Parking Amendments – Bay Street

SUMMARY

As the Toronto Transit Commission (TTC) operates a transit service on Bay Street, City Council approval of this report is required.

At the request of the TTC, Transportation Services is recommending amendments to the existing parking regulations on Bay Street, between Harbour Street and West, in order to improve transit operations along this corridor and to incorporate a temporary transfer stop specific for Family of Service customers.

RECOMMENDATIONS

The Acting Director, Traffic Management, Transportation Services, recommends that:

1. City Council rescind the existing parking regulations on Bay Street, between Harbour Street and Queens Quay West, identified in Appendix "A" attached to this report.

2. City Council authorize the parking regulations on Bay Street, between Harbour Street and Queens Quay West, identified in Appendix "B" attached to this report.

FINANCIAL IMPACT

Funds associated with the cost to install necessary signage are included within the Transportation Services 2019 Operating Budget.

ISSUE BACKGROUND

In 2017, the Toronto Transit Commission (TTC) introduced the Family of Service (FOS) pilot. The FOS project aims to provide seamless transfers between Wheel-Trans and TTC conventional services. Stops are evaluated and designated as FOS stops when the infrastructure can accommodate both Wheel-Trans and TTC services together and when the path for Wheel-Trans customers to conventional services is accessible. According to TTC projections, the FOS pilot is expected to generate approximately 3,000 trips daily in the late fall 2019. Customers will be transferred at 275 selected bus/streetcar stops, as well as at 45 accessible subway stations.

In this case, Union Station will be the key transfer location for Wheel-Trans customers. However, the current paths to access the TTC concourse from West are quite lengthy for customers to navigate and, when coupled with ambiguous wayfinding, it is less than an ideal location at this time. TTC staff evaluated all stops on the and 510 Spadina routes to identify potential transfer points. In this regard, TTC staff recommend that a temporary transfer stop be designated on the west side of Bay Street, just north of Queens Quay West, until Union Station Bay Concourse and East Wing elevator construction is completed.

COMMENTS

Bay Street, between Harbour Street and Queens Quay West, is classified as a two-way north/south minor arterial roadway and has a statutory speed limit of 50 km/h. The road width is about 18 metres. Municipal sidewalks and designated bicycle lanes are located on both sides of the road. TTC operates the 97B Yonge and 72B Pape bus routes on this section of Bay Street.

The following parking regulations are currently in place on this section of Bay Street:

East Side • No stopping anytime; • No standing anytime; • Maximum 1-hour bus parking zone, from 8:00 a.m. to 4:30 p.m., Monday to Friday, from July 1 to August 31, inclusive; and • Commercial loading zone, from 4:30 p.m. of one day to 8:00 a.m. of the next following day, Monday to Friday, anytime on Saturday and Sunday, and public holidays from July 1 to August 31, inclusive; anytime from September 1 of one year to June 30 of the next following year, inclusive.

West Side • No stopping anytime; • No standing anytime; • Maximum 1-hour bus parking zone, from 8:00 a.m. to 4:30 p.m., Monday to Friday, from July 1 to August 31, inclusive; and • Commercial loading zone, from 4:30 p.m. of one day to 8:00 a.m. of the next following day Monday to Friday, anytime on Saturday and Sunday, and public holidays from July 1 to August 31, inclusive; anytime from September 1 of one year to June 30 of the next following year, inclusive.

In order to accommodate the FOS transfer stop and improve service along Bay Street, between Queens Quay West and Harbour Street, TTC staff are recommending that:

• The commercial loading zone on the west side of Bay Street be removed. • The mixed-use parking zone for motor coaches and taxicabs on the west side of Bay Street be shortened to accommodate a longer transit stop and an FOS transfer stop. • The TTC bus stop on east side of the road be relocated to south limit of the intersection of Bay Street and Harbour Street. • The mixed-use parking zone for motor coaches and commercial loading/unloading on the east side of Bay Street be lengthened to accommodate for the parking loss on the west side of the street. These parking amendments are deemed necessary in order to facilitate a TTC transfer stop for FOS and to improve transit service along this corridor. These parking proposals also ensures that the current curbside parking operation on this block is maintained. In consultation with Councillor Joe Cressy, TTC and Waterfront Toronto staff, Transportation Services recommends the proposed parking amendments on this section of Bay Street.
