• Lecturer on Human Security, Paris School of International Affairs (PSIA) and the Summer School, Institute of Political Sciences (), Paris (Fall 2007-present). Teaching a course on Human Security at PSIA and a one month specialized course on Human Security at the Summer School. Until 2015, taught and managed a specialization on Human Security at the Master’s of Public Affairs at Sciences Po.

• Consultant for the Implementation of the UN Global Counter Terrorism Strategy in , Regional Center for Preventive Diplomacy (UNRCCA, Ashgabat Turkmenistan) and the UN Counter Terrorism Implementation Task Force (CTITF, New York) (Since September 2010). Leading a project on the design and implementation of a Regional Plan of Action for Central Asia on implementing the UN Global Counter Terrorism Strategy. Prepared the Action Plan on the basis of consultations with experts of the five Central Asian republics, designed and leading regional workshops in support of the implementation (on collaboration with the media, with religious leaders, on border security and on combatting the financing of terrorism).

Recent Consultancies

• Consultant, UN Women Tajikistan (Summer -November 2016) Prepared a methodology to identify and analyze human insecurities for women living across the Tajikistan- borders for the UN Joint Project on Cross-border Cooperation for Sustainable Peace and Development (PBF). Conducted two trainings for women activists from both countries, guided the preparation of local human security reports in six villages and districts, guided discussions on what needs to be done, including for cross-border activities and prepared a report on human security problems of the region based on consultations with women activists.

• Consultant, UNDP Afghanistan, Kabul (April-mid June 2016). Conducted an evaluation of the Afghanistan Peace and Reintegration Programme (APRP) for the UNDP and the Government of Afghanistan. Used DAC Evaluation criteria to look at the relevance, effectiveness, efficiency, sustainability and impact of a project involving reintegration of former combatants into communities and peace negotiations at the national level.

• Editor in Chief of the Regional Human Development Report for the Western Balkans, UNDP Regional Bureau for Europe and the CIS, contracted through UNDP Bosnia and Herzegovina (April 2016). Led a team of 5 authors in the preparation of a the Regional Human Development Report entitled Risk-Proofing the Western Balkans: Empowering People to Prevent Disasters, launched by the UNDP Administrator on May 20th 2016.

• Consultant for the United Nations Development Program, Sarajevo, Bosnia and Herzegovina (Summer 2015). Conducted an evaluation of the preparation of eight National Human Development Reports; Conducted trainings for UNDP staff on Human Development and Human Security (Concepts, Measurements, Operationalization); Designed draft Programme on using Human Development for Policy in Bosnia.

• Senior Advisor to the preparation of the Afghanistan National Action Plan (NAP) for implementing Security Council Resolution 1325 on Women, Peace and Security, UN Women and Ministry of Foreign Affairs, Kabul Afghanistan (August 2013-August 2014). Providing technical assistance, substantive support and guidance to the Department for Human Rights and Women’s Affairs of the Ministry of Foreign Affairs of Afghanistan in designing the Security Council Resolution 1325 National Action Plan for Afghanistan.

• Consultant to the United Nations Country Team in , for the preparation of the joint UN-Government Millennium Development Goals (MDG) Report for Uzbekistan, Tashkent (September- December 2014). Prepared the final draft of the MDG Report for Uzbekistan based on consultations with the UN Country Team and the Government, and materials provided by the Thematic Working Groups. 3

• Consultant to the United Nations Country Team in Dushanbe, Tajikistan for the preparation of the post 2015 Development Agenda Implementation Plan, Dushanbe (June-July 2014). Drafted the Concept Paper and the Agenda, led a two day workshop for the National Consultation for the UN and for the Ministry of Economy and Trade, prepared the final report to be submitted to New York on behalf of the UN in Tajikistan.

• Consultant to the United Nations in Azerbaijan for the preparation of the post 2015 national Consultations on Sustainable Development Goals, Baku, Azerbaijan (April- July 2014). Analyzed results of consultations among 2500 people in Azerbaijan on priorities for the next set of development goals for the country and prepared the Post 2015 Report in consultation with all UN agencies in Azerbaijan.

• Consultant to the High Commissioner on National Minorities, Organization for Security and Cooperation in Europe (OSCE), the Hague, April-July 2013. Prepared a background paper on the potential inter and intra- state ethnic conflicts in Central Asia and in northern Afghanistan after the withdrawal of foreign forces in 2014 which was used for discussion at a meeting of Deputy Foreign Ministers of the region.
