2020 Legislative Scorecard

Planned Parenthood Affiliates of California (PPAC) represents the seven separately incorporated Planned Parenthood affiliates in California, operating 108 health centers and serving nearly 750,000 patients a year. PPAC advocates on a number of legislative, fiscal, and regulatory issues that impact sexual and reproductive health care, health equity, sexual health education, and access to affordable and quality health care.

The PPAC Scorecard is intended to provide the public with information about how their state legislators voted on these important issues, and usually represents the top priorities for a given year based only on legislative vote records. However, this is not a typical year. PPAC began the 2020 legislative year with four sponsored bills and seven sponsored budget items which aimed to:

• remove financial barriers to abortion access • increase access to recommended vaccinations such as HPV and flu • improve security measures for reproductive health centers • enhance patient confidentiality • restore funding for sexual health education • increase access to education on abortion and transgender services for medical students • support the next generation of health law experts, and • allow student loan debt assistance for advanced practice clinicians, such as nurses, who provide reproductive health services at non-profit health care centers

Unfortunately, due to the Legislative calendar changes and tremendous pressure that was put on the California State Budget due to the COVID-19 public health crisis, PPAC suspended efforts on nearly all of these sponsored items and shifted priorities throughout the year. However, PPAC was proud to have the support of several legislators on sponsored priorities early in the 2020 session.

Description of Scored Legislation The Budget Act of 2020 – SB 74 (Mitchell) – The 2020 Budget Bill continues the $100M allocation of Prop 56 funding for supplemental payments for Medi-Cal providers, including women’s health and family planning. The bill also restores funding to implement the extension of pregnancy-only Medi-Cal coverage for patients diagnosed with a maternal mental health condition; maintains funding for STI, HIV, and Hep C prevention; maintains funding for the Black Infant Health Program within the California Department of Public Health; extends paid family leave job protections to all workers currently eligible for the program and extended pregnancy and birth disability job protections to workers who are eligible; and, establishes the Pre-Exposure Prophylaxis Assistance Program to pay for an initial 30-day supply of PrEP and PEP medications.
