1. Introduction

1.1 INTRODUCTION 1.1.1 Optima Highways and Transportation Consultancy Ltd (Optima) has been appointed by Cushman & Wakefield to prepare a Transport Statement (TS) that considers the highways and transportation matters associated with the proposed change of use of the ground floor of Wellington House in Barnsley. 1.1.2 Wellington House lies on Market Street to the south of Barnsley Town Centre within the administrative area of Barnsley Metropolitan Borough Council (BMBC). BMBC is a Unitary Authority and consequently, as well as planning, has responsibilities for highways and transportation matters within its administrative boundary. 1.1.3 The location of Wellington House in relation to the local highway network is shown on Figure 1, an extract of which can be seen below in Image 1.1.

1.2 BACKGROUND AND PLANNING HISTORY 1.2.1 The Site forms part of Wellington House which itself is part of the former Cooperative building and is Grade II listed. The Site has most recently been used by BMBC for its HM Courts Tribunal Services and previously temporarily housed the Central Library. 1.2.2 Planning permission was granted in July 2014 for the change of use of second floor of Wellington House from offices (B1) to D1 (ref: 2014/0467). 1.2.3 Planning permission was granted in December 2013 for the change of use of a section of Wellington House to relocate Barnsley Central Library; change of use from B1 to D1 (ref: 2013/1256). This was submitted alongside an application for the change of use of the ground floor of building from B1 to Sui Generis. Replacement doors and internal works were carried out in respect of the use as BMBC’s HM Courts Tribunal Services (ref: 2013/1147). 1.2.4 There is no other planning history of relevance to this application.

1.3 SCHEME PROPOSAL AND SCOPE OF REPORT 1.3.1 This TS has been prepared to accompany a planning application relating to a change of use of the ground floor of Wellington House, Barnsley from sui generis (former public library) to a job centre (use class E). 1.3.2 Cushman & Wakefield is submitting the change of use planning application on behalf of the Department for Work and Pensions, to meet the needs of the Department to accord with new Covid-19 restrictions and limitations by providing additional facilities within Barnsley. The additional facilities will also cater for the expected rise in unemployment as a result of the prolonged Covid-19 pandemic. 1.3.3 The report has been prepared in accordance with the Department for Communities and Local Government (DCLG) ‘National Planning Practice Guidance’ published in 2014 which supersedes the Department for Transport (DfT) and DCLG’s ‘Guidance on Transport Assessment’ (GTA) document. Paragraph 109 of NPPF, February 2019 states that: “Development should only be prevented or refused on highways grounds if there would be an unacceptable impact on highway safety, or the residual cumulative impacts on the road network would be severe.” 1.3.4 This report sets out the transport impacts relating to the development proposals and considers the sustainability and accessibility of the Site, reviewing the provision and quality of connections to and from the surrounding areas. The document structure is as follows: • Section 2 - sets out the planning policy context in relation to transport matters; • Section 3 - describes the Site, its surroundings and existing transport conditions including access by all modes of transport; • Section 4 - sets out the development proposals and provides information on the likely trip generation and compares this with the likely trip generation from the extant use of the Site; • Section 5 - describes the accessibility of the Site by non-car modes including accessibility to local facilities / services; and • Section 6 - summarises and concludes the Transport Statement.

2. Planning Policy Context

2.1 INTRODUCTION 2.1.1 This section of the Transport Statement sets out planning policy context against which the proposed development is to be considered insofar as it relates to transportation and highway matters. It sets out the relevant statements of planning policy within the National Planning Policy Framework (NPPF) and within the statutory development plan that relate to the scheme. The Government also publishes National Planning Practice Guidance (NPPG) to explain how NPPF policy should be implemented.

