The Board of Education encourages the public to attend board meetings and they are normally held on the second and fourth Tuesdays of each month at 7:00 p.m. in the City Council Chamber, City Hall, 501 Poli Street, Ventura.

The Board may consider and act on an agenda item in a different order or an item may be considered earlier or later than the estimated time. Additionally, discussion of the agenda items may be postponed to a future meeting.

Any individual with a disability, who requires reasonable accommodation to participate in a Board meeting, may request assistance by contacting the Superintendent's Office, 255 W. Stanley Ave., Suite 100, Ventura, CA 93001; (805)641-5000 ext.1014, fax(805)653-7855.

PUBLIC COMMENTS

Public comments are welcomed and encouraged by the Board. A member of the public who would like to address the Board they will be encouraged to fill out a "Speaker Card" prior to the item being called, on the evening of the meeting. No additional speaker cards will be accepted after the item being called, on the evening of the meeting. As stated in Board Bylaw 9323, a person wishing to be heard by the Board shall first be recognized by the president and shall then proceed to comment as briefly as the subject permits. Individual speakers shall be allowed three minutes on any agenda item with a cumulative total of five minutes for all agenda items. The Board shall limit the total time for public input on each item to 20 minutes. With Board consent, the president may increase or decrease the time allowed for pubic presentation, depending on the topic and the number of persons wishing to be heard. The president may take a poll of speakers for or against a particular issue and may ask that additional persons speak only if they have something new to add. Also, speakers will not be allowed to give their time to other speakers. The Board is prohibited from taking action on any item that is not part of the published agenda. POSTING INFORMATION

The agenda for regularly scheduled board meetings will be posted 72 hours prior to the meeting. The agenda for the special board meetings will be posted 24 hours in advance. c. RFP for After School Education and Safety (ASES) Program Service Provider The Ventura Unified School District (VUSD) will be issuing a Request for Proposals (RFP) for professional and qualified agencies to administer the after-school programs at various sites district wide commencing August of the 2020-21 fiscal school year. It is the intent of ASES program legislation to encourage schools and school districts to provide safe and educationally enriching alternatives for children and youth during non-school hours. The program creates incentives for es1ablishing locally driven after school education and enrichment programs. Agencies desiring to operate an ASES program within VUSD must link with and support VUSD's vision for the program.

The process for evaluation will include using weighted values to appraise each criteria outlined in the RFP. Evalua1ion criteria may include Program Components, Firm Experience, Budget, Staffing and Community Partnership.

Overnight Out of the Tri-County and Ratification of'Fieldtrips Ratification of the Superintendent's approval for students from Buena High School's Boys and Girls Cross Country team to travel overnight and out of the tri-county to a CIF competition on November 14- 15 and November 22-23, 2019 is requested. This event was held at a Riverside cross country course, Riverside, CA, Riverside County. Twenty-four students and four chaperones attended on both dates. At least one teacher or other certificated personnel accompanied students on this trip according to Administrative Regulation 6153. Transportation was provided by district vans and private vehicles. All required paperwork was on file at the school before departure.

Ratification of the Superintendent's approval for students from Ventura High School's Wrestling team to travel overnight and out of the tri-county to a tournament on November 22-23, 2019 is requested. This event was held at Carter High School, Rialto, CA, San Bernardino County. Fourteen students and two chaperones attended. At least one teacher or other certificated personnel accompanied students on this trip according to Administrative Regulation 6153. Transportation was provided by district vans. The trip will take place on February 26-28, 2020. Board approval is requested to send fifty-nine students and six chaperones to this field trip. 2. Consideration for Disposal of Obsolete, Surplus or Unusable Books - Various Schools Various schools in our district have a variety of books that have become obsolete. It is recommended that they be disposed of in accordance with Education Code Section 60510. Due to Education Code, we are obligated to donate of sell qusable" books. The Business Services Department is currently storing obsolete books until they can make appropriate accommodations for recycling. A list of titles is available in the Educational Services Department. Board action is requested at this time.

