Editorial. Well, our request to the Parish Council to put our relationship on a more equal and commercial setting re, the amount of their content, fell on deaf ears. Do you think it is unreasonable for us to expect the Parish Council to pay for the content space they actually use? See Lynette’s report on page 5 and the Council Minutes on page 8. The Harvest festival details as supplied by Audrey are on page 7. The Juliotter Garden Club are back up and running with details of their events on page 12. Marian has collected the details of some exciting days out and where to find forthcoming events page 20. Council are issuing further guidance about the pandemic, details of which are on page 24. Check out .gov.uk for more info. Dean Bellamy is trying to organise a further litter picking event, details of which are on page 23 as is some further news re. W&DN. Tina our Link representative has written some ongoing thoughts re. discussions about “20’s plenty” speed limits on page 27. The 2nd Scouts @ Jacobstow have “broken ground” for the new scout hut, details page 18 and the Guides & Brownies report is on page 29. Thelma’s Trading Post at the Rose Cottage Garage has raised an incredible amount for charity and is still going strong. Thank s and details on page 25. Dean Wheable - is your new Parish Councillor, and we would like to welcome him to our Team. Dean works on community projects throughout Cornwall and the rest of the country so will be a great asset to Warbstow Parish.

Queens Platinum Jubilee – 2nd June – 5th June 2022 - The Parish Council is asking for a volunteer to organise a great Community day or even a weekend of celebrations. The Parish Council will ask the new Headmistress Hannah Bamcroft if we could have access to the school field. Please let me know if you would like to organise this as an individual or a group. The Parish Council will help in any way to make this a great time for everyone.

Planning – With the increase of planning applications across the Parish we would like to help residents to view these online at www.warbstow.org, go to the Parish Council drop down and then Planning applications then hit the link (search planning website) This will take you to the Cornwall Council planning page. You can then type in the box the area you wish to view Warbstow, Canworthy water or Trelash. Or of course you can go on the Cornwall Council website. We are aiming for our new Website to be more user friendly for everyone.

Meeting 21st September 7.30 Canworthy Hall - The Parish council will be holding a meeting just to talk about the speed of traffic throughout the Parish. There is a new initiative across Cornwall to reduce some road speed limits to 20mph to make us safer, please come along we need to hear what you think.

WARBSTOW PARISH COUNCIL MEETING 3rd August 2021

1. Present: Lynette Hutchinson (Chair) Jan Carter (Vice Chair) Lesley Bain (Clerk) Terry Luckwell, Trevor Shute Andy Ireland Roy Barton.

In attendance: Barry Jordan and five members of the public Cllr Hutchinson welcomed everyone to the meeting. 2. Declarations of Interests None 3. Councillor dispensations None 4. Signing of the minutes from the last meeting on the 8th June 2021 No changes Agreed by all – signed by Chair Latest unsigned minutes to be placed on the notice board after a meeting. Any necessary changes will be agreed at the next meeting. 5. Council Update - Cllr Jordan reported that he is Chair of Constitution and Governance Committee. Last week he covered the constituency divisions and parish boundaries. With regards to parish boundaries a meeting will need to be arranged between Warbstow, Davidstow and Treneglos and report back with the outcome. This will come up on the constituency government on the 7th September. There are 25 boundary changes throughout Cornwall that are currently being dealt with and they will come into effect in May 2025. Cllr Jordan has also been elected the Vice Chair on the Standards Committee. Camelford Surgery - Cllr Jordan attended a meeting with Scott Mann and Veor. They now have 2 new doctors and a new practice manager. A porta cabin has been put up outside to create more space. This is a temporary measure as a new surgery is being built in Camelford. This will take time however this is a good positive out- come. They are also updating the surgery in Delabole and St Breward. NHS Cornwall is going to be one unit and this will come into effect by the end of next year. Camelford Community Network There have been discussions that the name needs to be changed as it covers a large area, not just Camelford. Cllr Hutchinson and Cllr Carter confirmed that will both be attending the next and future meetings Community Grant - Cllr Jordan has a grant of £3000 a year, £1500 is remaining. This must be used to support a community group or project that needs funding. Cllr Hutchinson thanked Cllr Jordan for his time. 6. Planning (already commented on) PA21/02997 Agree to disagree PA21/05751 Warbstow Parish Council reviewed this planning application and agreed unanimously that it had no objections to this application. PA21/05719 Warbstow Parish Council reviewed this planning application and agreed unanimously that it had no objections to this application. However Warbstow Parish Council would like it noted that the application is more than double the size of the current bungalow. Cont….

