Despite these boundaries the reserve is closer to the Impendle Local Municipality and the access to the reserve falls within this municipal area.

The power station falls within the Lekwa Local Municipality which falls within the Gert Sibande District Municipality ( Figure 6.2 ). The 8km radius was deemed to be a feasible radius within which the ashing operations can take place. The original area proposed by Eskom for the continuous ashing facility is approximately 800 ha, for the remaining life of 41 years for this power station, which is located on the eastern and southern portion of the existing Tutuka Power Station ash disposal facility.
