Senator Troy Carter District - 7

Troy A. Carter is the youngest of six children. He was educated in the Orleans Parish Public School system and matriculated at Xavier University earning a Bachelor of Arts in Political Science and Business Administration. Troy Carter also studied at Carnegie-Mellon’s Graduate School of Urban and Public Affairs in Pittsburgh, Pennsylvania and served as an Adjunct instructor of Political Science at Xavier University of . He was awarded a Green Foundation Fellow to Harvard University, John F. Kennedy School of Government’s Program for Senior Executives in State and Local Government.

In June of 1990, then Council member Carter was selected by the American Council of Young Political Leaders (ACYL) to participate in an economic study tour of China as a National Delegate representing the United States.

Troy Carter has enjoyed a distinguished career in virtually every level of local and state government. He served for six years as the Executive Assistant to Mayor . In 1991, Troy Carter became the first African-American to be elected to the Louisiana House of Representatives from the 102nd District (Algiers). He served on the Education Committee, Municipal Parochial and Cultural Affairs Committee, and the Transportation & Highway Committee and served as the youngest floor leader representing the City of in the Louisiana House of Representatives.

In 1994, Troy Carter was elected to the representing District C, which includes the historic French Quarter and the New Orleans Westbank – once again, the first African-American to be elected to the position.

During his eight years on the city council, Councilman Carter served with distinction and was a driving force in the renaissance of New Orleans with an enviable record of achievement.

• District C enjoyed the largest decreases in crime rates.

• Large buses were banned from the French Quarter.

• The historic Treme Villa was restored.

• The creation of the Jazz Walk of Fame in historic Algiers.

• Restoration of streetcar service to Canal Street has been completed.

• Led efforts to battle homelessness in New Orleans.

• Secured more than one hundred million dollars in street repairs, parks, playgrounds and other capital projects for the district.

• Revitalized Canal Street through major street and sidewalk rehabilitation and development of the Ritz-Carlton and Canal/Bourbon Streets hotel projects.

• Development of Wal-Mart Super Center in Algiers; the first Supercenter in New Orleans.

• Expansion of Woldenberg Village in Algiers

• Renovation of Washington Artillery Park and The Moonwalk.

In 1997, Troy Carter again made history by becoming the first incumbent District C Councilmember in modern history to be re-elected without opposition.

Troy Carter has received numerous commendations for his outstanding contributions to encourage community empowerment and for his efforts to eradicate urban blight. In September 1992, during his first year as a state representative, Troy Carter was recognized by the Louisiana Municipal Association, which awarded him the Outstanding Legislator of the Year. He was also named to the “All Rookie Team 1993” by the late Louisiana political columnist John Maginnis. During his tenure as a state legislator, Troy Carter authored and/or cosponsored more than seventy-five bills, which have become law.

Troy Carter is committed to the community and serves on a number of civic associations. He has served as Chairman of the Board of Directors of the Boys and Girls Clubs of Southeast Louisiana; has served as a member of the board of Big Brothers/Big Sisters of Greater New Orleans, and is a charter member of 100 Black Men of New Orleans; a member of the Board of Directors of Touro Infirmary Foundation; The New Orleans Police Athletic League; Total Community Action; a member of the Advisory Board for Project DARE (Drug Abuse Resistance Education) and The Light House for the Blind in New Orleans. He is a Mason, in the Pride of Algiers Lodge; a member of the Kiwanis Club; the Lyons Club; association of Public Works Administrators (APWA); The Jugs Social Aid and Pleasure Club; Zulu Social Aid and Pleasure Club; and is a life member of Kappa Alpha Psi Fraternity, Incorporated; a member of the National Forum Committee; former Executive Officer of the Louisiana Legislative Black Caucus; a member of the African-American Professional Alliance; and a member of the Young Leadership Council of New Orleans. He was elected as a delegate to the 2000 Democratic National Convention.

As a Councilman, Troy Carter served as Chairman of the City Council Special Development Projects Committee and the Ground Transportation Committee, the Utilities, Cable/Telecommunications, and the Budget Committee. He was on the Board of Directors of the New Orleans Sewerage and Water Board where he served as Chairman of the Operations Committee. He was a member of the Board of Directors of The French Market Corporation, the Upper Pontalba Building Restoration Corporation; the New Orleans Tourism Marketing Corporation, the Great New Orleans Tourist & Convention Commission, The Canal Street Development Corporation and the Rivergate Development Corporation.

In 2015, Troy Carter was the first African-American to be elected and sworn in as Senator for District 7 of Louisiana. Since being elected he is Chairman of the Labor & Industrial Relations; he is a member of the Commerce, Judiciary C, Revenue & Fiscal Affairs, Coastal Restoration & Flood Control, Committee on Homeland Security and Military and Veterans Affairs Committees and Chairman of the Senate Democratic Caucus.

He is currently an elected member of the Orleans Parish Democratic Executive Committee, where he is the Chairman of District C. Troy is also the Chairman of the Board of the Algiers Development District. He most recently was elected as a delegate to the 2016 Democratic National Convention held in Philadelphia, Pennsylvania. Also, he was chosen to participate in at the State Legislative Leaders Foundation (SLLF) out of hundreds of applicants. This was held at the University of Virginia - Darden School of Business.

Troy Carter is also a successful entrepreneur. He is the Managing Partner of Policy & Planning Partners, LLC in New Orleans as well as the CEO of Commonwealth Investments, LLC.
