1 INTRODUCTION AND SUMMARY

1.1 This report has been written to complement GMTU Reports 1387, ‘Transport Statistics Greater Manchester 2007’ and 1408, ‘Road Casualty Statistics Greater Manchester 2007’. Whereas those reports present statistics for Greater Manchester, this report focuses on Wigan and compares it to Greater Manchester where appropriate.

1.2 The key points from the report are summarised below.

Key Facts

• Wigan has a population of 305,500 and covers an area of 188 square kilometres.

• There are 1,140 km of road consisting of 17 km motorway, 117 km A road, 55 km B road, 68 km other classified road and 884 km unclassified road.

• The average daily flow per kilometre is 90,600 vehicles on motorways, 16,800 on A roads and 11,600 on B roads.

• There were 761 injury accidents in Wigan during 2007 resulting in 1020 casualties. 99 casualties were killed or seriously injured (KSI).

• Wigan was awarded an allocation of £4.850 million through the LTP process in 2008/9, £2.449 million for integrated transport and £2.401 million for maintenance.

Traffic Flows 2007

• The highest estimated 24-hour Annual Average Weekday Traffic (AAWT) flow was 136,800 vehicles on the M6 between Junctions 24 and 25.

• The busiest all-purpose road was the A49 Wallgate where the estimated 24- hour AAWT flow reached 51,900 vehicles on the stretch west of Pottery Road.

• This site also had the highest 12-hour pedal cycle flow with 195 cycles recorded between 07:00 and 19:00.

• The average 12-hour A and B road pedal cycle flows in Wigan are 59 and 47 cycles respectively, lower than the Greater Manchester averages of 86 and 87.

Traffic Growth

• 24-hour weekday flows on motorways in Wigan increased by 2% between 2006 and 2007 compared to a 1% increase in Greater Manchester.

• 12-hour weekday flows on A and B roads remained the same in Wigan and Greater Manchester between 2006 and 2007.

• Since 1993, traffic flows on A and B roads in Wigan have increased by 5%

compared to 2% in Greater Manchester and 4% nationally.

Annual Vehicle Kilometres

• 562 million vehicle kilometres were travelled on motorways, 717 million on A roads and 238 million on B roads.

• Motorways, A roads and B roads in Wigan carried 11% of the major road traffic in Greater Manchester on 14% of the major road network.

Traffic Composition

• Motorways: 72% cars, 13% light goods vehicles (LGVs) and 14% other goods vehicles (OGVs).

• A roads: 78% cars, 14% LGVs and 5% OGVs.

• B roads: 82% cars, 12% LGVs and 2% OGVs.

• There was a greater proportion of goods traffic on motorways in Wigan than in Greater Manchester as a whole .

Rail Patronage

• The number of boarders travelling inbound to Manchester in 2007 was just over 4,400 in the peak (07:30-09:30) and just over 3,300 in the off-peak (09:30-13:30). These figures represent increases of 13% and 6% respectively since 2006.

Bus Mileage

• 6.9 million bus miles were operated in Wigan in 2007. This was 1% less than in 2006, but 53% higher than the pre-deregulation level.

• Wigan accounted for 10% of Greater Manchester bus mileage. 17% of the bus miles were subsidised as opposed to 20% in Greater Manchester.

Key Centre Monitoring

• The number of vehicles crossing the cordon into Wigan town centre in 2006 was almost 3,100 in the morning peak, just over 3,100 in the off-peak and over 2,300 in the evening peak.

• This represents decreases of 13%, 20% and 15% respectively on car numbers in 1997.

• The modal share in 2006 was 39% car and 61% non-car in the morning peak, 38% car and 62% non-car in the off-peak and 43% car and 57% non-car in the evening peak.

• Between 2003 and 2006 car trips have decreased, non-car trips have increased and trips overall have increased in the morning and off-peak periods. All trips have decreased in the evening peak.

Road Traffic Casualties

• The total number of accidents in Wigan was 761 in 2007, 44% lower than the base years (1994-1998) and 16% lower than in 2006.

• The total number of casualties in Wigan was 1020 in 2007, 46% lower than the average of the base years (1994-1998) and 20% higher than in 2006. • The 2005-2007 three-year average number of KSI casualties for 2006 was 27% below the base.

• The 2005-2007 three-year average for 2006 for child KSI casualties was 46% below the baseline average.

• Slight casualties in 2007 were 47% below the baseline average.

Congestion

• The most congested time of day on A and B roads (with a 30mph speed limit) was between 08:30 and 08:45 with average speeds of 15.7 mph.

