Sidewalks and bike lanes should be prioritized to encourage mode shift which could help alleviate traffic congestion. This includes reducing the excessive number of curb cuts for parking, maximizing space for cyclists including, maintaining the existing buffered bike lanes, adding buffers where there are none, not counting the gutter in the bike lane widths, and adding physical protection wherever possible. Please also reduce traffic lanes on Montwood to two so they align with the existing sections beyond the project limits. For too long we have prioritized the convenience of drivers over the safety of pedestrians and people who ride bikes. To continue that approach is contrary to what we know about addressing traffic issues, promoting pedestrian access and safety, encouraging mode shift, and fostering economic development. Plan El Paso called for El Paso to become the least car dependant City in the Southwest, and what I understand about this project says it will actually do exactly the opposite. It's time to stop making the same mistakes, and start making El Paso more walkable and liveable.

The Texas Department of Transportation (TxDOT), El Paso District, will conduct a public meeting for the proposed Intersection Improvements at FM 659 (Zaragoza Road)/Montwood Drive/Loop 375 on:

Tuesday, April 4, 2017 5:00 p.m. to 7:00 p.m. Montwood High School Cafeteria 12000 Montwood Drive, El Paso, Texas 79936

The Public Meeting will be an open house format. The Public Meeting will be held from 5:00 p.m. to 7:00 p.m. The purpose of the meeting is to provide updated information about the proposed project and gather input from the public. Maps of the project area and other displays will be available for review and comment. Project Team will be available to answer questions.

The purpose of the proposed Project is to provide connectivity, with the extension of FM 659 (Zaragoza Road), between Loop 375 and Montwood Drive. Improvements also include illumination, bicycle lanes, and sidewalks within the project limits. The proposed project is located on both existing right-of-way and approximately 4.90 acres of new right-of-way. No residential properties will be acquired. The proposed project will improve traffic operations by reducing weaving movements, improve bicycle and pedestrian access in the area through the addition of bike lanes and sidewalks, and improve connectivity/operations at the FM 659 (Zaragoza Road)/Montwood Drive/Loop 375 Intersection.

Persons interested in attending the public meeting with special accommodation needs are encouraged to contact the TxDOT El Paso District Public Information Officer, Jennifer Wright, at 915-790-4200 at least two working days prior to the meeting. TxDOT will make all reasonable efforts to accommodate other special needs as requested.

Written comments from the public regarding this project are encouraged. Comments may be submitted either at the Public Meeting or in writing within 15 days after the meeting. The purpose of the project is to reduce congestion and improve mobility at the FM 659 (Zaragoza Road)/Montwood Drive/Loop 375 Intersection, due to population growth in the area. NOTICE The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried‐out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.

A project location map is included in this handout. ______The purpose of the proposed Project is to provide connectivity, with the extension of FM 659 (Zaragoza Road), ______between Loop 375 and Montwood Drive.