PA21/04843 Warbstow Parish Council reviewed this planning application and agreed unanimously that it had no objections to this application. New Planning Applications PA21/05513 Trenannick Farmhouse Warbstow Parish Council reviewed this planning application and agreed unanimously that it had no objections to this application. PA21/05970 Land South of Anneth Cor-Yn Trelash Warbstow Parish Council reviewed this planning application and agreed unanimously against this application. A response will be published on Cornwall Council Planning website. Proposed Base Station – Warbstow Cross Following discussion the Parish Councillors agreed unanimously that it had no objections. PA21/01214 The Parish Council noted that this application is a pre application. 7. Finance Accounts Reconciliation - Cllr Hutchinson reported that the opening bank balance was £19,544.10 Expenditure - £356.56 (£250 uncleared cheques) Income - £0 Closing balance - £19,187.54 Cheques Clerk’s salary and income tax, Warbstow Defibrillator sign £33.36 – X2 Connect – Thank you to Roger Hutchinson for installing this. Request for churchyard receipts Received receipts from Canworthy `Living Water` and Bethel Chapel. 8. Proposed changes to Parish Roads A member of the public commented that trying to reduce the speed limit could affect our objection to PA21/05970. Cllr Hutchinson stated that any proposal would not come into effect for at least 12 months. Cllr Barton has produced a draft proposal for Councillors to discuss on speed changes in Trelash and surrounding areas from 60mph to 30mph. Cllr Hutchinson stated that there would be an excessive cost involved and this couldn’t possibly be funded by the Parish. Cllr Carter reported that this is a safety issue as no road markings at the crossroad, no footpaths and only one streetlight. Cllr Luckwell suggested using Neighbourhood Watch, Speed Watch and arranging a site visit with Oliver Jones Highways from Cornwall Council. All in agreement that something needs to happen for the safety of the residents. Cllr Luckwell will contact Oliver Jones to arrange for him to visit and view the situation. Cllr Carter and Cllr Barton also to attend. Cllr Hutchinson thanked Cllr Barton for all his work on the draft proposal and the collation of all the information. 9. Correspondence / Communication - Warbstow District News Cllr Hutchinson received an email from Warbstow District News editor requesting that the Parish Council are invoiced for the number of pages used including the Chairman’s report and the Parish minutes in the Newsletter, rather than the grant of £100 per year that they currently receive. It was discussed and agreed that having the Parish minutes in the newsletter was an asset for both the Community and the Parish Council. This was a suggestion back in 2018 at the Warbstow District News AGM to increase their content ratio. Cont….

