The Sierra National Forest is assessing interest in the following permanent, full-time position: Realty Specialist ( Lands/Special Use Manger ) GS-1170-11 North Fork, CA Salary Range: $51,811 to $67,354

Job Duties: The incumbent spends at least 75% of duty time in special uses administration. Administers all aspects of the special use program. Administers a variety of special use authorizations (permits, term permits, leases, and/or easements) for a variety of activities (such as those listed in Forest Service Handbook 2709.11, Chapter 10), including recreation residences, linear rights-of-ways, electric power lines, gas pipelines, outfitter/guides, campground concessions, recreation events, communication uses, etc. Some of the special use authorizations the incumbent administers cross-administrative boundaries such as pipeline or outfitter/guide authorizations.

Evaluates simple and complex special use proposals according to regulatory screening criteria. Contacts various publics, other governmental personnel, and Forest Service specialists, to conduct financial and technical capability determinations, and to determine compliance with forest plan direction. Coordinates National Environmental Policy Act (NEPA) analysis. As part of the application process, the incumbent provides program specific technical advice to interdisciplinary (ID) teams preparing environmental analyses and necessary documents to fulfill NEPA requirements for special use authorizations. May serve as an ID team leader or member, following NEPA guidelines and requirements to develop appropriate environmental documents.

Provides technical advice on the appropriate authorities and fees for issuance of special use authorizations in accordance with policy, laws, regulations, and local conditions. Apprises forest staff and special use authorization holders of policy changes, audit requirements, and fee adjustments.

Works closely with BLM and other federal and state agencies on special use authorizations that involve uses that cross administrative boundaries. Incumbent may assume a project leadership role if the Forest Service is the lead agency. If not, the incumbent works cooperatively with the lead agency representative to protect National Forest resources and provide quality customer service. Page 1 of 3 Proposes budgets and work plans based on known and anticipated workloads. Based on annual budget, prepares and schedules actual funding and personnel to accomplish agreed work priorities and to meet target deadlines.

Conducts on-the-ground program reviews of special use programs and individual authorizations for compliance with Forest Service policy, terms, and conditions. Provides technical advice on individual cases, confers with special use authorization holders, and oversees corrective action.

Generates and tracks cost recovery and land use bills for recreation and lands special uses. Queries and generates SUDS reports and user views for use in administration.

Works with appropriate staff to ensure Geographic Information System (GIS) data for special uses is kept current.

Maintains the Special Use Database System (SUDS), ensuring special use data is entered and updated in a timely fashion so data remains reliable.

Performs supervisory duties 20% or less of the time.

Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit’s work. Establishes and communicates guidelines and performance requirements to employees; conducts formal performance reviews; and identifies and provides for the developmental and training needs of employees. Hears and resolves employee complaints, effects minor disciplinary measures, and recommends action in more serious cases. Performs administrative and human resources management functions for the unit; provides advice, counsel or instruction on both administrative and work matters; and assures full compliance with safety regulations.
