First review In compliance with the Review of Polling Districts and Polling Places Parliamentary Elections Regulations 2006, every Council in England and Wales must have undertaken and completed a review of the polling places in its area by 31 December 2007. Subsequent reviews Following the first review, the Council must then complete a further review of polling districts and polling places before the end of the period of four years starting with the completion of the previous review. The last polling district and polling place review in Tandridge was completed in 2014. The Electoral Registration and Administration Act 2013 introduced a change in timing of compulsory reviews. The next compulsory Polling District and Polling Places Review must now be completed by 31st January 2020. Definitions a. Parliamentary Constituency The area designated by the Boundary Commission having separate representation in the House of Commons. This cannot be changed by the review. The division of the constituency into polling districts and polling places is the subject of the review. b. Polling Districts The geographical area is a sub-division of a constituency, ward or division into smaller parts within which a polling place can be determined, which is within easy reach of all electors from across the polling district. c. Polling Places The building or area in which polling stations will be selected by the Returning Officer d. Polling Station The actual room or area where voting takes place. This must be located within the polling place and designated for that particular polling district. This function is the responsibility of the Returning Officer. 5 The review process The Council is required to publish notice of the holding of a review. This has been carried out by way of a public notice posted at the Council Offices, Oxted and on the Council’s website. The timetable for the review is set out below: Publication of notice, consultation document Monday 29th July 2019 and maps Closing date for representations Monday 2nd September 2019 Consideration of all representations Tuesday 3rd September 2019 – Friday 13th September 2019 Report to Strategy and Resources Committee Thursday 26th September 2019 Full Council Thursday 24th October 2019 2020 Register of Electors published in Sunday 1 December 2019 accordance with new scheme Criteria for Polling Places and Polling Districts There are several factors to take into account when considering polling districts and polling places. Guidance from the Electoral Commission lists the following key considerations: Regarding polling district boundaries: • Boundaries: Are they well defined? For example, do they follow the natural boundaries of an area? If not, is it clear which properties belong in the polling district? • Location: Are there suitable transport links within the polling district, and how do they relate to the areas of the district that are most highly populated? Are there any obstacles to voters crossing the current polling district and reaching the polling place e.g., steep hills, impassable main roads, railway lines, rivers? Regarding polling places: • The location: Is it reasonably accessible within the polling district? Does

    Tandridge District Council HELAA 2016 Appendix 8 Additional sites for 2017 HELAA 2016 Appendix 8 – Additional sites for 2017 In accordance with the Council’s HELAA Methodology, new sites can be submitted to the process at any time; however, the Council will publish a closing date for any new submissions on its website each year to allow for a review of the HELAA to take place. For the 2016 HELAA this was in March 2016. During the intervening period between the closing date and the point of writing, a number of additional sites have been submitted. Cllr Rush is meeting with Highways Officers on 8th January raise the concerns and issues highlighted by resi- dents at the pre Christmas meeting.

    Tandridge Local Plan consultation Please write in now! Tandridge Council’s new Local Plan c laims 9,400 more houses are needed. The Council has identified sites for more than 1,500 around Smallfield and Burstow, mostly on Green Belt land How will the Plan affect you? The Local Plan sets the policy for future housing development in Tandridge District for the next 20 years. Once it is agreed, all planning applications will be decided in line with it, so it’s important to make your views known now. Although at this time there are no designated sites for major development in Horne listed on the local plan there are a significant amount of sites in the surrounding villages, notably, Smallfield, Lingfield and Felbridge. The Plan claims that 470 houses are needed every year, almost 4 times the current requirement. The increase has been assessed by a leading specialist consultant looking at population, demographics, migration and household size trends over the next 20 years. This scale of building would put intolerable and unsustainable pressure on infrastructure such as schools, health services, roads, rail services and parking which are already struggling to cope with the existing demand. What can you do? If you want to meet our local needs, protect the local environment, protect local infrastructure from being swamped by overdevelopment and achieve a reasonable and proportionate outcome for Tandridge....     HERD FEATURE THE TITSEY HERD I was rather surprised to be asked by the society to write a ‘history’ of the Titsey herd as we are relatively new to the breed only having bought the first animals in 2006 at the autumn sale at Ashford. I have managed the Pitchfont Farm for the Innes family since 1986 who have in turn farmed it since 1976. Pitchfont is effectively the home farm of the historic Titsey estate close to the commuter town of Oxted in East Surrey. The estates history can be traced back to 1534 when John Gresham of the city banking family bought the estate. The estate stayed by direct succession in that family until 1842 when the Gresham heiress married into the Leveson-Gower family. The last of the line, Mr. Thomas Leveson-Gower, who was Mr. David Innes guard- ian, died a bachelor in 1992. Fortunately, a private charitable trust had been formed in 1979 to perpetuate Titsey for public benefit. Pitchfont was farmed in hand as the Titsey Company Farms until 1976. There are records of cattle keeping here showing that there were herds of dairy cattle including Shorthorns and Guernseys. In 1965 the ‘Tyttsey’ pedigree herd of British Friesians was formed alongside these there was a small breeding herd of Aberdeen Angus. As time progressed and land came under the plough a more arable/dairy regime transpired. When Mr. and Mrs. David Innes took on the tenancy of Pitchfont in 1976 the pedigree Friesians became the Limpsfield herd which during my stewardship had evolved to the more prevalent Holstein.

The survey also identified a considerable area of contemporary courtyard, and some other significant features. Introduction Since G Leverson-Gower's 1864-5 excavations of the Roman villa on his estate, the site has remained undisturbed, and was largely earthed over as a conservation measure a decade or more ago. It is clear from a contemporary sketch that his excavations had been confined to the interior of the villa (Leveson-Gower 1869), which has since been classified as being of winged corridor type, perhaps with a hall-type inner structure (Smith 1978, 181). Coin^ndjjottery evidence suggests 3rd century occupation, possibly extending intoltie iS^nd and early 4th century as well (Bird 1987, 170-1, 175). The Titsey estate, in which the villa is sited, has a long and interesting history. Titsey Manor has Saxon and Norman antecedents, and was purchased by John Gresham (later Sir John, Lord Mayor of London) in 1534. So it remained until the early 19th century when it passed, through marriage, into the Leveson-Gower family.

Deadline approaching for grant applications Businesses in need of financial support have just over a week left to apply for the Additional Restrictions Grant. Applications for the grant, which offers a discretionary one-off payment to businesses severely impacted, but not forced to close by Covid-19, must be made by 20 June 2021. Details of eligibility and how to apply can be found on our website, along with information on all other financial support available for businesses, including the: Restart Grant Scheme, which offers one-off grants to eligible non-essential retail businesses and hospitality, accommodation, leisure, personal care and gym business premises, to help them reopen safely.