2.2 NATIONAL POLICY

National Planning Policy Framework 2.2.1 The National Planning Policy Framework (NPPF) sets out the government’s policies for England and how these should be applied, providing a framework from which locally prepared development plans can be produced. It was first published in March 2012 and most recently updated on 19th February 2019. 2.2.2 Section 9 of the NPPF (paras. 102 to 111) is concerned with ‘Promoting sustainable transport’ with paras. 108 to 111 dealing with the consideration of development proposals. Paragraph 108 states that when assessing specific applications for development, “it should be ensured that: a) appropriate opportunities to promote sustainable transport modes can be – or have been – taken up, given the type of development and its location; b) safe and suitable access to the site can be achieved for all users; and c) any significant impacts from the development on the transport network (in terms of capacity and congestion), or on highway safety, can be cost effectively mitigated to an acceptable degree.” 2.2.3 Paragraph 109 of the NPPF states that “Development should only be prevented or refused on highways grounds if there would be an unacceptable impact on highway safety, or the residual cumulative impacts on the road network would be severe”. 2.2.4 At para. 110, NPPF provides details of what is expected from development proposals in terms of transport provision stating that: “Within this context, applications for development should: a) give priority first to pedestrian and cycle movements, both within the scheme and with neighbouring areas; and second – so far as possible – to facilitating access to high quality public transport, with layouts that maximise the catchment area for bus or other public transport services, and appropriate facilities that encourage public transport use; b) address the needs of people with disabilities and reduced mobility in relation to all modes of transport; c) create places that are safe, secure and attractive – which minimise the scope for conflicts between pedestrians, cyclists and vehicles, avoid unnecessary street clutter, and respond to local character and design standards; d) allow for efficient delivery of good, and access by service and emergency vehicles; and e) be designed to enable charging of plug-in and other ultra-low emission vehicles in safe, accessible and convenient locations.”

2.3 LOCAL POLICY

Sheffield City Region Transport Strategy (2011-2026) 2.3.1 The City Region Transport Strategy (2011-2026) (SCRTS) is part of the Third Local Transport Plan for South Yorkshire, which includes the districts of Barnsley, Doncaster, Rotherham and Sheffield. It is complemented by an implementation plan which explains how the strategic priorities identified in the SCRTS will be delivered. Due to its strong economic links to West Yorkshire, Barnsley also forms part of the Leeds City Region and is therefore also covered by the Leeds City Region Transport Strategy although as one of the four South Yorkshire districts, Barnsley’s transport priorities are fully addressed in the SCRTS. 2.3.2 The SCRTS has four goals for the transport system which are underpinned by a set of 26 policies: • To support the economic growth of the SCR; • To enhance social inclusion and health; • To reduce emissions from vehicles; and • To make transport increasingly safe and secure. 2.3.3 The SCRTS also sets out the desired outcomes of the strategy following the same themes identified in the four goals. A development according with Policies T3 ‘New Development and Sustainable Travel’ and T4 ‘New Development and Transport Safety’ of the Barnsley Local Plan will play its part in contributing to the desired outcomes of the SCRTS across all four themes.

Barnsley Local Plan 2.3.4 Following public consultation and examination by an Independent Planning Inspector, Barnsley’s Local Plan was adopted by Full Council on 3rd January 2019. 2.3.5 Policy TC1 supports Barnsley Town Centre as the dominant town centre in the borough. To ensure it continues to fulfil its sub regional role, the majority of new retail and town centre development will be directed towards Barnsley Town Centre. 2.3.6 The Local Plan sets out the vision for the future of Barnsley Town Centre, with the aim of establishing it as a premier 21st Century market town. The Economic Strategy 2012 – 2033 aims to ‘develop a vibrant town centre with a strong and growing retail and leisure offering a thriving and balanced business community’. 2.3.7 In order to achieve this goal focus is placed on “increasing job opportunities especially in office, creative and digital industries, information technology and professional sectors and strengthen the town centre as the economic focus for the Borough and attract inward investment”. 2.3.8 Importance is also placed on the promoting of a more efficient transport network, encouraging alternative modes of transport other than unsustainable use of the car, improving public transport facilities and managing cars more effectively through the approach to car parking.

2.4 SUMMARY 2.4.1 Wellington House is in a highly accessible and sustainable location with excellent pedestrian links to comprehensive public transport provision both by bus and rail. The change of use from Library to Job Centre will also assist in achieving the economic goals set out in the Barnsley Local Plan and therefore the development will accord with National and Local transport policy and guidance.

3. Site and Surroundings

3.1 WELLINGTON HOUSE AND THE LOCAL HIGHWAY NETWORK 3.1.1 Wellington House, the ground floor of which was previously in use as a Public Library, is located to the southern extent of Barnsley Town Centre and is bound by existing retail units to the north, Market Street to the east, Pall Mall to the south and Wellington Street to the west. 3.1.2 There is an adjacent public car park which is accessed from Wellington Street. Wellington Street runs on a north-south alignment for approximately 235m between Pit Street and A628 West Way, which forms part of a ring road round around part of Barnsley Town Centre. No right turn out is permitted at the Wellington Street/West Way signalised junction, traffic wishing to travel westbound along the ring road must do so by making a U-turn at the Alhambra Roundabout some 250m to the east. 3.1.3 To the west of Wellington Street, A628 is also part of a main radial route into Barnsley Town Centre from the M1 Motorway to the west. A628 Dodworth Road runs in an easterly direction from M1 Junction 37 Dodworth Roundabout towards Barnsley Town Centre, where it meets Shambles Street and Racecommon Road at the Townend Roundabout before continuing east as A628 West Way. 3.1.4 To the east of Wellington House, pedestrian access can also be gained from Market Street, which is signed as a pedestrianised zone with no vehicles permitted at any time unless for loading. Market Street functions as a secondary high street and as such provides direct frontage access to a wide variety of retail, leisure, health, beauty and hospitality businesses. Market Street links with Peel Square and Queen Street to the north which in turn are served via Eldon Street with a signalised pedestrian crossing point provided on Eldon Street. Eldon Street runs on a northeast to southwest alignment and provided access to . 3.1.5 There are no waiting at any time (double yellow lines) restrictions on both sides of Wellington Street and Pall Mall in the vicinity of Wellington House and a marked taxi only waiting area is also present on the southern side of Pall Mall. A signalised pedestrian crossing facility is also provided at the northern extent of Wellington Street at the Wellington Street/Pitt Street junction.

3.2 PEDESTRIAN AND CYCLE FACILITIES 3.2.1 As previously described, Market Street is designated as a pedestrian only zone with no vehicles permitted at any time unless for loading and as such provides a safe, continuous pedestrian link between the proposed Job Centre, Barnsley Town Centre and Bus Stops on Eldon Street. 3.2.2 Wellington Street is lit and flanked by footways of good varying width to either side of the carriageway. The traffic signal-controlled junction of A628 West Way/Wellington Street has controlled pedestrian crossing facilities on the A628 West Way western arm which provides a safe pedestrian link to westbound bus stops along A628 West Way. To the north of Wellington Street, a further controlled pedestrian crossing point is present at the Wellington Street/Pitt Street junction. 3.2.3 Barnsley Interchange, which includes a bus and railway station lies to the north-east of Wellington House and can be reached via a combination of Market Street, Eldon Street and Eldon Street North in under a 10 minute-walk. 3.2.4 There is a network of traffic free cycle routes and advisory on-road cycle routes in the vicinity of Wellington House and Barnsley Town Centre. To the east of Barnsley Town Centre, NCR 67 can be reached on a majority traffic free cycle route which commences to the south of Barnsley Interchange and runs along A628 Pontefract Road through the residential suburb of Measborough Dike.

3.2.5 NCR 67 commences to the south of Barnsley and, to the north, provides an easy route into Leeds City Centre.

3.3 PUBLIC TRANSPORT PROVISION

Bus 3.3.1 The nearest bus stop is located along A628 West Way westbound carriageway, it is provided with lay-by, timetable and shelter facilities. This bus stop can be accessed in under a 5 minute walk via Wellington Street utilising the signalised pedestrian crossing facilities at the A628 West Way/Wellington Street junction. This stop is located under 200m from the front entrance of the building and is served by bus service 43, as detailed in Table 3.1 below.

3.3.2 Notwithstanding the proximity of Barnsley Interchange (combining the bus and rail stations) to Wellington House, which provides access to and from a range of destinations across Barnsley and the wider region, a number of bus stops are also within a 5 – 10-minute walk of Wellington House, as illustrated on Figure 3. These stops are served by frequent services and provide additional, convenient links between the proposed Job Centre and the surrounding residential areas. 3.3.3 Residential areas to the north of Barnsley can be reached from Barnsley Bus Station, which is some 600m walk from Wellington House. Alternatively buses towards the Barnsley Interchange are available from the closest bus stop on the A628 West Way westbound carriageway, allowing interchange between services at the Bus Station. 3.3.4 Services towards to residential areas to the east of Barnsley can be accessed from stops on Sheffield Road/Taylor Row in under a 500m walk via Wellington Street & A628 West Way. Residential areas situated to the south of Barnsley Town Centre can also be reached from services available at stops on Sheffield Road/Taylor Row. 3.3.5 Areas to the west of Barnsley Town Centre can be accessed from stops on Eldon Street or New Street/Joseph Street with these stops being under a 250m or 400m walking distance respectively.

Rail 3.3.6 Barnsley Railway Station is some 600m walking distance from Wellington House and can be reached safely on foot, with most of the route formed of continuous footway/pedestrian only zones. The Station can also be reached within a 5 minute journey, by cycle. 3.3.7 Barnsley Railway Station is on the Northern Rail Hallam and Penistone Line, and in addition to being served by frequent services between Leeds, Sheffield and Nottingham, also provides quick and convenient travel to and from local stations serving the residential suburbs and small towns surrounding Barnsley.

3.3.8 The station provides access to Darton, Dodworth, Wombwell, Elsecar and Silkstone Common and the approximate journey times are as follows: • Darton – 5 minutes; • Dodworth – 6 minutes • Wombwell – 7 minutes; • Elsecar – 9 minutes; and • Silkstone Common – 10 minutes.

4. Development Proposals

4.1 GENERAL 4.1.1 As already identified, the planning application is seeking a change of use of the ground floor of Wellington House on Market Street in Barnsley from sui generis to a job centre (use class E). 4.1.2 The change of use is sought by the Department for Work and Pensions to provide an additional job centre within Barnsley to allow the Department to accord with new Covid-19 restrictions and limitations. The additional facilities will also cater for the expected rise in unemployment as a result of the prolonged Covid-19 pandemic. 4.1.3 The proposals at Wellington House are for some minor internal fitting changes to the building, which formerly operated as a Public Library.

4.2 STAFF NUMBERS AND HOURS OF OPERATION 4.2.1 The proposed Job Centre will employ approximately 25 staff, consisting of new staff and staff transferring from the existing Barnsley Job Centre. 4.2.2 The hours of operation are expected to be in line with those of the existing Job Centre which are as follows, Monday – Friday 9:00am – 5:00pm, except for Wednesday where the centre operates between 10:00am – 5:00pm.

4.3 TRAFFIC IMPACT 4.3.1 The ground floor of Wellington House is currently unoccupied. It temporarily housed Barnsley Central Library whilst the original library building on Shambles Street was demolished to accommodate the new Sixth Form College. The Central Library has now been permanently relocated at the Lightbox within The Glass Works development. 4.3.2 Adjacent to the building is a 38-space council owned car park, of which 4 spaces are delineated for the proposed use. 4.3.3 Traffic generated by the proposals is predicted to be minimal, with most trips already on the highway network, especially considering staff members transferring from the existing Job Centre. 4.3.4 Due to the finite amount of parking adjacent to Wellington House and within Barnsley Town Centre as a whole, it is fair to assume that employees and clients with local knowledge of the area will be more inclined to take sustainable modes of transport, avoiding the hassle of locating adequate and available parking. 4.3.5 Wellington House is situated in an extremely sustainable location within Barnsley Town Centre, with attractive bus and rail transport options available in close proximity offering quick and convenient travel to and from residential areas surrounding the Town Centre. The provision of a Travel Plan will also further assist the promotion sustainable travel to work, with personalised journey planning offered to staff. 4.3.6 It is also unlikely that the overall traffic generation will be perceivable over and above the usual daily fluctuations of peak hour traffic on this part of the local highway network. 4.3.7 It should also be remembered that very nature of the proposals (Job Centre) means that the people trying to access its services may be more unlikely to be in car ownership, insight into the this type of use has shown that the majority of people accessing the Site will do so by public transport.

4.4 CAR AND CYCLE PARKING PROVISION 4.4.1 There is a convenient pay and display public 38 space car park available, adjacent to the side of the building, within which 4 spaces are delineated for Wellington House. The car park is operated by BMBC, is pay and display and allows parking for up to 2 hours. 4.4.2 The closest long stay car park is located on Mark Street and has 57 spaces available. The car park can be accessed in under a 10 minute walk from Mark Street via Castlereagh Street and A628 West Way. 4.4.3 Barnsley Active Travel Hub provides secure cycle parking at Barnsley Interchange with up to 30 bike storage spaces available. This cycle parking can be reached in under a 10 minute walk and there are shower, toilet and changing room facilities also available.

5. Opportunities for Sustainable Travel

5.1 WALKING 5.1.1 The Chartered Institution of Highways and Transportation (CIHT) document ‘Providing for Journeys on Foot’ (2000) gives a range of acceptable walking distances depending on purpose. For Commuting / School / Sightseeing trips CIHT considers that a desirable walking distance is 500m, an acceptable walking distance is 1000m and a preferred maximum walking distance is 2000m. Within a Town Centre the same document suggests a range of 200m, 400m and 800m respectively for desirable, acceptable and preferred maximum walking distances. 5.1.2 GIS Network Analyst software has been used to plot typical walk times (up to 25 mins), which equates to a 2km journey to walk as shown on Figure 3 and Image 5.1.

5.1.3 Table 5.1 below summarises details of facilities and other features indicated on Figure 3 that are within the range of maximum walking distances.

