#Youthdebate, being key to the programme, will be present throughout the Council. Council will also make the first decisions for the 2014 Common Green election campaign.

“Who owes whom? Citizens’ Initiatives for the Audit of Debts“ GEF workshop with Fundacion EQUO and Fundacio Nous Horitzons FRIDAY 15:45 (room Helsinki)

Across Europe, the dramatic social impact of austerity measures meant to reduce and repay public debt has resulted in increased civil disaffection for this way of handling the sovereign debt crisis. This led to the creation of citizens’ initiatives actively demanding for an audit of the public debt. Debt auditing aims to bring to the open the structure of public debt: How and why was the debt acquired and who are the lenders who hold the debt? What are the debt conditions and how do states repay? These initiatives aim to enable a bigger part of the population to understand the dynamics behind public debt in order to take part in the political debate around it. A Europe –wide network of these initiatives has been created in 2012. In Spain and Portugal, the citizens audit platforms denounce austerity, and question the legitimacy of public debts that have been accumulated through socialising private deficits. The networks point to the unjust and unequal repartition of the costs of the crisis and the high social consequences this implies. Under these circumstances, they regularly call for sovereign debt rescheduling and restructuring; solutions which have been among the most controversially debated, for example, in the framework of different Greek rescue packages. The aim of the workshop is to raise awareness of such movements and identify potential links to Green policy solutions related to the crisis.

“Recycling in Europe“ Workshop with Reinhard Bütikofer MEP SATURDAY 16:15 (room Lisboa)

Europe is heavily reliant on raw materials. It is the region with the highest net-imports of resources in the world, costing Europe nearly 90 billion EUR a year. Recycling plays a major role in not only securing raw materials at a cheaper price but also at a smaller environmental impact. Recycling 1 tonne of aluminium, for example, saves around 95 per cent of energy and 9 tonnes of CO2 emissions when compared to extracting and refining 1 tonne of aluminium from the ground.

The has a range of regulations in place, such as the Waste Electrical and Electronic Equipment (WEEE) Directive. Yet, room for improvement continues to exist with regards to European recycling rates, which differ greatly between the different EU Member States. In order to further promote the move towards a closed-loop economy, the will review specific aspects of the EU's waste policy and define best practices and guidelines. This Workshop aims to discuss the recycling policies of the EU and the local experiences on recycling in Catalunya. What are the obstacles to increasing European recycling rates? What policies should Greens in Europe be pushing for? And what best- practices, initiatives and activities have been positive for Green Parties that could be shared with other Greens?

“Food: the (agri)cultural revolution“ GEF Workshop SATURDAY 18:00 (room Atenas)

The 5th edition of the Green European Journal was titled “Food: the (agri)cultural revolution” and focused on the urgent need to change our system of food production, and the rebuild our relationship with the land. Following the (expected) interim defeat of significant CAP reform, what are the prospects for such change in the near-medium future? A panel of experts will discuss opportunities that exist at local, national and European level to make the system more environmentally sustainable, more equitable and more transparent. They will also share ‘best practice’ experiences. Among the issues to be considered are how to build support among the farming community for progressive measures, how to fund such changes at a time of austerity, what role exists for non- governmental movements such as transition and community gardens, and what economic benefits might such changes bring.

“The German energy transition in the European context - Possible approaches for Green actors in Europe“ Workshop organised by the Heinrich Böll Foundation SATURDAY 18:00 (room Paris)

In 2013, two years after the devastating Fukushima disaster, the German “Energiewende” is mapped out and is already transforming German energy policy. The discussion on impacts has, however, almost only been held within national borders. The consequential turnaround in is seen by its neighbors as partly irrational or even populist, and uncontrollable effects for the European energy supply are feared. Others praise the bold political move and are impressed with this clear commitment to Renewables. But the lack of a factual and mutual debate so far leads to numerous myths and fears with regard to the German Energy Transition, which shows that a constructive dialogue between all involved parties on either side of the border is crucial. At the same time, in the mid and long term, Germany will exhaust its national limits when expanding its shares of renewables beyond its national capacities. Thus, the Energy Transition will also be a showcase for the interdependencies and necessary interlinkages in the European energy landscape. Thus, a constructive exchange on challenges and opportunities of the German Energy Transition is indispensable for an effective European approach to the issue. Furthermore, it is an important contribution to a sustainable energy future in and for Europe. During this workshop we would like to discuss with you how the German Energy Transition is debated in your respective countries, which opportunities lie in cross-border and European cooperation, and how Green actors could approach these issues.

“The EU and Arms Exports“ Workshop with Reinhard Bütikofer MEP SATURDAY 18:00 (room Lisboa)

In most EU Member States Greens have repeatedly raised problematic arms exports to Arab Spring countries, the Middle East, but also to Asia, Russia and other countries or regions with a bad record regarding human rights, democracy and good governance.

According to the Stockholm International Peace Research Institute (SIPRI), the EU Member States, taken as a whole, outrank the US and Russia as the world’s largest arms exporter. An ever increasing proportion of European arms exports - 61% in 2011 - is being delivered to countries outside the EU. According to the 14th Annual Report of the Council on European arms exports Member States have authorized exports worth 37,5 Billion EUR. Biggest exporters are France (9,9 Billion), the UK (7 Billion), Germany (5,4 Billion), Italy (5,2 Billion), Spain (2,4 Billion), and Sweden (1,1 billion). 21% of these exports are to the Middle East and 8,9 % to Asia. Most shocking is the fact that Saudi-Arabia is the most important destination receiving 11,2 % (4,2 Billion) of European exports in 2011. Experts say that the figures for the coming year will be even higher for Saudi-Arabia and other Gulf states.

The main reason to put this issue on the agenda of the EGP Working Group is the urgent need to exange information and discuss Green positions in view of the upcoming national elections and especially the 2014 European elections. Greens have a very strong and clear position on arms exports and the recent trend - mainly caused by conservative governments - needs to be reversed.

Workshop on Sotchi Olympics with Jacqueline Cremers, EGP Secretary General SATURDAY 18:00 (room Dublin)

Participation: that is what the Olympic games are all about. The 2014 Sochi Winter Olympic games will be highly innovative expression of the spirit of modern Russia, and will bring sustainable positive change to the whole country, according to the online introduction. However, environmental degradation is taking place. Landowners have been displaced. Many people have been displaced from their land, from their gardens and houses for the Olympic buildings. They have been evicted for ridiculous compensation or in some cases forcibly relocated. Even before the games have started they hold a new record. They will be the most expensive Olympic Games the world has ever seen. At least 25% of the costs are due to corruption - very dirty business. There is also the geopolitical side to the games, with Chechnya and Dagestan are just around the corner. Because of this, security needs will be high. There will probably be very limited opportunities for the public to participate in the whole event. Anyone who looks caucasian will be under suspicion - particularly the indigenous population, but also construction workers. Those who are classified as public risks will not only be excluded from public events - they could be forbidden to leave their houses; the opposite of the idea of a free and open games. We would like to organise a first session on the Sochi games, to get an overview of the issues at stake, and to discuss a possible plan for action on some of these issues. At the Autumn Council we would like to invite some of the relevant NGO’s to a second workshop in order to prepare our joint Green opinion and possible action around the next Winter Games, that take place from 7 – 23 February 2014.