• The most congested routes in the morning peak (08:00-09:00) were:

• A5209/A49 Standish (towards Wigan) • A577/A58 Hindley (towards Wigan) • A49/A573/B5238 south of Wigan town centre • A572/B5207 Lowton (towards A580) • A577/A572 Moseley Common (towards A580) • A58 Ashton-in-Makerfield • B5206 (both directions)/ A577 (towards Wigan) Orrell • Twist Lane towards Leigh eastbound • Links in Wigan town centre • A579 Atherton

Traffic Flows 2007

2.1 Road traffic figures and traffic growth for Wigan must be treated with caution since the sample size for a single district is smaller than for the county as a whole. Appendix 1 gives 24-hour annual average weekday traffic (AAWT) and the most recent 12-hour (07:00-19:00) pedal cycle flows for all major road links in Wigan. • The highest motorway flow was 136,800 vehicles recorded on the M6 between Junctions 24 and 25.

• The busiest all-purpose road was the A49 Wallgate on the stretch west of Pottery Road where the traffic flow reached 51,900 vehicles.

• The second list in Appendix 1 shows that this site also had the highest recorded 12-hour pedal cycle flow with 195 cycles recorded between 07:00 and 19:00.

• Average 12-hour pedal cycle flows on A and B roads in Wigan were 59 and 47 respectively. These were lower than the Greater Manchester averages of 86 and 87.

Motorway Traffic Growth 2006-2007

2.2 Table 1 gives 24-hour average weekday traffic flows on three motorway sections in Wigan surveyed either by automatic traffic counter (ATC) or manually in 2007, together with percentage changes in flow since 2006. Countywide figures based on 51 motorway sections are also given. • Traffic flow at the surveyed sites showed an increase of 2% compared with a countywide increase of 1%.

A and B Road Traffic Growth 2006-2007

2.3 Table 2 gives average 12-hour weekday traffic flows on A and B roads in Wigan in 2007 together with percentage changes since 2006. The figures for A and B road growth are based on counts on 16 of the 104 A and B road links in Wigan. • All motor traffic flows on A and B roads in Wigan and Greater Manchester remained the same between 2006 and 2007.

Traffic Growth Since 1993

2.4 Figure 1 and Table 3 illustrate local and national traffic growth since 1993. Traffic growth for Wigan and Greater Manchester has been based on 12-hour average weekday flows on a sample of A and B road links throughout Wigan and Greater Manchester. National growth is based on average 24-hour daily traffic flow data for major urban A roads published in Table 2.1 Road Statistics 2007: Traffic, Speeds and Congestion DfT. • Since 1993, traffic has grown by 5% in Wigan, 2% in Greater Manchester and 4% nationally.

Annual Vehicle Kilometres 2007

2.5 Table 4 shows annual vehicle kilometres on major roads in Wigan and Greater Manchester in 2007. • Motorways made up 9% of Wigan’s major road network (motorways, A roads and B roads) and carried 37% of major road traffic. In the county as a whole, motorways made up 12% of the major road network and carried 44% of major road traffic.

• Motorways carried 52% of all goods traffic on major roads in Wigan.

• A roads made up 62% of Wigan’s network and carried 47% of the traffic. These proportions are very similar to Greater Manchester as a whole where A roads formed 61% of the major road network and carried 44% of the traffic.

• B roads made up 29% of Wigan’s network and carried 16% of the traffic. These figures are broadly similar to Greater Manchester where B roads formed 27% of the major road network and carried 11% of the traffic.

• Motorways, A roads and B roads in Wigan carried 11% of the major road traffic in Greater Manchester on 14% of the road network.

Traffic Composition 2007

2.6 Table 5 shows the percentage composition of traffic in Wigan in 2007 compared to Greater Manchester as a whole. • There was a greater proportion of goods traffic on motorways in Wigan than in Greater Manchester as a whole.

Rail Patronage

3.1 Tables 6 and 7 compare rail patronage in the Wigan/Bolton corridor and in Greater Manchester as a whole in 1991 and from 1998 to 2007. Comparisons are based on boarders of trains inbound to Manchester. • The number of inbound boarders on the Wigan/Bolton corridor increased by 13% in the peak and 6% in the off-peak period between 2006 and 2007. This compares with a 7% increase in Greater Manchester during both periods.

All other figures are estimates based on all available counts each year. Industrial Action: There was sustained industrial action in 2002 by employees of First North Western and Arriva. While the surveys avoided all strike days, the work to rule by First North Western staff in particular may have had an effect on passenger numbers.

3.2 Table 8 shows the number of passengers boarding and alighting trains inbound to and outbound from Manchester at all stations in Wigan.

