V. Description: • The site is just under 4 acres and the applicant proposes a 50,000 square foot orthopedic facility. • The building and garage will replace an existing Food Lion and tailor shop. • Access to the larger institutional campus will be provided from E. Virginia Beach Boulevard and Kempsville Road. o The access from Kempsville Road will align with Poplar Hall Drive to the west and be slightly smaller than the previous Wellville Street access. • The Zoning Ordinance requires a 20-foot setback with no parking along both E. Summary of Request • The applicant proposed to construct a 50,000 square foot medical building and parking garage. • To accommodate this project an amendment to plallorfolk2030, a rezoning and a Development Certificate are required. B. Plan Analysis Plan Amendment • plallorfolk2030 identifies this site as Commercial, making the proposed rezoning inconsistent with plallorfolk2030. o An amendment to Institutional is necessary for the proposed rezoning to be consistent with plallorfolk2030. • The Identifying Land Use Strategies chapter of plallorfolk2030 identifies the Institutional land use category as a location for a variety of institutional uses including medical centers as well as the accessory uses that relate to the function of the institutions including offices, housing, and retail services. o It further identifies this area as within an urban development area, where higher density development is appropriate. • The Military Circle/ Urban Development Area Plan shows the potential for the gradual transformation of the Sentara Leigh Hospital into an urban hospital complex with a mix of institutional and office uses on the surrounding properties. • Since the site is within an Urban Development Area and within an area identified for transformation to institutional uses, the proposed plan amendment is consistent with plallorfolk2030. Change of Zoning • If the plan amendment is approved, the request would be consistent with plallorfolk2030.

C. Zoning Analysis i. General • The site is just under 4 acres and the applicant proposes a 50,000 square foot orthopedic facility. • The building and garage will replace an existing Food Lion and tailor shop. • Access to the larger institutional campus will be provided from E. Virginia Beach Boulevard and Kempsville Road. o The access from Kempsville Road will align with Poplar Hall Drive to the west and be slightly smaller than the previous Wellville Street access. • The Zoning Ordinance requires a 20-foot setback with no parking along both E. Parking • A medical office in the Suburban Character District is required to provide one parking space per 250 square feet. o A 50,000 square foot medical office would be required to have 200 parking spaces. The garage will contain a minimum of 610 parking spaces. o Additional spaces are also located around the building.

iii. Flood Zone • The site is located within X (Low to Moderate) Flood Zone.

D. Transportation Impacts • Institute of Transportation Engineers (ITE) figures estimate that that this proposed new medical office building will generate 2,330 fewer vehicle trips per day. • Based upon ITE data, the prior grocery store use on this site would be expected to generate 4,136 weekday trips while the proposed new medical building would be expected to generate 1,807 trips. • E. Virginia Beach Boulevard adjacent to the site is identified as a severely congested corridor in the PM peak hours in the current update to regional Congestion Management analysis. • The site is near transit services with bus routes 20 (Virginia Beach) and 25 (Newtown) operating near the site. • E. Virginia Beach Boulevard adjacent to the site is not an identified priority corridor in The City of Norfolk Bicycle and Pedestrian Strategic Plan.

E. Historic Resource Impacts The site is not located within a federal, state, or local historic district.

F. Public Schools Impacts N/A

G. Environmental Impacts This proposal is for two new buildings which will have to comply with the current Zoning Ordinance including Open Space Set Asides and Resiliency Quotient.

H. AICUZ Impacts N/A

I. Surrounding Area/Site Impacts • The Planning Commission approved the closure of Wellville Street. This closure will allow additional parking and will enable a better circulation pattern within the Campus. o The applicant is working with the City on a Smart Scale road improvement project to improve conditions along E. Virginia Beach Boulevard. J. Payment of Taxes The applicant is current on taxes.

K. Civic League Notice was sent to the Lake Taylor and Hollywood Homes Civic Leagues on July 11.

L. Communication Outreach/Notification • Legal notice was posted on the property on July 17. • Letters were mailed to all property owners within 300 feet of the property on August 10. • Legal notification was placed in The Virginian-Pilot on August 10 and 17.

M. Recommendation Staff recommends approval of the amendment to plallorfolk2030, rezoning and Development Certificate considering compliance with Zoning Ordinance requirements and consistency with approved plans, subject to the a waiver of the front and corner side yard setbacks.
