Project Development Objectives Project Development Objective (from Project Appraisal Document) The grant is to mitigate the impact of the economic crisis on vulnerable Haitian families by creating opportunities for the poor and vulnerable to earn an income to meet their basic and urgent needs, while rehabilitating basic infrastructure and services in the community. This will be achieved through a cash for work program in the metropolitan area of Port-au-Prince where the largest number of poor and vulnerable people live (around 1.2 million) and in a few key areas such as Gonaives and St Marc where another 500,000 displaced persons have been housed temporarily. The for National Coordination on Food Security, Public Disclosure Authorized CNSA, and the Famine Early Warning Systems Network reported that as a consequence of the food, fuel, and financial crises, 2.8 million Haitians were food insecure in 2008. Their precarious situation has been aggravated recently by the January earthquake. Has the Project Development Objective been changed since Board Approval of the Project?

The Haiti JSDF Emergency Community Cash for Work Project was approved and signed in September 2010 and is based on the structure of the urban community driven development project PRODEPUR. It basically finances 100 cash for work sub-projects, from which 50 are focused on debris removal activities in Port-au-Prince, and another 50 in other kind of subproject in four other cities (Gonaives, St. Marc, Mirebalais, ). The eight months contracts with the two NGOs (CECI and PADF) were signed end of May of 2011 and the first sub-projects were implemented in August. Up to date, all the sub-projects have been prioritized by the community organizations, 73 percent are in execution and 5251 employment opportunities have been created. There is high visibility of the undertaken work and a large interest by the benefiting communities. Many beneficiaries are vulnerable people from all ages and gender.
