1 Introduction The purpose of this report is to update members of the North Local Area Partnership on developments with the current joint work taking place between Strathclyde Police, Housing and Social Work Services and Strathclyde Fire and Rescue for the period from March 201 0 to May 201 0.

2 Background

2.1 Under the Government’s “Promoting Positive Outcomes: Working Together to Prevent Anti-social Behaviour in National Framework for preventing anti-social behaviour, has allowed the wider public sector to move in the same direction, work together as equal partners and importantly, allow collective contribution from all the public sector partners.

2.2 Tackling anti-social behaviour contributes to all five of the Government’s strategic objectives but primarily supports making our communities safer and stronger by focusing on National Outcomes 9 (we live our lives free from crime, disorder and danger) and 11 (we have strong, resilient and supportive communities where people take responsibility for their own actions and how they affect others.

3. Statistical Information

3.1 The report includes information from each of the partners and a ward by ward summary of notable incidents. Appendix 1 shows the Hotspot map for the North area, Appendix 2 Housing & Social Work Services, Appendix 3 Strathclyde Police and Appendix 4 the Tactical Assessment from Strathclyde Fire & Rescue.

3.2 Overall anti social behaviour statistics for the period have increased, with the number of complaints received having increased significantly, from 47 to 80. Joint working between partners and the willingness of tenantshesidents to make complaints has seen a marked increase in the number of both complaints received and actions taken over this period, with the actions taken to combat anti social behaviour increasing from 23 to 63. The majority of complaints dealt with in the North area are related to noise.

Referrals to the Housing Mediation Service have increased from 1 to 7 since the last report and positive outcomes achieved. Housing staff and the Police will continue to promote the use of this early intervention technique as a positive, effective way of reducing neighbour conf licts. 39 Over the period there were four Road Traffic Collisions in the five ward area. In two separate incidents fire appliances from were involved in extricating persons from their vehicles Two of the collisions took place on the A80 (not at the same location) . Fire Service personnel were involved in extricating two casualties at separate incidents, both casualties had minor injuries. Strathclyde F&R have attended 252 fires. This has stretched the resources of not only Cumbernauld Community Fire Station but that of Strathclyde Fire & Rescue as a whole. As an example. On the 8* May appliances attended a grass fire at Fannyside Loch at approximately 14:OO we closed the incident at 09:30 the following day, at its height we had ten appliances attending from all over Strathclyde.

Fire casualties

There have been 4 Fire Casualties over the reporting period; they have been minor in nature with mild smoke inhalation being the major contributor.

40 4. Ward by Ward Reports

Ward 1

Kilsyth There are currently 16 ASB cases being investigated in the area and there is one case with Legal Services. There was a breach of ASBO in this ward which has resulted in the tenant’s case being transferred to the legal team for further action once the breach case has been heard in court. During this period there have been 8 First Warnings issued, 4 Final Warnings and 1 ASBO interview carried out.

There were 1015 incidents and 214 crime reports raised during the period to Strathclyde Police.

Kilsyth is predominately residential and has everyday issues which require police involvement. Youth disorder in the area, particularly in the vicinity of Garrell Road continues to be a periodic problem along with Burngreen, Market Street and Main Street.

Regular meetings are held with Housing Services to discuss issues relevant to the area and liaison also continues with the relevant partner agencies to discuss a joint approach to the recurring issues affecting the community.

Acts of disorder, assault, theft, vandalism, drugs and drinking in public were a large percentage of the crimes/offences reported for this area & numerous persons have been reported for these crimes & offences.

Croy There were 68 incidents and 10 crime reports raised during the period with Strathclyde Police.

Anti-Social Behaviour and parking complaints are the main cause of concern for the residents in the Croy area. The main areas of concern are Smithstone Crescent and Constarry Road. These issues are being addressed through pro-active partnership working

Acts of vandalism and neighbour complaints/anti-social behaviour are prominent in the crimes reported to the police. The area continues to be the focus of police attention, particularly at peak times on FridayKaturday evenings and there is close working with housing services.

Queenzieburn There were 47 incidents and 7 crime reports raised during the period.

Traffic complaints and Anti-Social Behaviour are the main cause of concern for the residents in the area; again these issues are tackled through partnership working.

Banton There were 21 incidents and 1 crime report raised during the period with Strathclyde Police.

Anti-Social Behaviour and vandalism are the main cause of concern for the residents in the Queenzieburn area and work is ongoing with partners to deal with these areas of concern

41 Cumbernauld North Currently there is 1 anti social behaviour case under investigation and a further case being monitored. Over the period housing services have issued 4 First Warnings.

Balloc h/Eastf ielcVWestfield There were 498 incidents and 108 crime reports raised during the period with Strathclyde Police.

The ward is made up of residential housing estates which have few amenities in their Immediate location. Recent construction has now added considerably to the number of large, exclusive dwelling houses.

Traffic offences, theft, possession of drugs, youth disorder, street drinking & incidents of anti-social behaviour are the most common crimes that have been reported. A large number of the thefts relate to thefts of fuel from petrol stations. Work is ongoing with partners to address these issues.

Wardpark/CarrickstoneNVesterwood/Dullater There were 449 incidents and 79 crime reports raised during the period with Strathclyde Police. A high number of the reported crimes for this area relate to thefts. The majority of the incidents are road traffic related & the area continues to be relatively settled during the report period.

Ward 3

Cumbernauld South At the present time there are 8 Anti Social Behaviour cases being investigated and a further 14 cases being monitored. Joint working with the police in this area has resulted in 15 First Warnings being issued. Housing Services have also carried out 2 ASBO interviews with tenants in this ward.

Cumbernauld Town Centre There were 356 incidents and 151 crime reports raised during the period with Strathclyde Police.

The nature of Cumbernauld Town Centre continues to provide various policing challenges. Whilst the main focus of daytime policing continues to be concentrated on the Town Centre in relation to thefts from the numerous business premises & any incidents of anti-social behaviour, particularly during the school holidays. Night time policing activity continues to be focused on the numerous licensed premises & nightclub regarding disorder & anti-social behaviour activities.

Several additional hi-visibility patrols have been carried out in the area in order to deter incidents of this nature. The Communities Unit at Cumbernauld are working closely with nightclubs providing additional security measures to resolve the issues. Additional work with relevant partners is ongoing.

Carbrain There were 807 incidents and 217 crime reports raised during the period with Strathclyde Police.

Carbrain is split into North and South. The area as a whole provides a challenging policing environment due to several factors, none more so than the geographical layout of the town keeping roads and housing apart.

The main causes for concern for the local residents are youth disorder, assaults, vandalism and drugs.

The majority of reported crimes for the area include assaults, vandalisms, street drinking, drug offences, thefts, breach of the peace and road traffic offences.

There is a high level of detection for acts of youth disorder, street drinking and assaults as the Communities Unit at Cumbernauld police this area intensely. Pro active joint working with partners is ongoing to alleviate the challenges being experienced in the area.

Seafar/Ravenswood There were 535 incidents and 90 crime reports raised during the period with Strathclyde Police.

The area is predominately residential with several high rise blocks of flats. The area is served by numerous footpaths and underpasses, many of which are frequented by youths who gather and become a nuisance to the public.

A number of reported incidents in the /Ravenswood area also occur in the area of the local off sales and licensed grocers. Youths attempt to obtain alcohol through agents purchasing same for them and are thereafter involved in acts of anti social behaviour & drinking in public.

G reenfauIddRavenswood There were 354 incidents and 74 crime reports raised during the period with Strathclyde Police.

The area is predominately residential and is also home to 2 secondary schools.

The main cause for concern for the local residents is youth disorder. Joint working is ongoing with housing, social work and other partners to address these issues.

The majority of crimes recorded for the period include assaults and road traffic offences.

Condorrat There were 321 incidents and 58 crime reports raised during the period with Strathclyde Police.

Condorrat is the oldest of the areas with older styled properties situated close to the centre of the village. The village of Condorrat contains several small shops including licensed grocers and pubs.

The main causes for concern for the local residents are youth disorder. Joint working is ongoing with housing, social work and other partners to address these issues.

The majority of recorded crimes for the period include road traffic offences, assaults and thefts.

There have been 62 rubbish fires throughout the ward areas. In one night alone we attended 5 bin fires in the Condorrat area. These were wheelie bins left out for collection the following day.

43 , and The Village There are currently 9 anti social behaviour cases being investigated and 13 cases being monitored. During the period 15 First Warnings, 2 Final Warnings have been issued and 3 ASBO interviews completed.

The Village There were 360 incidents and 53 crime reports raised during the period with Strathclyde Police.

Cumbernauld Village is the original small village of this area, with a traditional Main Street, consisting of several small shops, licensed premises and assorted other retail outlets.

There is a new children’s home which is closely monitored by police.

