Merthyr Tydfil County Borough Corporation; Rhymney Valley Water Board (Gelligaer, Caerphilly, Bedwellty, Rhymney, and Bedwas and Machen Urban District Councils); Pontypridd and Rhondda Joint Water Board (Pontypridd and Rhondda Urban District Councils); Llantrisant and Llantwit Fardre Rural District Council Corporation; and Aberdare Urban District Corporation. The board also supplied water in bulk to Barry Municipal Borough and Cardiff County Borough Corporation (confirmed by the Cardiff Corporation Act 1943).
