10,000 Tonne Marine Oil Spill Exercise – Participant Package

Introduction

Western Canada Marine Response Organization (WCMRC), as part of its certification program, is required to demonstrate to Transport Canada its capability to handle various oil spills. The oil spill exercise program is carried out over the three year certification period. This tabletop exercise will be an announced drill and will demonstrate WCMRC’s capability to respond to a spill of approximately 10,000 tonnes (ten million litres) in Haro Strait. The Canadian Coast Guard will be Lead Government Agency and Federal Monitoring Officer for the exercise.

The Incident Command Post for this exercise will be located at the Delta Town and Country Inn in Delta, B.C. (located south of Richmond and part of Metro Vancouver).

Scope of Exercise

WCMRC has developed this exercise to demonstrate its readiness to respond to a marine oil spill in Haro Strait of up to approximately 10,000 tonnes.

This exercise will be part two of a two part process (part 1 was the 1,000 tonne exercise was held April 25th) and will simulate the third and fourth days of the incident and will involve working within an established Incident Command Post (ICP) and the Incident Command System (ICS) structure. The Operations Section will be implementing the incident action plan (IAP) that was developed for day 3. The ICP-ICS management team will be actively developing the IAP for day 4 of the spill exercise.

Since the spill occurred in Haro Strait, which borders Canadian and United States waters, it may impact shorelines in Canada and the U.S., and thus may require activation of the U.S./Canada Annex to the Treaty.

The exercise will be conducted on a real time basis. Events and any input challenges will be presented at a realistic pace as to allow the events to unfold.

Exercise Objectives

The major exercise objectives are to:

! Support the the RP with response strategies; ! Work with government agencies and stakeholders to ensure a coordinated response; ! Demonstrate WCMRC’s capability to work through the activities of the Incident Command System (ICS) Planning Cycle; ! Capture and act on recommendations that will aid WCMRC in responding to a real situation or conducting future exercises

Response Objectives

The IC, in conjunction with the Response Organization (RO), the Canadian Coast Guard (CCG), Transport Canada, REET, government agency personnel and local stakeholders, have identified and prioritized the overall response objectives. The objectives will be based on the risks, safety factors and information received from the spill scene. These objectives will be reviewed daily with additional objectives added as needed as the response develops. Each response section will translate those objectives into strategies and tactics within their respective groups.

Objectives for Command Staff and All Sections

! Demonstrate that safety is the top priority; ! Provide briefings to section team members; communicate objectives and information about the response status; ! Develop a plan for a second shift of personnel.

Summary of Activities for Command and Individual Sections

Command ! Implement the site safety plan for field operations and the ICP; ! Execute ICS roles approved by the RP; ! Ensure a daily IAP is prepared, including supporting documentation, for RP approval; ! Manage response operations; ! Manage a coordinated response, establish an Incident Management team and ensure integration of REET, RP personnel, government agencies and stakeholders; ! Keep the Unified Command, Stakeholders and the Federal Monitoring Officer (Canadian Coast Guard) up to date and informed of spill status; ! Support Unified Command with Information for media release.

Operations ! Implement the IAP; ! Review and adjust the geographical Divisions and functional Groups during the exercise; ! Maintain Division and Groups wall charts; ! Work with the Plan Development Team to develop ICS 204’s (Assignments), ICS 215 (Operational Planning Worksheet) and ICS 215a (Incident Action Plan Safety Analysis) for the next operating period; ! Conduct an overflight, in conjunction with RP and government agencies.

Planning ! Maintain the Situation Unit Board and the Resource Unit display boards; track resources and indicate their status using ICS 209 (Incident Status Summary);

! Work with REET technical experts and government agency personnel to review and adjust environmental priorities and document results on ICS 232 (Resources at Risk Summary); ! Work with Plan Development Team and Command (safety) in the development of the ICS 204’s (Assignments), ICS 215 (Operational Planning Worksheet) and ICS 215a (Incident Action Plan Safety Analysis) ; ! Maintain trajectory models; ! Assess countermeasure opportunities; ! Ensure all documentation is received and filed in the Documentation Unit; ! Implement waste plan developed by planning and approved by the RP and BCMOE; ! Work with SCAT for development of end points.

Logistics ! Maintain the ICP, including support services; ! Mobilize personnel to and from the ICP, ensuring personnel receive a security pass to work within the ICP; ! Develop a security plan and check in at field locations using ICS 211P (Check In-Personnel); ! Execute communications plan documented on the ICS 205 (Incident Radio Communications Plan) and ICS 205a (Communications List); ! Support ICP and field operations as required (eg. meals, accommodations, equipment, transportation, etc); ! Procure requisitioned equipment and material, including international support, as required.