3.3 Tables 9 and 10 show the number of passengers boarding and alighting Manchester bound trains in Wigan for 1991 and 1998 to 2007 in the morning peak (07:30-09:30) and off-peak (09:30-13:30) respectively. All stations in Wigan are shown together with passenger numbers where available.

Bus Mileage

3.4 The information on bus mileage presented below is extracted from the GMPTE’s database of bus services registered by bus operators.

3.5 GMTU does not currently undertake bus patronage monitoring. Any information on trends in bus patronage should be obtained from GMPTE.

3.6 Table 11 shows commercial and subsidised annualised bus mileage from 2002 to 2007 and in 1985 (pre-deregulation year).

• Total bus mileage in Wigan fell by 1% between 2006 and 2007. This compares with a decrease of 6% in Greater Manchester

• Commercial mileage accounted for 83% of all bus mileage in Wigan and during 2007 compared to 80% in Greater Manchester.

• 10% of total bus mileage in Greater Manchester was operated in Wigan.

3.7 Table 12 shows bus mileage by time of day and day of week in Wigan and Greater Manchester.

• Bus mileage in Wigan decreased in all time periods between 2006 and 2007 with the exception of the weekday off-peak period which remained the same.

• The proportion of commercial mileage was lower in Wigan than in Greater Manchester on weekdays between 20:00 and 22:00 and on Sundays.

• Wigan had its lowest percentage of Greater Manchester mileage on Sundays.

4 KEY CENTRE MONITORING

4.1 Traffic and Metrolink counts were conducted on a cordon around Wigan in 1997. Since then, Wigan has been surveyed on a three yearly cycle (2000, 2003 and 2006) to monitor progress towards key objectives in the first Greater Manchester Local Transport Plan (GMLTP) and its successor, GMLTP2. Pedestrian surveys were added to the programme in 2003.

4.2 This report presents trends in road traffic and modal share. Data from the GMPTE’s Continuous Passenger Sampling Survey (CPS) has been used to estimate bus trips in lieu of data from a more expensive bespoke cordon survey. This data is not designed to give an accurate picture of bus passengers at a local level.

Road Traffic - Inbound

4.3 All vehicles crossing cordons into Wigan key centre and the Robin Park development were counted in the three time periods 07:30-09:30, 10:00-12:00 and 16:00-18:00 on a typical weekday in March 2006.

4.4 Tables 13,15 and 17 give traffic counts at individual key centre cordon sites in March 2006 by time period. Tables 14, 16 and 18 give counts at Robin Park sites. Figure 2 shows the locations of the sites and key centre boundary.

4.5 Tables 19 and 20 present, respectively, traffic entering Wigan key centre and Robin Park in 1997, 2000, 2003 and 2006 together with an index of change between 1997 and 2006.

• Since 1997 the number of vehicles crossing the cordon into Wigan town centre has fallen by 13% in the am peak, 20% in the off-peak and 15% in the pm peak.

• However, the number of LGVs increased by 12% in the morning peak and off- peak remaining unchanged in the evening peak.

• The increase in LGVs largely offset the decrease in OGVs, except in the evening peak.

• Increases in trips to the Robin Park development ranging from 64% in the pm peak to 104% in the am peak demonstrate the continuing development of the area since 1997.

• The strongest growth was in car traffic.

• OGV traffic declined, but this decline was more than offset by the growth in LGVs.

4.6 Car occupancy surveys were conducted at three sites on the Wigan key centre cordon in 2006. Table 21 shows the observed occupancy rates by period and by site. • The average occupancy rates in 2006 were 1.48 in the morning peak, 1.52 in the off-peak and 1.34 in the evening peak.

24-Hour Traffic Profiles into Wigan Key Centre

4.12 For GMLTP2, the DfT requires an annual count using automatic traffic counts of traffic on busy roads (more than 2,000 vehicles per day) approaching key centres in Greater Manchester, just outside the areas where key centre parking occurs. However, it was agreed with the DfT that these counts should be undertaken on the key centre cordons for consistency with and to complement and add value to the other key centre monitoring. The counts are continuously undertaken for at least two weeks. The indicator for the DfT (LTP6) covers the morning peak period (07:00-10:00). Table 28 provides a comparison of the results of the surveys conducted in 2007 and 2008 for this time period and for a 24-hour average weekday. A list of the sites that meet the DfT requirement, a summary of all sites and individual profiles for each site are provided in Appendix 3 of this report. The decrease over the whole day is 5%.

• The large increases on Station Road were due to new developments in the area. There has probably also been re-routing from the other routes to Station Road.

