Implementation Status Overview 1. The achievement of Project Development Objective, measured through the two key outcome indicator targets linked to access and condition of the network has been upgraded to satisfactory and has in fact exceeded the originally agreed mid-term review targets.

As regards overall implementation progress, as of end January 2014, for Component A, Program Support to PMGSY (valued at US$ 1340 million), the overall project approval/ clearance has reached Rs. 110,920 million (about US$ 1.85 billion), overall contract award Rs. 73,201 million (about US$ 1.22 billion) and expenditure has reached Rs. 24,620 million

(about US$ 410 million). For component B, Institutional Strengthening (valued at US$ 60 Million) the overall commitment at US$ 13.3 million and utilization at US$ 1.3 million is still low. The overall disbursements, as of end January were US$ 501.88 million (36%) and are projected to reach US$ 650 million by end of the current Bank FY. The overall disbursements are still below the originally projected disbursements of US$ 850 million.The implementation progress has also been partially affected by irregular release of program funds to three participating states during October 2013 to January 2014. In December 2013, Bihar has been added as the eighth participating state in the program. While this would improve the overall allocation, procurement and expenditure for the project, relatively low capacity of implementation in that state could also add to the overall implementation challenges in the project.

Public Disclosure Copy Key Decisions Regarding Implementation Besides overall physical progress, the two other most critical aspects the project should focus on during the remaining project life are to (a) improve asset management/maintenance practices, and (b) to improve environmental and social safeguards management. While there has been progressive improvement of maintenance funds allocation and utilization by

the states, however, progress on developing individual rural roads maintenance policy and maintenance handbook for the participating states, undertaken through the ILO contract, is slow. More seriously, the critically important activities of maintenance funds tracking and formulation of performance based and community based maintenance contracts have not been initiated at all. Similarly, on social and environment safeguards management, it is imperative to deploy skilled and dedicated personnel both at NRRDA and state level to improve the overall monitoring and make a renewed effort on capacity building/training of all stakeholders. .
