Minister for Federal Education and Professional Training (Mr. Shafqat Mahmood): (a) Wafaq-ul-Madaris signed an agreement with MoFE&PT on 29 August, 2019 and agreed to get their Madaris registered with Directorate General of Religious Education Islamabad. (b) Detail contents are placed at Annex-I. (c) Till date 6300 Madaris have been registered with Directorate General of Religious Education Islamabad (d) List of 17 registered Wafaqs-ul-Madaris is attached at Annex-II. (Annexures have been placed in the National Assembly Library) 193. *Ms. Tahira Aurangzeb: Will the Minister for Information and Broadcasting be pleased to state whether it is a fact that the incumbent Government failed to end the deficit of the Pakistan Television? Minister for Information and Broadcasting (Mr. Fawad Ahmed): With the concerted efforts of present Management, under the guidance of Govt., PTVC enabled itself to earn Profit for the year 2018-19 & 2019-20 (Prov). Year Profit/(loss) for the year before tax Rs. in Million 2018-19 853.947 2019-20 (Prov) 1,126.845 4 It is stated that the incumbent Government and the present PTV Management inherited accumulated losses of Rs. 11,375.619 million at the beginning of its tenure which have been reduced to Rs. 9,398.399 million. It is stated that the outstanding contingent claims towards FBR are Rs. 6,000 million. 194. *Mr. Naveed Aamir Jeeva: Will the Minister for Federal Education and Professional Training be pleased to state the names of the countries wherein Government of Pakistan has established educational institutions? Minister for Federal Education and Professional Training (Mr. Shafqat Mahmood): After 18th constitutional amendment to the constitution, the subject of education has been devolved to provinces & this Ministry has no mandate to open Institutions abroad. In Higher Education Sector no public sector university has been established in the foreign countries. However, four private sector universities have established their offshore campuses in the following countries: i. Aga Khan University, Karachi (offshore campus at London, UK). ii. Greenwich University Karachi (offshore campus at Mauritius). iii. SZABIST, Karachi (offshore campus at Dubai, UAE). iv. Sarhad University (SUIT) Peshawar (Ras Al-Khaimah, UAE). 195. *Ms. Nafeesa Inayatullah Khan Khattak: Will the Minister for Federal Education and Professional Training be pleased to state: (a) whether it is a fact that Federal Directorate of Education (FDE) has signed 03 MOUs with education service providers for introduction of STEM Teaching and Blended Learning Programme in selected schools of FDE details; (b) how STEM teaching will be beneficial for our students? 5 Minister for Federal Education and Professional Training (Mr. Shafqat Mahmood): (a) FDE under the ambit of M/o FE&PT has initiated to execute the following two projects with a vision to integrate technology in Public Sector Education. i. Pilot Project for Blended E-Learning in 200 Classrooms of Federal Capital: (Grade I-X). The total allocated capital cost of the project is Rs. 176.663 million with an execution period of two years (24 months). There are 03 components of the project i.e. Primary Components (Grade I-V), Middle Component (Grade VI-VIII) and Secondary Component (Grade IX&X). Contracts are separately awarded to the Solution Providers for each components i.e. Knowledge Platform executing Middle Components at the cost of Rs. 63.440 million. Tele-Taleem executing Secondary Component at the cost Rs. 33.880 million and PTCL & Mera Sabaq Executing Primary Component at the cost of Rs. 62.796 million. The total contract value collectively for all the three components stands at Rs. 160.116 million. ii. Pilot Project for STEM Teaching Grade (VI-VIII) in 30 schools of FDE (Knowledge Economy Initiatives). The total allocated capital cost of the project is Rs. 99.126 million. Pilot Project for STEM Teaching Grade (VI-VIII) in 30 schools of FDE (Knowledge Economy Initiatives). The total allocated capital cost of the project is Rs. 99.126 million with an execution period of two years (24 months) w.e.f 2021-2023. Contract to a 3rd party solution providers is awarded through a competitive process at the total cost of Rs. 78.187 million. (b) The intent of Pilot Project for STEM Teaching Grade (VI- VIII) in 30 schools of FDE is to pilot ways in which the services delivery mechanism is evolved from typical classroom setting to include interesting and exciting ways to: • Promote scientific inquiry. • Develop problem solving skills. • Focus on student‟s analytical abilities. • Fulfil student‟s appetite for student‟s hands on learning. 6 196. *Moulana Abdul Akbar Chitrali: Will the Minister for Federal Education and Professional Training be pleased to state: (a) whether it is a fact that foreign loans and funds have been utilized to reform the education sector; (b) if so, then provide the province-wise details of the loans utilized since 2010 including for the erstwhile FATA areas; and (c) the details of achievements obtained in enrolments literacy rate and access to higher education province-wise and less developed areas districts? Minister for Federal Education and Professional Training (Mr. Shafqat Mahmood): (a) Yes, the foreign loans have been utilized to reform the higher education sector. (b) The Government of Pakistan (GoP) has signed a credit agreement with the International Development Agency/World Bank for a credit of $ 400 million under a five-year project titled “Higher Education Development in Pakistan” (HEDP) in June 2019. Out of it $ 323 million will be disbursed to the GoP as budgetary support while $ 77 million will be released to the project. So far, an expenditure of PKR 2,351 million has been incurred on public sector universities for various initiatives including, on-line teaching during COVID, research, provision of broad band network, 4-year degree program, trainings, and quality enhancement with the following break up: Province/Area Rs. in Millions Punjab 895.54 Khyber Pakhtunkhwa 481.20 Sindh 422.49 Balochistan 243.38 Gilgit Baltistan 96.59 FATA 32.19 AJK 62.06 Federal Others 117.46 7 Tertiary Education Support Project (TESP) during the September 2012 to June 2017, under this project a credit of $ 323 million was disbursed to the GoP as budgetary support. Whereas, the HEC continued to get routine funding (recurrent & development) from the government during this period. Pakistan is a key ally in U.S.-led counterterrorism efforts. The history of democracy in Pakistan is a troubled one marked by ongoing tripartite power struggles among presidents, prime ministers, and army chiefs. Military regimes have ruled Pakistan directly for 34 of the country’s 60 years in existence, and most observers agree that Pakistan has no sustained history of effective constitutionalism or parliamentary democracy. In 1999, the democratically elected government of then-Prime Minister Nawaz Sharif was ousted in a bloodless coup led by then-Army Chief Gen. Pervez Musharraf, who later assumed the title of president. In 2002, Supreme Court-ordered parliamentary elections—identified as flawed by opposition parties and international observers—seated a new civilian government, but it remained weak, and Musharraf retained the position as army chief until his November 2007 retirement. In October 2007, Pakistan’s Electoral College reelected Musharraf to a new five-year term in a controversial vote that many called unconstitutional. The Bush Administration urged restoration of full civilian rule in Islamabad and called for the February 2008 national polls to be free, fair, and transparent. Special Assistant to the Prime Minister on Health Dr Faisal Sultan, cautioned that more precautions were needed to control the spread of Covid-19, since data showed that closing the educational institutions earlier had led to a "delay in [the spread of] the virus". In a separate press conference, Punjab Minister for School Education Dr Murad Raas termed the 50 per cent attendance policy "the most important thing", saying that schools were being opened "not because the coronavirus situation [had improved] but because the children were incurring huge educational losses". Pakistan, Turkey ink education MoU - The News Turkish foreign minister Mevlut Cavusoglu and Pakistani education minister Shafqat Mahmood signed a MoU for the promotion of literacy in Pakistan in a ceremony also attended by foreign minister Shah Mahmood Qureshi. However, this has had unintended consequences. Literature on teachers shows that academic performance of candidates does not predict well whether a person is going to be a good teacher or not.