Finance ! Ensure IAP is approved daily; ! Monitor spending and request additional approval, if necessary; ! Work with all sections to ensure that procurement documentation is assembled for use for estimating purposes; ! Test the paper flow process into the Finance/Administration Section; ! Support the other Sections, as appropriate, in establishing the ICP (ie Logistics); ! Provide WCMRC Spill Response Manager and RP with up to date cost summaries and estimates; ! Ensure agreements/general work order/purchase order are in place for contracted resources.

Scenario and Response Actions

Scene Set

Island Tug and Barge (ITB) have graciously offered to be the responsible party for this exercise. In their normal course of business they do not carry heavy fuel oil on their barges, only refined products (gasoline /diesel). Island Tug and Barge vessels are double hulled and compartmentalized which means that in any scenario involving them the likelihood of a large spill from their vessels is very low. However, for this exercise we will be simulating that they are carrying bunker fuel and we release enough product to test our response capabilities.

Summary of Day 1 ( 1,000 tonne exercise April 25th)

At approximately 0530 on Day 1 the tug and barge ITB Monarch and ITB Island Trader suffered a loss of propulsion and steering gear failure while transiting outbound in Haro Strait. The barge grounded on Kelp Reef (in Haro Strait) and breached the hull to the point where bunker fuel oil spilled to the waterway. The breach affected several tanks.

Due to the catastrophic nature of the breach the priority for the Responsible Party (RP) was to deal with crew safety, vessel damage, vessel stability and fire prevention. The ship’s crew reported the spill to their home office, Western Canada Marine Response Corporation (WCMRC) and the Canadian Coast Guard (CCG) who fanned out to other agencies. Containment boom was not deployed from the barge but approximately 600 ft of absorbent boom was tossed into waters, however, due to currents and amount of oil, the boom did not have much positive impact.

Rough estimate of oil spilled at 0700 was approximately 150 tonnes of bunker fuel and the source was not controlled at that time.

By 0800 all necessary actions pertaining to crew safety, ship stability, damage control were addressed. The oil spill was anticipated to be significant as the barge (total capacity 65,000 barrels/10,400 tonnes) had loaded prior to leaving Vancouver.

Personnel from the RP and WCMRC arrived in Delta and completed a situation briefing and the RP approved a “Work Order” authorizing mobilization of response resources (Incident Command System roles and equipment) including establishment of an incident command post (ICP).

WCMRC mobilized the following resources:

! Burrard Cleaner No.2, a 50’ skimming vessel from Vancouver ! Burrard Cleaner No.6, a 36’ Sea Truck response vessel from Nanaimo, Vancouver Island (VI) ! Burrard Cleaner No.8, a 48’ response vessel from North Vancouver ! Burrard Cleaner No.9, a 75’ skimming vessel from Esquimalt, VI and 2 FOSET vessels to assist ! Burrard Cleaner No.10, a barge from Esquimalt, is on route and will be at the spill site on site Day 2 ! Workboat No.22 from Duncan, VI ! Workboat No.23 from Duncan, VI ! Trailers No.137, 214 and 700 have been moved from VI locations to the staging area ! Seacan of snare from Duncan

By mid-afternoon of Day 1:

! The damaged barge has been boomed by the response vessels; ! The Burrard Cleaner No.9, a 75’ skimming vessel was actively skimming free oil around the casualty; ! The vessels have deployed shoreline protection boom according to geographic response plans and field and aerial observations; ! An overflight was completed and the observations passed on to planning.

Other actions underway or completed:

! The ICP has been established at the Delta Town and Country Inn, Delta; ! An ICS organization has been established and personnel are in position at the ICP; ! Stakeholders mobilized at the ICP and were actively engaged in ,not only, identifying concerns/priorities that may impact them but also in identifying resources available; ! Three staging areas were identified and equipment was mobilized to those sites; ! The environmental unit completed the identification of the resources at risk and relayed that information for use in developing priorities and objectives; ! The initial action plan (IAP) was approved on Day 1 at 2100 for implemention commencing at 0600 of day 2; ! The waste management plan is under development ! Work will continue day 3 on the development of an incident action plan (IAP) for the next operational period (next 24 hr period – starting at 0600 day 4).

Incident Chronology

At the start of day 3, while the exact volume spill is unknown, product has continued to flow from the damaged barg and the estimated spill magnitude is approximately 7500 tonnes.

The following is the proposed chronology of events for day 3 and 4:

! Safety will continue to be the #1 priority in all areas of the response; ! The RO has provided the RP with an estimate of current costs to date and will provide an estimate for the next operating period (NOP). The RP has agreed to continue to financially support the IAP plan and response organization; ! The IAP for day 3 is currently being implemented – day 4 plan is under development; ! An aerial over flight is scheduled for 0600 with representatives of RP, CCG and WCMRC scheduled to attend; ! Field observers will be dispatched and will report current observations from the beaches and water; ! A wildlife assessment team will be established to commence field observations and data collection on potentially impacted wildlife; ! A shoreline clean up assessment team (SCAT) will be assembled and will be assessing beaches and developing a shoreline plan for impacted areas; ! On water operational response teams will continue to skim and recover mobile oil. Operational response will continued on a 24 hr basis. Local resources identified by the stakeholder group will be engaged and will be working with WCMRC as part of response teams; ! Shoreline clean up will proceed : o Shoreline workers will be recruited and will undertake “safety and responder basic training” in preparation for shoreline clean-up activities; o WCMRC will be positioning shoreline flushing kits and crews to try and remobilize oil form impacted beaches; o Additional equipment will be staged to support shoreline workers; o WCMRC will file a request through the environmental unit to utilize Corexit (shoreline cleaner) on designated shorelines; ! WCMRC will recommend waste management contractors for handling bulk and liquid waste. The operations section, on behalf of the RP, will manage waste through contractors and provincial government representatives; ! Incident Command Post / ICS organization: o A full ICP and ICS organization will continue to operate at the Delta Town and Country Inn; o Teams of personnel are managing both today’s operations underway and the development of an IAP for the next operational period; o The key ten overall objectives continue to be the focus for the response. All strategies and tactics will be addressed as part of the plan (IAP) for each of the objectives. ! Logistics will increase their team to include local resource experts, border services personnel to expedite cross border movement of personnel and equipment and a representative from WCMRC’s mutual aid partners to assist with equipment and personnel that may be made available from other response organizations. ! Unified Command (UC) will set objectives and identified priorities and clearly communicated those to all. The UC will remains in place and will address issues identified by the stakeholders, RO and government agencies. The UC will develop a media release schedule and interview panel (RP and government agency representatives); ! The stakeholder group will continue to meet and provide input to the response team. Stakeholders will also assist with non environmental sensitivity priorities and communications within their impacted group; ! The CCG, the Federal Monitoring Officer, will continue to monitor the response actions of the RP and continue to focus on communications with their United States Coast Guard (USCG) counterparts due to cross border potential impacts. ! Transport Canada will continue to observe response organizations response strategies and compliance to Canada Shipping Act, 2001 requirements. Notification/Incident Command Post/Schedule of Events

The exercise is a 2 day event located in Delta, B.C. The exercise will take place at:

! Delta Town and Country Inn, 6005 – 17 at Highway 99, Delta, B.C. V4K5B8

The exercise will run as follows:

! Day 1 – Day Shift - 0800 to approximately 1800. Please arrive between 0700 -0800 – some roles may have staggered starting and finishing times (those affected will be advised). ! Day 1 – Night Shift – 1800 to 0600 ! Day 2 – Day Shift – 0600 to 1400

There will be wireless internet connectivity available.

Food service will be provided at the hotel including: hot breakfast, lunch and dinner served on day 1 and hot beakfast and lunch on day 2.

The Section Chiefs will provide their teams with a situation briefing, safety reminders and any start up instructions.

Rules of Play

! Phone calls to verify and/or collect information from external contacts may be made as necessary. However, all communications must clearly emphasize that this is a “WCMRC Spill Exercise”. ! Timeouts for clarification on procedural issues, coaching or redirection, may be part of the exercise for all participants; ! Team members have the authority of their position for this exercise. However, it is not the intent to incur expenditures in carrying out the functions of the sections. Any exceptions that actually require expenditures must be authorized by the Spill Response Manager. ! During the exercise information may be injected throughout the day to simulate potential real life scenarios. Also, if there is any need for clarification of the facts of the events or if there is any confusion surrounding the details of the scenario participants are asked to contact their section chiefs or unit leaders; ! Clearly communicate to a WCMRC employee the event of a real incident arising during the incident. Continuation of the exercise will depend on the severity of the incident and WCMRC personnel involvement required (e.g. a first aid requirement, an emergency call out).

Job Aids

To assist participants in understanding their ICS roles, the WCMRC Field Operations Guide (FOG) and the included specific role descriptions will be available in the documentation unit. The electronic version of FOG is available.

Additional job aids will be available and may include: ICS Display Boards, ICS vests, signage, individual section resource boxes, and a central stores inventory.

Weather and Environmental Data

A trajectory model of tides and currents will be run on a real time basis. Real time environmental data on winds, weather and wave conditions will be used.

Learning Opportunities

Each participant will be asked to provide a debrief at the conclusion of the exercise, using the format on the last page of this document. This will allow participants to provide WCMRC feedback and recommendations on the exercise.Each section will convene a short meeting to review the debriefs. The Planning Section Chief will conduct a final debrief, for all participants, at 1330. A summary report of the exercise will be prepared with the discussion points raised during the exercise debrief.

Post Exercise

WCMRC will conduct an internal company debriefing as part of the continuous improvement of the operations.

Checklist of Certification Requirements

This checklist can be used by the Command Staff and Section Chiefs to ensure all requirements for a Tier 4 tri-annual table top exercise are being met for certification purposes. Checklists follow the Goals and Documentation identified in Table 13-2 of the Oil Spill Response Plan – 2010-2013.
