The County Council for Montgomery County, Maryland convened in the Social Hall of the Wheaton Library/Recreation Center, 11701 Georgia Avenue, Silver Spring, Maryland, at 6:30 P.M. on Wednesday, October 23, 2019.

SUBJECT: Meeting with County Delegation

Participating in the discussion were Delegates , Al Carr, , , , , , , Sara Love, Jim Gilchrist, , , , , Jared Solomon, , and Vaughn Stewart; and Senators , , Susan Lee and Ben Kramer.

Council President Navarro, Senator Zucker, and Delegate Korman welcomed Delegation members and Councilmembers to the meeting.

Ms. Navarro provided an overview of County and Montgomery County Public Schools demographics and information related to the County operating budget and debt service. Several Councilmembers presented information on the County’s four key priorities for the 2020 General Assembly session: Mr. Rice presented the Council’s priority related to the Kirwan Commission, Ms. Navarro presented the Council’s priority related to public school construction, Mr. Katz presented the Council’s priority relating to preserving local authority; and Mr. Hucker presented the Council’s transportation-related priorities.

Several members of the State Delegation presented information on important legislation that may be upcoming during the 2020 session: Ms. Kaiser presented issues related to the Kirwan Commission; Mr. Solomon presented issues related to school construction; Mr. Moon presented issues related to policing and justice reform; Ms. Charkoudian presented issues related to 5G, community choice energy, and renewable energy; Ms. Kelly presented issues related to family leave; and Ms. Kagan presented issues related to Next G 911.