Office. It was chaired by Dr. Ishrat Husain, Advisor to the Prime Minister on Institutional Reforms and Austerity. The list of the participants is at Annex-I. The agenda of the meeting was as under:- (i) Presentation by Ministry of Science & Technology on proposed roadmap (ii) Presentation by Ministry of Federal Education and Professional Training on proposed roadmap. (iii) Views / comments of the Ministries/Divisions on the proposed Executive Departments (Annex-7) and proposed Autonomous Bodies (Annex-8). 2. The meeting started with the recitation from the Holy Quran. The Chair welcomed all the participants and opened the discussion. He highlighted that in the current times the Ministry of Science and Technology has become extremely important since it needs to spearhead the development of science of technology in the country. In order to achieve this there is a critical need to reorganize and revitalize the Ministry on the lines of international best practices. The Chair then stated that the present system of Research and Development under the Ministry of Science and Technology (S&T) is highly fragmented and lacks focus. There is a lot of duplication of efforts in the system due to lack of coordination. Furthermore, little attention is being paid to the promotion of applied sciences and technologies for solving the real problems being faced in the different sectors of the national economy.

    PAKISTAN 2019 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution establishes Islam as the state religion and requires all provisions of the law to be consistent with Islam. The constitution states, “Subject to law, public order, and morality, every citizen shall have the right to profess, practice, and propagate his religion.” It also states, “A person of the Qadiani group or the Lahori group (who call themselves Ahmadis), is a non-Muslim.” The courts continued to enforce blasphemy laws, punishment for which ranges from life in prison to execution for a range of charges, including “defiling the Prophet Muhammad.” According to civil society reports, there were at least 84 individuals imprisoned on blasphemy charges, at least 29 of whom had received death sentences, as compared with 77 and 28, respectively, in 2018. The government has never executed anyone specifically for blasphemy. According to data provided by nongovernmental organizations (NGOs), police registered new blasphemy cases against at least 10 individuals. Christian advocacy organizations and media outlets stated that four Christians were tortured or mistreated by police in August and September, resulting in the death of one of them. On January 29, the Supreme Court upheld its 2018 judgment overturning the conviction of Asia Bibi, a Christian woman sentenced to death for blasphemy in 2010. Bibi left the country on May 7, after death threats made it unsafe for her to remain. On September 25, the Supreme Court overturned the conviction of a man who had spent 18 years in prison for blasphemy. On December 21, a Multan court sentenced English literature lecturer Junaid Hafeez to death for insulting the Prophet Muhammad after he had spent nearly seven years awaiting trial and verdict.

Our framework identifies the users of a specific community on twitter. After identifying the users of a community, we fetch their tweets and identify tweets belonging to specific events. The event based tweets are pre-processed.
