According to the decree of the Gov- ernment of the Russian Federation No. 1275-r of September 2, 2009, the 3rd In- ternational Helicopter Industry Exhibition HELIRUSSIA 2010 took place on May 20 - 22, 2010 on the Crocus Expo IEC grounds. The Exhibition was organized by the Min- istry of Industry and Trade of the Russian Federation on the initiative of the Heli- copter Industry Association. The planner was Russian Helicopter Systems JSC. The exhibition organizing committee was headed by Denis Manturov, Deputy Min- ister of Industry and Trade. The title spon- sor of HELIRUSSIA 2010 was OPK JSC, the official sponsor was Eurocopter Vostok.

156 companies from 14 countries (Russia, , Lithuania, the USA, Great Britain, , , , , , Libya, Slovakia, , and Is- rael) took part in the Exhibition this year. The first Exhibition hosted 129 companies from 10 countries to present their expo- sitions, including 22 foreign companies; the second Exhibition involved 144 com- panies from 16 countries, including 32 foreign ones. This year 40 overseas com- panies took part in the Exhibition. For instance, there are no certain tech- nologies in Russia, and this hinders fulfill- ment of the requirements of the foreign certification centers. It was well known that before the above reg- ulations were adopted in the U.S.A., the full- scale development programs for such systems had been performed on account of the US Ministry of Defense. Only after these technologies had been tested in the Air Force, they were introduced to the civil avi- ation in the early 90-s. Without such tech- nologies not a single Russian helicopter would be certified abroad. Our helicopter designers also encoun- tered with the rejection abroad of the ma- terials commonly used in the aircraft engineering in Russia (e.g., steel 30 HGSA, aluminium alloys, nonmetals).