The main problem location for The Village is in the vicinity of Smithyends where kids periodically hang about playing football and causing a general annoyance. Joint working is ongoing with partners to address these issues.

Ki Idr urn There were 533 incidents and 131 crime reports raised during the period with Strathclyde Police.

The area is predominately residential which is served by a series of footpaths and underpasses which appear to attract acts of disorder.

The swing parwash football park in Clouden Road continues to be an area well used by local children during day time; however the area is subject of numerous complaints of street drinking and gang fighting during the evening and weekends. Partnership working is assisting in tackling these issues.

Clouden Road and surrounding streets have been affected by a high number of vehicle crimes with numerous sat nav’s stolen. There have been several people arrestedreported in connection with the majority of these crimes, with one youth in particular being reported for 33 crimes.

Abronhill There were 800 incidents and 186 crime reports raised during the period with Strathclyde Police.

The Abronhill area covers approximately 4 square miles and is bounded on its south side by Forest Road and on its north side by woodland running towards the Kildrum area of Cumbernauld and also the Cumbernauld to Falkirk railway line.

Abronhill has a small shopping centre comprising of retail outlets, and licensed premises.

The area is predominately residential which is served by a series of footpaths and underpasses which appear to attract acts of disorder.

The main areas of concern are the areas of Cedar Road, Hazel Road and the surrounding footpaths and bridges leading to Kildrum.

Another area of recent concern is Abronhill Shopping Centre and Larch Place and Pine Road.

44 A Strathclyde Fire and Rescue appliance from Cumbernauld whilst on route to carry out a Home Fire Safety Visit in the Abronhill area was hit with a brick thrown by youths. No injuries were sustained however it resulted in that appliance being unavailable for fire cover for 2 hours due to the damaged windscreen.

Blairlinn

There were 78 incidents and 18 crime reports raised during the period with Strathclyde Police. The area consists of manly commercial properties within a number of industrial estates.

The crimes reported for the area consist of housebreakings, thefts and road traffic offences. Ward 5

Strathkelvin Housing Services Community Wardens are now patrolling this ward on a regular basis and will continue to do so over the coming months, consequently raising their profile within the area.

Currently there are 3 anti social behaviour cases being investigated, 6 being monitored and 1 case currently at a legal stage. Over the period housing have issued 5 First Warnings, 1 Final Warning and carried out 1 ASBO interview.

Stepps/// There were 393 incidents and 59 crime reports raised during the period with Strathclyde police.

The area comprises of mainly residential properties with a large number of farms and a small number of retail outlets located on Cumbernauld Road, and forms part of the new by-pass and the A80 upgrade.

The main concerns for the residents are drunWdisorderly behaviour, assault and violent crime, drug use and drug dealing, housebreakings and thefts.

The majority of reported crimes for the area are vandalisms, anti-social behaviour and housebreakings. A partnership approach is utilised to tackle these offences.

Mui rhead/C h ryston There were 329 incidents and 107 crime reports raised during the period with a large number of those being for Road Traffic Offences. The area consists mainly of residential properties with a small number of retail outlets located on Cumbernauld Road, Muirhead. There is a secondary school which receives pupils from catchment areas in as well as Craigend, Ruchazie and Garthamlock in Glasgow and forms part of the new by-pass and the A80 upgrade.

The majority of crimes reported for the area are road traffic offences, assaults, housebreakings and thefts.

Moodies bu rn/Mol Ii nsbu r n There were 520 incidents and 100 crime reports raised during the period with Strathclyde Police.

The area consists mainly of residential properties with a new development recently built near to the Devro Plant and forms part of the new by-pass and the A80 upgrade.

The main causes of concern for the local residents are youth disorder, drugs and anti-social behaviour and joint work is ongoing with Housing and other partners to address these issues. 45 The majority of crimes recorded for the area are road traffic offences (mainly due to the speed restrictions on the A80), thefts, vandalisms, assaults and drug offences.

Gat-tcosh/Mount Ellen There were 147 incidents and 38 crime reports raised during the period with Strathclyde Police.

The area consists mainly of residential properties and farmland. There is a new housing development and golf club in Mount Ellen.

The main cause of concern for the local residents is anti-social behaviour which is being tackled in conjunction with Housing Services and other partners.

The majority of crime recorded for the area includes vandalisms, road traffic offences, housebreakings/theftsand drug offences.

