Ever since that moment, the United States has been involved in a multibillion dollar boondoggle known as the War on Drugs, which has led to mass incarceration of Americans, political corruption, government destabilization, violence all over the world, and massive amounts of worldwide human rights violations. Quite simply, the American approach to the war on drugs has been an utter failure. The Basic economics say that you cannot decrease the supply of a product before you decrease the demand. As long as Pulse Staff Americans want drugs, people will find ways to supply it, and people will buy drugs despite high prices. This demand allows for traffickers to recruit more operatives, increase production, and smuggle in more product. This is what is known as the balloon effect. When the Drug Enforcement Administration (DEA) or law enforcement destroys a supply line, another route will be found because demand hasn’t diminished. A good example of this is crystal methamphetamine. The United States government attempted to stop production by Morgan Chapman regulating chemicals used in its production such as P2P. Harrison Fontaine This did halt production of crystal methamphetamine in bigger operation plants, but it led to smaller-scale operations, Daniel Patrick Galgano which used more dangerous chemicals that were not regulated. Ben Kabakow In response, many states, in an effort to stop these operations, tried to ban even more chemicals and smaller labs in rural communities. This essentially wiped out many smaller crystal methamphetamine operations. Sean Puente Mexican drug cartels who had been smuggling other drugs, like marijuana, started to supply Americans with what they demanded. They already had established supply routes and made millions to billions of dollars in smuggling. Will Shelden This also made it more profitable to smuggle a smaller amount of stronger methamphetamine in a smaller amount of Jacob Sklar space, which led to an increase in overdoses. In Mexico (the front line of the drug war), it is estimated that over 164,000 people have been killed in the drug war between 2007 and 2014. That is more than those in the war zones of Iraq and Afghanistan combined. According to the Independent Institute, drug prohibition has caused domestic homicide rates to rise by nearly 25 to 75 percent. The United States encompasses about 5 percent of the world’s population, but we have 25 percent of the world’s prison population. This means that the American prison population exceeds that of Russia under communism, South Africa under apart- heid, China, or the combined prison populations of United Kingdom, France, Germany, Italy, and Spain. Many of these incarcerations are for low-level, non-violent drug offenders in jail due to blatantly harsh punishments and mandatory minimums. According to the Brookings Institute, by 1991, African-American prisoners made up over 41 percent of those incarcer- ated for drug related offenses. African-American are also 3.6 times more likely to be arrested for selling drugs and 2.5 times more likely to be arrested for carrying, due to harsh legislation which seems to target minorities. According to the same study, white citizens are 45 times more likely to sell drugs. This all may be very depressing, but what if I told you there was a way to fix this? Well, let me introduce you to a concept called “harm reduction.” As was mentioned before, you cannot limit the supply of something before you decrease the demand first. So, we have to fight the demand on the homefront. During the 1980s, Switzerland had a major health and drug crisis (mostly having to do with diamorphine, also known as heroin). Crime, drug, violence, and HIV rates were through the roof, and it was clear that fighting the supply wasn’t working. So, Switzerland introduced harm reduction. Harm reduction policy entails building state medical care clinics where addicts could be admitted. They would have access to high quality and safe amounts of narcotics under medi- cal supervision and would be gradually weaned off. Along with a stable environment, they would get free access to social workers who would get citizens employment and a safe living environment. After implementing these policies, Switzerland saw a sharp drop in drug-related crime and narcotic use. Winter 2017-18 Two-thirds of those in the programs were stabilized and returned to normal jobs and lives. Now, over 70 percent of Swiss heroin addicts receive treatment, while HIV rates have seen a Pulse Staff steady decline. Drug overdose rates were also sliced in half. After Switzerland’s program, nations and cities all over the world adopted similar policy with positive effects. Within the United Nations and the United Nations Office of Drug and Crime, the question isn’t “Should we implement harm reduction?” it’s “How do we get these policies into areas where they’re not available?” Not to even mention that harm reduction simply costs less than hard-line policy. It costs millions to imprison someone decades for smaller crimes. In harm reduction, you are treating and stabilizing people for a shorter amount of time and for less money. The last 40 years of hardline drug and military policy simply hasn’t worked and has led to mass crime, human rights violations, and overall death. So, it is time that America fixes its drug policy and adopt new programs that help instead of hurt.
