IT IS RECCOMMENDED that the report be received and noted. .12

2 LEAVE OF ABSENCE

The need has been identified for development of a protocol to clarify a Councillor’s entitlement to payment of allowances and expenses where that Councillor takes extended leave of absence: specifically for a period exceeding two (2) months . To that end, I recommend that the following resolution be carried at this month’s Ordinary meeting:

IT IS RECCOMMENDED that where a Councillor is, with Council approval, on leave of absence from the duties of civic office and that leave extends beyond two (2) months, the Councillor will not be paid any allowances or expenses that would otherwise be payable under Part 7.1 of the Local Government Act until that Councillor resumes the duties of office. To avoid doubt, such allowances and expenses will continued to be paid for the first two (2) months of the leave of absence.

3 NATIONAL STRONGER REGIONS FUND: ROUND TWO

The following disappointing response has been received from the Commonwealth Government in relation to Council’s funding application for the development of the CBD Meeting Place in Alice Springs (multi-storey carpark). The response says inter alia:

Thank you for your application for funding under Round Two of the National Stronger Regions Fund (NSRF). Following careful assessment of all applications, I regret to advise that, on this occasion, your project has not been selected for funding. Round Two of the NSRF was heavily subscribed with 514 applications received by the Department, requesting approximately $1.47 billion in grant funding.

There were no successful funding applications from the Northern Territory. A list of projects which have received funding is attached.

IT IS RECOMMENDED that Council submit a further application under Round Three which opens on 15 January and closes on 15 March 2016.

4 COMMON SEAL - GRANT FUNDING AGREEMENT

Council has received advice from the NT Department of Transport that its application for the second stage of the upgrade of Albrecht Oval carpark has been successful. The grant is for $675,075 (ex GST).

IT IS RECOMMENDED that the Alice Springs Town Council common seal be affixed to the Grant Funding Agreement between Alice Springs Town Council and the Northern Territory Government for the 2015 Regional Economic Infrastructure Fund Round 2 - Upgrade Albrecht Oval Carpark Upgrade for $675,075 (ex GST)
