Com- panies operating ten (10) buses or more account for only four percent (4%) of the companies.” There can be no doubt that the public transpor- tation network lacks sufficient investments. But the current statutory framework does all but en- courage investments by the private sector. In fact, Road Service Permits have become political treats that are granted only to loyal Party supporters. If one loses favour with the ruling Party one’s Road Service Permit can get pulled post-haste. In that kind of environment, who will invest in decent buses, which can run well north of $75,000 each, when they have to walk the political plank for a permit every two years? Another factor that has impacted the award of Road Service Permits is the unwritten duty to pro- vide transportation to the ruling Party whenever there are Party activities. In fact word on the street is that bus owners [including those with school runs] have already been told that they MUST provide transportation for the ruling Party come referendum day. Party mobility therefore trumps your right to decent affordable public transportation. As long as bus owners dutifully provide transportation for Party activities, they can get away with anything including refuelling with passengers onboard, operating with onion skin tires, drunken drivers, overcrowding, reckless driving, etc. In the latter part of the Musa administration there was an attempt to consolidate the public bus system into a national bus service through the Novelo brothers. That effort led to the scandal at the DFC; the Novelo Brothers would later fold and the DFC, if we are to believe the reports, was left holding the bag. No national bus service, no $15 million. The idea of a national bus service is not a bad one although the DFC debacle has left a bad taste in the mouths of the Belizean people. When authorities flocked to the scene around 8:00 a.m., they extracted Cruz on a stretcher and placed him inside a waiting ambulance which transported him to the Karl Heusner Memorial Hospital for treatment. Police confirmed that the teen is recovering from his gunshot wound and is listed in a stable condition. Shortly after Cruz's departure, Police personnel re- versed a pickup into the tight alleyway and Lorenzo's body was removed from the scene and placed in the pan and was taken to the morgue. Page 38 Sunday, March 31st, 2019 THE REPORTER Protectors Make Belize Proud Belize City, March 26, 2019 he Belize Protectors, the National Security Trelay team of long distance runners from the Police Department, the Belize Defense Force and the Coast Guard, made history by winning the 2019 Baker to Vegas relay hosted by the Los Angeles Police Department (LAPD) in the state of Nevada, United States on March 23-24. The runners clocked 12:49:44 over the 20 stages of the race to complete the 120-mile course, almost 10 minutes faster than their time last year: 12:59:10, to win the first place trophy, against a field of 285 law enforcement teams from all over the world! The Belize team finished 51 seconds ahead of the next best team, the LAPD who have won the event for the last seven years. But now the Belize Police Department’s name will be en- graved on the trophy which they brought home to Belize on Tuesday, March 26. The Belize Police Department rolled out a vic- tory motorcade through the streets of Belize City, with lights flashing and sirens blaring to welcome home our conquering heroes, before a press conference at the Eastern Division headquarters on Queen Street. Senior Superintendent Linden Flowers said this was the Belize Police Depart- ment’s fifth year of participation in this event, and Belize had also placed first in the Mixed category in 2012, when they took a team including female runners, who finished sixth overall. Last year, the all-male team competed in the Open Men’s category, in which they placed second overall. He noted that the LAPD has far more manpower resources than all Belize’s security forces com- bined. Retired Brigadier General David Jones accom- panied the team, and he described what it was like out on the road, where temperatures soared to over 100 degrees in the daytime, but fell to an extremely cold 51 degrees at night. The Belize team had trained on the road near Price Barracks, which is close to sea level, but in Nevada, they were running in thinner air with less oxygen at 5,317 feet above sea level. The course was uphill and down dale through very mountainous ter- rain, as they gradually descended to Las Vegas, which is still 2,000 feet above sea level. After 16 stages, they knew that they were behind, and the responsibility fell on the last four runners to make up the time. Ernesto Villafranco ran the anchor leg, and crossed the finish line seven seconds ahead of his nearest rival. When all the individual times were tallied, Belize was 51 seconds ahead of the field. Upon his return, Villafranco described the feel- ing of triumph as he had touched the trophy last year, and he had vowed that the team would bring home the prize this year. He now looks forward to training even harder to not only win again next year, but the runners now have their eyes set on breaking the time record for the event. Assistant Commissioner of Police Alden Dawson was also present to congratulate the team, saying it was indeed a proud moment, not just for the Department, but for Belize. He thanked the many corporate partners who had helped spon- sor the team, including Mr. Leo Batty, who had paid the US$2,100 registration fee for their first year of participation, and all the following years.
