Tpogra ¾ The Park is generally flat with slopes between 0% and 4%. ¾ Site elevation ranges from 405 feet, closer to the Butternut Creek, to 410 feet near I-481. Hrolog Caracterist ¾ The Park is located 6.5 miles east of Onondaga Lake and 7.5 miles south of Oneida Lake. ¾ The Butternut Creek runs around the southern and eastern edges of the Park, which carries groundwater with it into the Chittenango Creek and eventually into Oneida Lake. ¾ Water table depths within the Park range from 1 foot to 1.5 feet. ¾ The Park is located in hydrologic soil group D. ¾ Depth to bedrock in the Park ranges from 1.8 to greater than 6.6 feet. ¾ Permeability is low in the Park as is bearing strength for structures. Evironmenta S Assme Sma ¾ Approximately 22 acres of NYSDEC wetlands are mapped in the Park. These wetlands have not been field verified. ¾ The Butternut Creek 100-yr. floodplain covers approximately 70% of the Park. ¾ Development in the Park is best suited close to Kirkville Rd as wetlands and the Butternut Creek floodplain impact the rear parcels and direct proximity to the Exit 5 ramps on I-481 increases the accessibility of the Park. ¾ The Park is not located within a Significant Coastal Wildlife Habitat (SCFWH) area. ¾ Federally protected species with potential to be located within the Park include: American Hart's-tongue Fern; Indiana Bat; Bog Turtle; and Eastern Massasauga Rattlesnake. ¾ The Park is not located within an Archaeologically Sensitive Area. ¾ The Park is not located within a State certified agricultural district. 17-2 ON-17 Widewaters Business Park Route 481 and Kirkville Road TOWN OF DEWITT, ONONDAGA COUNTY Tnsportati S Aces ¾ Primary access to the Park is off of Kirkville Rd. ¾ Exits 5E and 5W on I-481 are adjacent to the Park. Exit 34A on I-90 is 2.5 miles north of the site and Exit 17 on I-690 is 2.5 miles south. ¾ North/South & east/west mainline rail is available through the Intermodal Terminal at the Syracuse Rail Yard. ¾ The Syracuse Rail Yard and Intermodal Terminal is located 1 mile southeast from the Park in Syracuse, NY. ¾ Port of Oswego, located in Oswego, NY, is approximately 39 miles northwest of the Park. ¾ Syracuse Hancock International Airport is located approximately 11 miles northwest of the Park. ¾ The Widewaters Business Park is supported by a multimodal transportation network with access to roadway, aviation, water, and rail infrastructure located within close proximity of the Park. Uilit Municipal Water Supply ¾ Public water is available near the Park from the Town of Dewitt. Additional information is currently unknown. Municipal Sewer ¾ Public sewer is not available at the Park. ¾ The Park is currently outside of the Onondaga County Consolidated Sanitary District. Onondaga County will not accept sewage from outside of the District. Electric Service ¾ National Grid provides electric services directly to the Park via overhead lines along Roberts Street & Kirkville Road just north of the Park. ¾ There are two 115kV lines adjacent to the Park. Natural Gas ¾ National Grid provides natural gas services to DeWitt, NY. However, gas service data for the Park is currently not available without further study. Telecommunications ¾ Verizon and Time Warner provide telephone and internet services directly to the Park. Water Alternatives 5(2): 485-506 Environmental Injustice in the Onondaga Lake Waterscape, New York State, USA Tom Perreault Department of Geography, Syracuse University, Syracuse, New York, USA; [email protected] Sarah Wraight Onondaga Environmental Institute, Syracuse, New York, USA; [email protected] Meredith Perreault Onondaga Environmental Institute, Syracuse, New York, USA; [email protected] ABSTRACT: This paper examines two interrelated cases of environmental injustice and social mobilisation in the Onondaga lake watershed in Central New York State, USA: (1) the case of the Onondaga Nation, an indigenous people whose rights to, and uses of, water and other resources have been severely reduced through historical processes of Euro-American settlement and industrial development; and (2) the case of the city of Syracuse, New York’s Southside neighbourhood, a low-income community of colour, where a sewage treatment facility was constructed as part of a broader effort to remediate the effects of pollution in Onondaga lake. The Onondaga Nation and the Southside neighbourhood are connected by Onondaga creek, which flows through each before joining Onondaga lake. These communities are also linked by shared histories of marginalisation and environmental injustice. Taken together, the cases demonstrate the temporal and spatial continuities of social relations of power, and their embodiment in water resources. Conceptually, the paper brings together the literatures of environmental justice and the political ecology of water resources. In doing so, we employ the concept of waterscape as an analytical lens to examine processes of marginalisation and social exclusion in the Onondaga lake watershed.

TOWN PROFILE Population 24,403 (estimated 2007 U.S. Census) Location The Town of DeWitt is in east-central Onondaga County, immediately east of the City of Syracuse. The town is a suburb of Syracuse. It is also bordered by the Towns of Cicero to the north, Salina and Onondaga to the east, Lafayette and Pompey to the south, and Manlius to the east. The Village of East Syracuse is wholly within the boundaries of DeWitt. The Town is the site of most of the campus and all of the academic buildings of Le Moyne College. The northern portion of the Town is developed with a mixture of industrial, commercial and residential sections; and the central portion of the Town is primarily residential. The southern, hilly portion of the Town is generally mixed forests and fields with limited residential development and stone quarry operation. The major streams in the Town are Ley Creek and Butternut Creek. Interstate 481 is the major highway in DeWitt crossing the center of the Town, turning northward along the east side of DeWitt. I-481 intersects Interstate 690 in the eastern part of the Town and Interstate 90 (New York State Thruway) in the northern part of the Town.
