Proposed Dover. Ohio 269A -- North Canton. Ohio ___ 269A I. Technical Analvsis 1. As demonstrated in the Technical Exhibit, Channel 269A can be allotted to North Canton at coordinates 40-48-30 North Latitude, 81-23-31 West Longitude consistent with Section 73.207 of the Commission’s Rules with respect to all existing and proposed domestic allotments and facilities. See Figure 1. A 70 dBu signal can be provided to North Canton from od4 the proposed reference coordinates. See Figure 4. The relocation of WJER-FM from Dover to North Canton will result in a predicted net gain in population of 306,944 persons within the WJER-FM 60 dBu contour. See Technical Narrative. The entire loss area will continue to receive at least 5 other aural services and will thus remain well served. -

47 CFR §97 - Rules of the Amateur Radio Service (updated January, 2014) Subpart A—General Provisions §97.1 Basis and purpose. The rules and regulations in this part are designed to provide an amateur radio service having a fundamental purpose as expressed in the following principles: (a) Recognition and enhancement of the value of the amateur service to the public as a voluntary noncommercial communication service, particularly with respect to providing emergency communications. (b) Continuation and extension of the amateur's proven ability to contribute to the advancement of the radio art. (c) Encouragement and improvement of the amateur service through rules which provide for advancing skills in both the communication and technical phases of the art. (d) Expansion of the existing reservoir within the amateur radio service of trained operators, technicians, and electronics experts. (e) Continuation and extension of the amateur's unique ability to enhance international goodwill. §97.3 Definitions. (a) The definitions of terms used in part 97 are: (1) Amateur operator. A person named in an amateur operator/primary license station grant on the ULS consolidated licensee database to be the control operator of an amateur station. (2) Amateur radio services. The amateur service, the amateur-satellite service and the radio amateur civil emergency service. (4) Amateur service. A radiocommunication service for the purpose of self-training, intercommunication and technical investigations carried out by amateurs, that is, duly authorized persons interested in radio technique solely with a personal aim and without pecuniary interest. (5) Amateur station. A station in an amateur radio service consisting of the apparatus necessary for carrying on radiocommunications. -

ABM AND SPACE DEFENSE A. Karpenko Nevsky Bastion, No. 4, 1999, pp. 2-47 The work on designing of the antiballistic missiles (ABM) began in 1946. Within the framework of the MX-C94 Wizard project the American Michigan University researched and prepared specifications for the ABM missiles intended for interception of long-range missiles of the V-2 type. The Soviet Union also started working on the ABM defense problems after World War II. Between 1948 and 1951, the NII-4 research institute of the Defense Ministry (the group of G. Mozharovsky) and the NII-885 research institute (the group of Khlebtsevich), which worked on development and application of ballistic missiles, performed the first, mainly theoretical, research of possibilities of the ABM defense organization. This research offered the schemes for ABMs equipment with two types of homing systems. For the television-guided ABMs a fragmentation warhead was offered with low-speed fragments and a circular-disc effective zone. The warhead was to be exploded with a deflection allowing for formation of the fragments' field. For the self-homing ABMs the directed effect warhead was offered, which had to turn towards the target together with the missile, and had to be exploded in response to the information of the self-homing warhead, creating the biggest density of the fragments' field directed to the target. In 1950, the Third Main Department (TGU) was organized within the Special Committee under the supervision of Lavrenty Beriya. The KB-1 design bureau, which concentrated the leading specialists developing guided missiles and homing systems, was the favorite of the TGU. -

Rappaport, Ph.D, PE David Lee/Ernst Weber Professor of Electrical & Computer Engineering NYU WIRELESS Tandon School of Engineering New York University 9th Floor, 2 Metrotech Center Brooklyn, NY 11201 www.NYUWIRELESS.org Ph: 646 997 3403 [email protected] Federal Communications Commission April 27, 2019 445 F St. NW Washington, DC 20022 Subject: Reply Comments in RM-11831 Dear FCC and ARRL Officials: In my role as a wireless communications engineer and expert, a former Federal Communications Commission Technological Advisory Council member, a friend to the amateur radio community, a licensed amateur radio operator (N9NB), a Professional Engineer in Virginia and Texas, and a life member of the American Radio Relay League (ARRL), I file this reply regarding RM-11831 to reinforce why the FCC must urgently adopt this proposal in principle, in order to ensure data transparency in amateur radio and to eliminate the use of private email and secret file transfers that are currently being transmitted in the amateur radio spectrum. I. Introduction RM-11831 cures ongoing deficiencies that the ARRL and FCC have ignored since the late 1990s. Adoption of RM-11831 would remove existing rule ambiguities to ensure that all data transmissions in amateur radio have a readily available decoder for public use and eavesdropping, so that the public and other amateur operators can “read the mail” and learn about the hobby while intercepting any data signal for meaning over the air. As shown here in my reply to comments, RM-11831 would vastly improve the effectiveness of ACDS transmissions in emergency situations by making all data “open” for others to hear and react to, as required in 13-1918. -

Photo Kai van Reenen What could the world possibly learn from a world that has died? Bright yellow warning signs and a silver lining! The post-nuclear landscape of Chernobyl in Ukraine has been dubbed the mother of all lost land- scapes. Humans wisely abandoned the toxic zone cre- ated by the 1986 nuclear disaster. The cruel loss of a place of human habitation has in the meantime made way for the triumphant return of wild nature, to the astonishment of scientists. Despite the radioactivity, and faster than anyone would have imagined possi- ble, life returned to the death zone. DESIGN FOR CHERNOBYL The only difference is, this is not a ‘fun place’ at all Scenes of the village of Pripyat, founded in 1970 for the workers of the nuclear plant. Photos Kai van Reenen AN OBSERVATION Luxuriant nature overlaying an invisible dan- ger made people believe it was safe to return to Chernobyl. And they have done so in large numbers. So much so that souvenir kiosks have sprung up and it is possible to take a guided tour around the site. Visitors can locate the highlights on a map that would not be out of place in Disney World. The only differ- ence is, this is not a ‘fun place’ at all. Since the region has never been granted protected status, these devel- opments are all omens that Chernobyl’s Exclusion Zone could die another death. -