3. Consideration for Buena High School Scoreboard Signs Buena High School is requesting consideration to replace the current sign (County Schools) in the Buena High School gym with a sign for Paradise Chevrolet. They are also requesting consideration to place the same sign along the fence of the base ba II field. The signs will be 5 feet 6 inches x 14 feet and will have a white background with the logo in blue and gold. Signarama will be the company that will provide and install the sign in the gym and Pete Vargas will be making the sign for the baseball field. This project has been coordinated with the Facilities Services Department.

University of California, Los Angeles (UCLA) Memorandum of Understanding 2020 The District entered into an agreement on behalf of the Ventura County Indian Education Consortium with UCLA for tutoring services for students participating in the Ventura County Indian Education Consortium. Tutoring will be held at Ventura High School from January- June 2020 on Wednesdays from 2:30-5:30 pm. Board approval of this agreement is requested. Resolution #19-271 Adoption of the 2019-20 Education Protection Account (EPA) School districts, county offices of education, and charter schools (LEAs) receive funds from the EPA based on their proportionate share of the statewide revenue limit amount, which includes charter school general purpose funding. A corresponding reduction is made to an LEA's revenue limit or charter school general purpose state aid equal to the amount of their EPA entitlement. Compliance with Proposition 55 requires all districts, counties, and charter schools to report an accounting of monies received from the EPA on their websites. VENTURA UNIFIED SCHOOL DISTRICT RESOLUTION #19-27

ADOPTION OF THE 2019-20 EDUCATION PROTECTION ACCOUNT (EPA) ALLOCATION

WHEREAS, the voters approved Proposition 55 in November 2016;

WHEREAS, Proposition 55 amended Article XIII, Section 36 to the California Constitution effective November 2016;

WHEREAS, the provisions of Article XIII, Section 36(e) create in the state General Fund an Education Protection Account to receive and disburse the revenues derived from the incremental increases in taxes imposed by Article XIII, Section 36(f);

WHEREAS, before June 30th of each year, the Director of Finance shall estimate the total amount of additional revenues, less refunds that will be derived from the incremental increases in tax rates made pursuant to Article XIII, Section 36(f) that will be available for transfer into the Education Protection Account during the next fiscal year;

WHEREAS, if the sum determined by the State Controller is positive, the State Controller shall transfer the amount calculated in the Education Protection Account within ten days preceding the end of the fiscal year;

WHEREAS, all monies in the Education Protection Account are hereby continuously appropriated for the support of school districts, county offices of education, charter schools and community college districts;

WHEREAS, monies deposited in the Education Protection Account shall not be used to pay any costs incurred by the Legislature, the Governor or any agency of state government;

WHEREAS, a community college district, county office of education, school district, or charter school shall have the sole authority to determine how the monies received from the Education Protection Account are spent in the school or schools within its jurisdiction;

WHEREAS, the governing board of the district shall make the spending determinations with respect to monies received from the Education Protection Account in open session of a public meeting of the governing board;

WHEREAS, the monies received from the Education Protection Account shall not be used for salaries or benefits for administrators or any other administrative cost;

WHEREAS, each community college district, county office of education, schools district and charter school shall annually publish on its Internet website an accounting of how much money was received from the Education Protection Account and how that money was spent;

WHEREAS, the annual independent financial and comp!iance audit required of community college districts, county office of education, school districts and charter schools shall ascertain and verify whether the funds provided from the Education Protection Account have been properly disbursed and expended as required by Article XIII, Section 36 of the California Constitution; Agenda, December 10, 2019 Page F11

WHEREAS, expenses incurred by community college districts, county offices of education, school districts and charter schools to comply with the additional audit requirements of Article XIII, Section 36 may be paid with funding from the Education Protection Act and shall not be considered administrative costs for purposes of Article XIII, Section 36.

NOW, THERFORE, IT IS HEREBY RESOLVED:

1. The monies received from the Education Protection Account shall be spent as required by Article XIII, Section 36 and the spending determinations on how the money will be spent were made at a public meeting of the Governing Board of Ventura Unified School District held on June 11, 2019;

2. In compliance with Article XIII, Section 36(e), the California Constitution, the Governing Board of Ventura Unified Schoo! District has determined to spend the monies received from the Education Protection Act as attached.

PASSED AND ADOPTED this 10th day of December, 2019 by the Governing Board of the Ventura Unified School District of Ventura County, California by the following vote:
