129/2018 Members’ Declarations – a. Pecuniary/Registerable Declarations of Interests – Members must declare an interest, in an agenda item, which has been declared on their Register of Financial Interests form. b. Non-Pecuniary/Disclosable Interests – Members must declare non- pecuniary interests at the start of the meeting or whenever the interest becomes apparent. c. Declaration of Gifts – Members are reminded they must not accept any gift or hospitality with a value in excess of fifty pounds. d. Dispensations – Members to consider granting any written dispensations that have been received.

Smith / following discussion with Mr John Dunstan, Solicitor, i.r.o. legal advice on a Henwood number of issues, including Japanese knotweed and mine shafts on the site and an agreement regarding party fences. NOTE – Ms Claire Ottery, Legal Assistant CC had provided a copy of the Land Registry document and plan of the park. Previously emailed. b. Defibrillators – Minute 117b/2018 refers. Members to consider a possible defibrillator to be held in the telephone kiosk, Praze. NOTE – Came & Co, Insurance Brokers had advised Public Liability insurance is already held to cover the telephone kiosks. To cover them against loss or damage based on a sum insured of £9,000 (£3,000 each), will increase the annual premium payable by £39.64 including Insurance Premium Tax (IPT) which will increase the future annual premium to £1,966.36. However, Came & Co. have agreed there will be no pro-rata additional premium due until the next renewal date on 1st June 2019. A £250 excess applies to any one claim. The Clerk had accepted these terms. c. Leedstown Football Club – Members to consider the following matters: i. Goalposts – the Football Committee had agreed to move and reset the goalposts, fix and re-grass the goal areas. The goalposts will be rubbed down and painted and new nets fitted. The lockup will also be repainted. ii. Stantions – the Club’s application for grant funding to replace the stations had been unsuccessful. Members to consider replacements.

137/2018 Administrative Matters – a. General Data Protection Regulations (GDPR) – Minute 119a/2018 refers. Members to consider and adopt: i. Data Audit – copy attached. ii. Freedom of Information Publication Scheme – the Clerk had revised the publication scheme in accordance with the General Data Protection Regulations. Copy previously circulated for information. a. Remembrance Sunday – 11th November 2018.

i. Road Closure Notice – applied for on 6th August 2018.

NOTE – Service to be held in Leedstown Methodist Church. The Revd. Harry Chant will conduct the service at Leedstown and Ms Wendy Smith will conduct the service at the War Memorial.

NOTE – Members to appoint someone to laminate and put up the Members road closure notices. NOTE – First Kernow, the Doctors’ Surgery and the Police had been notified of the road closure application.

ii. Bugler / Piper – Members to identify a bugler or piper willing to play Members the Last Post. Failing that, to find a recording to be played at the Remembrance Ceremony. iii. War Memorial – Mr Stovell to be asked to clean the memorial prior to the service, together with that of the milestone. [Milestone Cottage on B3302 in Leedstown (SW604343)]. Minute 147c/2016 refers. The Clerk to ask Mr Stovell to clear leaves around the toilet area. Clerk

138/2018 Financial Matters – a. Accounts for Payment – schedule 2018/19-05. NOTE – the bank reconciliation to be made available for inspection. b. Budget Monitor – copy to be circulated at the meeting. Members to pay particular attention to items budgeted for, but not yet spent. c. The Plan Electricity Supply – Minute 120a/2018 refers. The last meter th reading for the Christmas Lights supply was 6 July. As the supply had been Cllrs. Smith / used by The Fair, Cllrs. Henwood and Smith to inspect the meter to [1] seek Henwood a means of securing the meter to prevent unauthorised usage and [2] provide a later meter reading. The Clerk to then request an appropriate contribution from The Fair.

139/2018 Parish Organisations – reports i.r.o. village halls and local school, which require Members’ attention. a. Nancegollan Village Hall – a new PC representative to be appointed to replace Cllr. Hodson. Deferred from the June meeting. Cllr. Tripp has put his name forward. b. Townshend Village Hall a new PC representative to be appointed to replace Cllr. Allan, who is unable to attend Sunday meetings.