This grant, which is public money, has increased by 100% over the last four years. The Council therefore suggested that as local businesses advertising in the magazine had not seen any increase for over eight years this maybe an avenue to be investigated. It was unanimously agreed that the Parish Council would continue with the £100 grant to Warbstow & District News, which is reviewed annually. Cllr Hutchinson to reply. 10. Business Plan 2021-2025 - Cllr Carter noted a couple of amendments. All in agreement for these changes to be made and then posted on the website. 11. Website - The Clerk and Cllr Carter had received quotes for setting up a new website. Cllr Hutchinson suggested that we look at other Parish Council sites to get ideas and the website must include both Parish and Community information. Cllr Carter will produce a chart to show all the information we require to compare various quotes that we receive. 12. Queens Platinum Jubilee Celebration - All in agreement that we should support this event. Cllr Hutchinson will ask for volunteers in the Community to run this event. 13. Parish Projects – Business Plan All in agreement that the Warbstow bus stop needs repainting. Cllr Hutchinson to purchase the paint and be reimbursed at the next meeting 14. Follow up items—Treneglos Cllr Hutchinson reported that this is still ongoing. This was the information Warbstow Parish Council previous agreed:- 1. The Parish name remains as ‘Warbstow Parish’ 2. Treneglos residents are subject to the same Precept as all residents within Warbstow Parish. 3. Treneglos Residents are elected/co-opted the same as any other Warbstow Parish Councillors. Therefore, Treneglos ceases to be a Parish in its own right This being the case, Warbstow Parish are willing to absorb Treneglos within their Parish if this is the decision of the CGR. b. Road surface – Canworthy Water to Warbstow Road Cllr Luckwell reported that he had received a response from Oliver Jones to confirm that this work will be un- dertaken in December 2021. c. Litter Signs Cllr Ireland stated that prices for litter signs range from £10 to £35. d. Damaged Bridge - No work has commenced as yet but a barrier has been put up. The Clerk will email for an update. e. Tree – Trelash Cllr Carter has received an update from Cormac to confirm this work has been scheduled. f. Road sign – Trelawney Close Cllr Hutchinson confirmed that this has now been repaired. g. Update on Camelford Surgery - Cllr Carter reported that Camelford Surgery have announced several changes as follows: Cont….

• Three GP’s have been recruited. • Providing a visitor service for house bound patients. • Late night opening on a Thursday. There are issues about using the main site at Camelford so to negate this they will be offering this service at Delebole. • Automated check in, prescription box and an online service to order medication and book appointments h. Meeting draft agenda preparation Cllr Hutchinson stated that the agenda is drawn up by the Clerk and Chair before it is sent out to the other Councillors. Councillors can then add/amend anything before the final is approved by the Chair. Final agenda will be sent to all Councillors by the Clerk along with the Notice The agenda and Notice must be advertised 3 full days before a meeting. 15. Councillor Co-option Cllr Hutchinson reported that we have 2 candidates for the Parish Councillor vacancy, Geoff Boswell and Dean Wheable. Each candidate had 2 minutes to say a few words and comment on what they could offer as a Parish Coun- cillor. The votes were counted and our new Parish Councillor is Dean Wheable. Beavers, Cubs & Scouts have been back with face-to-face meetings since the 19th April & what a delight it has been to see our members getting back together. Our dedicated Leaders have provided a varied program. All meetings operating outside, whatever the weather. Activities have included pioneering, beach visit, sports, raft building, camping skills to name just a few.

Our Beavers, Cubs & Scouts have been busy raising money for our ‘New Scout Hut Fund’ through their own fundraising activities. These have included sponsored bike rides, selling homemade ice cream, zoom bingo & a hog roast afternoon down at Crackington. These members have increased our funds enabling us to move on with the project. All members raising funds have received a fundraising/community badge for their wonderful contribution.

As for the New Scout Hut, I am delight to say that on Tuesday 27th July 21, we started the ground works. Thanks has to go once again to Jonathan & Sally Batchelor for gifting the group the land. Very generously the site was cleared, levelled & banks erected by G Skinner & Sons Ltd & Dave Budge, this clearly saving us a great amount of work & cost. We thank them greatly. This has allowed us to use the site for Scout meetings. A building team has been contracted in to complete the ground works. It has taken many years of hard work & determination from members, Leader & the committee, to break ground is a huge achievement for us.

As 2nd Bude (Jacobstow) Scout Group is in its 50th year, we will be having celebrations in the later part of the year. It seems fitting that in this year new beginning are being started, for the long continuation of the group.