5.1.4 As identified, Wellington House is located within the heart of Barnsley Town Centre, and as such benefits from a wide range of safe and convenient pedestrian facilities, which provide links to key local bus routes, Barnsley Interchange and surrounding retail opportunities. 5.1.5 In summary, the existing pedestrian infrastructure in the vicinity of Wellington House is of a very good standard and there is a wide range of facilities, amenities and public transport links within an acceptable walking distance as well as local residential areas where staff and clients may reside.

5.2 CYCLING 5.2.1 National and Local policy encourage sustainable development and a shift away from private car use, however, there are no specific recommended maximum cycle distances for access to services / facilities from new development stated within current policy. It is noted that the distances people will be willing to travel by cycle will be highly variable depending on the type of development, terrain, users and age profile as well as a perception of personal safety in the local environment. 5.2.2 However, Local Transport Note 2/08 (published by the Department for Transport) does provide a useful reference point; it indicates that an acceptable and comfortable distance for general cycling trips is considered to be up to 5km and the same guidance also refers to commuting cycle trips of up to 8km. 5.2.3 Whilst LTN 1/20, Cycle Infrastructure Design, July 2020, has replaced LTN 2/08 and has resulted in it being withdrawn, LTN 1/20 does not contain definitive recommended maximum cycling distances and therefore there is no reason to suggest that these distances are not still applicable. 5.2.4 Barnsley and many of its surrounding suburbs are within a 5km cycling distance from Wellington house. This includes Wilthorpe, Monk Bretton, Lundwood, Measborough Dike, Worsbrough, Dodworth and Pogmoor. 5.2.5 A cycle distance of 8km takes in further outlying areas including Royston, Cudworth and Stainscross as illustrated in Figure 4, an extract of which can be seen below in Image 5.2.

5.2.6 Given the large residential catchment areas within the 5km and 8km cycle isochrones and the availability of nearby cycle facilities it is considered that there is a good opportunity to for both clients and staff to travel to and from the proposed Job Centre by cycle.

5.3 PUBLIC TRANSPORT

Bus 5.3.1 The CIHT document, ‘Planning for Public Transport in Developments’, March 2009, suggests that the maximum walking distance to a bus stop should not exceed 400m. CIHT’s later document, ‘Buses in Urban Environments’, January 2018, recognises that people will walk further to access more frequent bus services. 5.3.2 The nearest bus stop on A628 West Way which are under 200m from Wellington House is served by the number 43 circular bus route and offers frequent and convenient travel to a number of surrounding residential areas including Pogmoor. 5.3.3 In addition, there are a number of stops within a 5–10-minute walk of Wellington House that offer routes serving the vast majority of surround residential areas within Barnsley as well as to destinations further afield. 5.3.4 It is also possible to access the bus and rail services at Barnsley Interchange, either by using the 43 bus service from stops on the A628 West Way or on foot in under 10 minutes.

Rail 5.3.5 The close proximity of Barnsley Interchange will encourage trips by rail especially by clients and staff travelling from the wider region. 5.3.6 It is therefore concluded that Wellington House is provided with excellent accessibility by public transport.

6. Summary and Conclusions

6.1 SUMMARY 6.1.1 This Transport Statement (TS) has been prepared to accompany a planning application for the change of use of the ground floor of Wellington House on Market Street in Barnsley from sui generis to a job centre (use class E). The TS has considered the highways and transportation aspects of the proposals. 6.1.2 The TS has examined the characteristics of existing transport infrastructure in the vicinity of Wellington House and within Barnsley Town Centre and predicts that development generated traffic will be minimal with no negative impact and it will also be indiscernible over and above the usual daily fluctuations in peak hour traffic flows on this part of the local highway network. 6.1.3 Wellington House is in a highly sustainable and accessible location with a wide range of local services and facilities that can be accessed on foot and by cycle in and around Barnsley Town Centre. It has been demonstrated that Wellington House is also accessible on foot and by cycle from local residential areas. 6.1.4 Public transport provision is excellent with frequent bus services operating from stops very close to Wellington House and from Barnsley Interchange only a 600m walking distance and offering both bus and rail connections. All surrounding residential areas can be reached from bus stops within a 10-minute walk of Wellington House. 6.1.5 The proposed change of use therefore accords with National and Local Policy in terms of its location and proximity to sustainable modes of transport.

6.2 CONCLUSIONS 6.2.1 From the work undertaken to prepare this Transport Statement it is concluded that there are no reasons on highways or transport grounds why the proposed change of use of Wellington House, formerly occupied as a public library, to a Government run Job Centre, should not be granted planning permission.