46 5. Promoting Positive Outcomes

In the North Area a number of school talks were carried out as part of proactive joint initiative due to the high number of secondary fires in the Cumbernauld area. Strathclyde Fire Service were called to a large number of grass and rubbish fires across the area resulting in no fire cover for the rest of the North area at these times, posing a high risk to the rest of the community who may require the service for house fires or road traffic accidents on the close by motorways.

Over a four week period in April and May a total of 20 talks were delivered by the Fire Service, Housing Services staff and the Police in 5 schools in the area covering a total of 2610 school pupils. The aim was to educate these young people of the risks and consequences of starting fires, and the effects the act of fire raising can result in for the victims and the offenders.

To date the presentations have improved the situation in this area and there has been a small decrease in incidents of secondary fires and this will be monitored throughout the rest of the year for further assessment.

The 3 new CCTV camera installations at Abronhill went live on 7'h May. These cameras which have been a priority for the Community Safety have already begun to justify their existence with a number of high profile incidents.

There are positive and productive working relationships with all partner agencies.

Youth Offenders Forum 19 youths were the focus of interagency discussions and interventions at the latest local Youth Offender Meeting. 4 youths have since been removed due to no further complaints being received proving successful interventions and joint working. 6 of these young offenders remain open for discussion at the next meeting. 9 new names have been added to the list for discussion at future meetings of the local Group.

Operation Fleet Operation Fleet took place within the North area (NC Division) on Friday 12'h March, where Anti Social Behaviour staff were accompanied by two Police Officers to carry out joint visits to known anti social offenders in the local area, 30 individuals were targeted, and 18 offenders received verbal warnings. This will be closely monitored and any further incidents of anti social behaviour will result in further action being taken.

Spring Clean Week - April 2010 Priorities were identified through the Community Safety Sub Group and resulted in areas of wasteland being tidied. For example Community Wardens and Caretakers carried out Clean Up projects in the Rennie Road area of Kilsyth, and in the Lane areas of . These areas will be closely monitored by Community Wardens, Caretakers and Housing Advisors to ensure that the efforts of those involved do not go to waste and that any future need for clean ups are minimised.

Community Wardens and Estate Caretakers The Community Wardens continue to patrol all areas in the North reporting issues of dumping, abandoned cars and graffiti through the E-Nquiry system. Working with Estate Caretakers they carry out large scale local estate clear-ups, such as the projects that took place recently in the Rennie Road and Northfield Road areas of Kilsyth. Other clear-ups are planned.

Community Wardens and Estate Caretakers have enhanced the services provided in all five Wards dealing with incidents of vandalism, graffiti, road repairs, syringe removal, garden inspections, providing intelligence and carrying out overt patrols in areas identified as Hot Spots by Housing Services and Community Safety partners. 47 Plans are underway to involve our two Community Wardens in school safety talks and clear-ups in schools and Community Centres in the local Communities.

Home Fire Safety Visits

Over the monitoring period to date 92 homes within the five wards received a free Home Fire Safety Visit. At these visits Firefighters carry out a risk assessment of their home and offer advice on how to stay safe from fire. A 55 year old female was the victim of a robbery by 3, 13 year old males, whereby they grabbed her bag and stole drink and cigarettes.

3 males were arrested for tendering forged currency within a local shop.

A 34 year old male was victim of a serious assault on Garrell Road, Kilsyth, the complainer is being uncooperative.

A 50 year old male was subject of a report under the Animal Health and Welfare (Scotland) Act 2006 for injuring a dog.

A 15 year old male was reported for a wilful fire-raising within Kilsyth Academy.

A 23 year old male was arrested for police assault, resist arrest and possession of a class C drug in Manse Road, Kilsyth.

2 males aged 16 and 17 years were subject of a serious assault in Kelvin Way, Kilsyth, 4 males were arrested in connection with the incident.

There were several vandalisms reported to Chapel Green Primary, Queenzieburn.

Cumbernauld Road, Muirhead - A 16 year old male was subject of a serious assault outside The Muirhead Inn.

Cumbernauld Road, Muirhead - Staff at Braeside Garage were subject of an armed robbery, enquiries are ongoing in relation to the incident.

Bowling Green Road, Muirhead - A 31 year old male has been arrested in relation to a housebreaking to the bowling club.

Stoneyettes Road - Moodiesburn - An 18 year old male was subject of a serious assault, victim remains uncooperative in relation to the incident.

55 Moodiesburn - unknown person’s tendered counterfeit currency within several stores within the Moodiesburn area.

There were a large number of housebreakings reported throughout the Strathkelvin area during the last quarter.