Dear all

As our network has “20s plenty” as a priority I am sharing the latest update from Cornwall Council so you are up to speed with events:

Cornwall Council are developing an approach to rolling out 20mph to align it with national guidance & best practice principles demonstrated in similar rural counties. Representatives from Devon & Cornwall Police, Public Health, Air Quality, Strategy and Design teams fed into early workshops to help shape this work. One of the outputs will be an assessment tool setting the criteria for both urban and rural applications in order to provide an effective and coordinated approach to 20mph limits. This will help to regulate how we review sites consistently and define future delivery programmes based on available funding resource.

While our approach isn’t based on setting 20mph as a default speed limit for residential and urban streets (keeping 30mph only by exception) it focuses on delivering the same objectives to create safer streets for non-motorised users. We want our streets to be greener, safer, healthier and more accessible to our communities, especially where we expect to see vulnerable road users.

We are aware of rising calls from many Cornish communities towards setting area wide/default 20mph with many passing motions of support for this to happen. There is also growing support globally, there was a UN Global Road Safety Week in May 2021 called ‘Streetsforlife’ that was calling on policy- makers to limit speeds to 20 mph where people live, work and play. The focus was trying to garner policy commitments at national and local levels to deliver 20mph. The default approach is advocated by “20s Plenty”, but is not currently a national policy position.

The intention is for Cornwall Council’s Economic Growth and Development Overview and Scrutiny Committee (EGD OSC) to scrutinise our proposed approach at their meeting on 5 October.

In the interim we will continue working on 20mph schemes that already have funding secured and any new requests will be logged. We appreciate that this as important for our communities as it is for Cornwall Council and we ask for your patience whilst we go through the necessary stages of development.

After 15 long months of virtual meetings on Zoom, Jacobstow Rainbows, Brownies and Guides have returned to face to face meetings (lots of cheering). We did have fun vir- tually, carrying on the Guiding programme, working on badges and getting to know the families of the girls really well. There are lots of very talented Mums out there, with the odd Dad joining in too. Siblings came in handy when tasks needed an extra body.

We have taken part in virtual sleepovers, the latest being for World Thinking Day, when we visited the Five World Centres and did lots of activities from each country.

Lots of scavenger hunts have taken place, which sometimes tried our spelling and were always inventive. M for Mum was very popular and pets came in handy too.

The girls have made Christmas cakes, pasties, cakes and biscuits. They have tried war time recipes and learnt that putting the upside down cake tin on a tray, keeps the oven clean (or was that the Guiders?).

We have welcomed new girls to all three sections and Jane, a Guider from Bristol, has moved into the area and has joined the Guide Unit. The Guides are teaching her about all things agricultural, especially sheep, we have several young shepherds in the Unit.

Now finally, after the May half-term we have started meeting face to face. The Rainbows were the first Unit to meet, where only one girl remained from before lockdown. 5 nervous Rainbows entered the Hall and left as friends. They started the Camp Skill Builder badge by making dens with sheets and chairs. Pre COVID this would have been done as a group but now each Rainbow made their own. They must have had fun because the next week they brought 8 more friends. We walked to the river and played Pooh Sticks where everyone had a good time and came back almost dry.

The Guides were next. We have been working on the Guiding Tradition's badge and while virtual had learnt morse code, using chat to write our messages, on Morse Code Day. We also made semaphore flags but decided that these needed more space to use, so our first face to face meeting, in a field, was spent sending messages to each other by flags. We all managed to spell our names and some managed to tell us that Guides is fun, cool and great. It was a wonderful summer's evening and we all went home on a high. The next week we had a cookout, again blessed with great weather and the Guides taught Jane what a camp doughnut is.

The Brownies were the last to meet and worked on grid references to make pictures. From the noise level, it sounded like they were having fun.

Thank you to Louise, Rebecca, Sue and Jane for all their support and help in keeping Guiding going in the area, it has been worth it. The feedback from these first face to face meetings has been fantastic, one Mum wrote to say that her daughter had not been so happy for months, chatting and joking all the way home. I think my husband just might have said the same thing about me.