5 ROAD ACCIDENTS AND CASUALTIES 5.1 There were 761 accidents in Wigan during 2007, 44% lower than the base years (1994-1998) and 16% lower than in 2006. The total number of casualties in Wigan was 1020 in 2007, 46% lower than the average of the base years (1994- 1998) and 20% higher than in 2006. There were 99 killed or seriously injured (KSI) casualties in 2007 compared with an average of 147 KSI casualties in the base years.

5.2 Local targets for 2010 have been set as part of the second Local Transport Plan (GMLTP2). These are a 50% reduction for KSI casualties, a 55% reduction for child KSI casualties and a 30% reduction in slight casualties relative to base years average. Unlike the first Local Transport Plan (GMLTP), the annual figures for the KSI casualties and Child KSI casualties are represented by a three-year average. Thus the average of 2005, 2006 and 2007 represents 2006. This has been done to reduce the variability due to the statistically small number of casualties in these groups. The targets are all more rigorous than the national targets which are for a 40% reduction in KSI casualties, a 50% reduction in child KSI casualties and a 10% reduction in slight casualties per vehicle kilometre.

5.3 Table 28 shows the average number of KSI and Child KSI representing the Base and the years 2000 to 2006 along with the GMLTP2 target. Table 29 shows slight casualties for the Base, the years 2001 to 2007 and the GMLTP2 target.

• The three-year average number of KSI casualties for 2006 was 27% below the base.

• The three-year average for 2006 for child KSI casualties was 46% below the baseline average.

• Slight casualties in 2007 were 47% below the baseline average.

5.5 Figures 3 to 5 show graphically the number of casualties in each of the three target groups from 1985 onwards. Figure 6 shows how the trend in all casualties in Wigan compares to the Greater Manchester average.

5.6 Finally, Figures 7 and 8 show the trends over the last five years by casualty type for all casualties and child casualties respectively.

6 CONGESTION

6.1 The congestion data presented below comes from the Mott MacDonald CJAMS System which is based on vehicle tracker data used under licence from ITIS Holdings. Journey times from CJAMS form one of the inputs to the congestion indicator LTP7 in GMLTP2. This report makes use of two indicators of congestion: journey time rates in minutes per mile and speeds in miles per hour.

6.2 The journey time rates are the sum of the average link times divided by the sum of the link lengths for the set of links and time period under consideration. The link times are the average of observations for the 12-month period running from September to August. All journey time rates are for an average weekday excluding school holidays.

6.3 Tables 35 and 36 show respectively average journey time rates and speeds for A and B roads with a 30 mph speed limit, for 2003/04, 2004/05, 2005/06 and 2006/07. For comparison, the 2006/07 journey time rates and speeds for Greater Manchester are also shown.

6.4 Figure 9 illustrates the change in average journey time rates in Wigan over the last four years for various time periods. Figure 10 illustrates average journey time rates by quarter-hour time period for the last three years in Wigan and Figure 11 illustrates average journey times by quarter hour time period during 2006/07 for Wigan and Greater Manchester. Congestion maps showing average speeds can be found in Appendix 4.

• Average journey time rates increased during all time periods between 2003/04 and 2005/06 but have decreased since 2005/06, particularly in the peak periods.

This appendix includes the following information for Wigan:

• A list of traffic flows on major roads sorted by road class and all motor flow.

• A list of traffic flows on major roads sorted by 12-hour pedal cycle flow.

The motor vehicle flows are estimates of the 24-hour, annual average weekday flows. They are based on 12-hour manual classified traffic count and ATC data collected as part of the Greater Manchester monitoring programme. They represent the flow at a specific point on each link. Flows on links not counted in 2007 have been estimated by applying average countywide growth factors to earlier counts. Therefore the flows given here, whilst being our best estimates for 2007 cannot be used to indicate growth since 2006 on individual links.

Two sets of pedal cycle flows are presented: the counted 12-hour flows and an estimate of 24-hour AAW pedal cycle flows for 2007 using factors derived from a set of ACC data.

Maps showing motor vehicle flows, pedal cycle flows and DfT link numbers are included in Appendix 4.

This section presents profiles of traffic entering the key centre, derived from automatic traffic counts over two consecutive weeks in April 2008 on roads with at least 2000 vehicles per day.

The first sheet presents total traffic flows. The five day average flow for time period 0700-1000, combined with those from the other key centres in Greater Manchester (excluding Manchester), provides the baseline for the mandatory indicator LTP6b: Peak traffic flows to other Greater Manchester key centres.

The second and subsequent sheets present data for each site as follows:
