MINUTES OF THE SENATE FEDERAL AND STATE AFFAIRS COMMITTEE

The meeting was called to order by Chairperson Bud Estes at 10:30 am on Monday, February 12, 2018, in room 144-S of the Capitol.

All members were present except: Senator – Excused Senator – Excused

Conferees appearing before the Committee: PROPONENT ORAL Colonel Mark A. Bruce, Superintendent Kansas Highway Patrol

Bill introductions Senator Oletha Faust-Goudeau introduced a bill concerning crimes and punishments of unlawful operation of an automobile that resembles an emergency vehicle.

The bill was accepted with objection.

Discussion on: Senator Estes opened the floor up to discuss and have possible action on SB328.

It was noted that SB328 has a number of technical changes requiring reworking.

Senator Rob Olson moved to recall SB328 for corrections, seconded by Senator Lynn Rogers. Motion carried unanimously.

Matt Sterling, Revisor of Statutes, gave an overview of the revisions needed to correct technical problems with SB328.

Senator Rob Olson moved that to have the technical errors corrected on SB328 , seconded by Senator . Motion Carried.

Senator Rob Olson moved to favorably pass SB328 as amended, seconded by Senator Oletha Faust- Goudeau. The motion passed on a voice vote.

The discussion and action on SB328 was closed.

Final action on: Chairman Bud Estes opened the floor for a hearing and possible final action on SB369.

Matt Sterling presented an overview on SB369.

Proponents

Colonel Bruce, Highway Patrol presented testimony in support of SB369. (Attachment 1)

Chair Estes asked if there were any questions from the committee and Senator Rob Olson asked if this bill could be put on the consent calendar if passed?

There were no objections to placing SB369 on the consent calendar. .

Senator Rob Olson moved to pass SB369 favorably and put on the consent calendar SB369, seconded by Senator Richard Hilderbrand. Motion carried.

Final action on SB369 was closed.

Final action on bills previously heard Chair Bud Estes opened the floor to work SB307.

Matt Sterling, Revisor of Statutes gave an overview of SB307.

Chair Bud Estes asked if there were any questions on the proposed amendments.

It was noted that on SB307 the committee would be working three amendments.

Senator Rob Olson moved to adopt the balloon for amendment on SB307 , seconded by Senator Jeff Longbine. The motion to adopt the amendment passed.

The proposed amendment was explained by, Matt Sterling, Revisor of Statutes. (Attachment 3)

Discussion ensued by Senators: Rob Olson, Lynn Rogers and Bud Estes.

Senator Rob Olson moved to adopt the proposed amendment for SB307 , seconded by Senator Bruce Givens. The motion was adopted on a voice vote.

It was noted that amendment three was regarding the bouncy house installment into the bill.

Matt Sterling, Revisor of Statues, gave on overview on the proposed amendment concerning the bouncy house installation. (Attachment 4)

Senator Rob Olson moved to adopt the balloon for amendment on SB307 , seconded by Senator Jeff Longbine. The motion to adopt the amendment passed.

Senator Richard Hilderbrand moved to pass the a conceptual amendment for SB307 to on page 6 strike lines 26-34,

Discussion ensued by Senators: Richard Hilderbrand, Bud Estes, Oletha Faust-Goudeau, Jeff Longbine, and Bruce Givens.

Senator Hilderbrand withdrew his motion.

Questions were asked and comments made by Senators: Lynn Rogers and Bud Estes.

Senator Rob Olson moved to favorably pass SB307 as amended, seconded by Senator Jeff Longbine. The motion was adopted by a voice vote.

Action on SB307 was closed.

Chair Bud Estes adjourned the meeting at 11:17a.m.
