American Veterinary Medical Association Legislative Scorecard 113Th Congress American Veterinary Medical Association Legislative Scorecard 113th Congress July 16, 2013 The American Veterinary Medical Association’s Governmental Relations Division (GRD) advocates for federal legislative issues that will impact animal and human health and advance the veterinary medical profession. AVMA uses five classifications for its legislative priorities or issues: Active Pursuit of Passage – This means that a high priority application of AVMA resources will be expended to pass the bill. Support – This means that the AVMA supports the bill; however, it is not a high priority. A low priority application of AVMA resources should be expended on the bill. However, if asked, the AVMA is on record for supporting the bill. Non-Support – This means that the AVMA does not support the bill as written, and it is not a high priority. A low priority application of AVMA resources should be expended on the bill. However, if asked, the AVMA is on record of not supporting the bill. If applicable and appropriate, the AVMA may identify areas of the bill that would need to be changed for support of the bill to be a consideration. Active Pursuit of Defeat – This means that a high priority application of AVMA resources will be expended to stop the bill from becoming law. No Action – This means that the AVMA has reviewed the bill but has not taken a position. The GRD staff will continue to monitor the legislation and advise AVMA’s Legislative Advisory Committee should the legislation's status change. The legislative scorecard for the 113th Congress gives a snapshot of each Member of Congress’ support for the veterinary profession and AVMA’s high priority legislative initiatives, showing which issues are gaining and losing traction in Congress. It also shows the candidates that AVMA’s Political Action Committee has supported (guidelines for contributions are listed at the end of this document). AVMA Contact: Dr. Ashley Morgan, assistant director, GRD, 202-289-3210, [email protected] H.R. 1125 Veterinary Medicine Loan Repayment Program Enhancement Act exempts Veterinary Medicine Loan Repayment Program (VMLRP) awards from federal taxation at a rate of 39 percent. VMLRP recruits livestock and public health veterinarians to practice in areas of the country where they are needed to promote food safety and assist communities with agricultural needs. AVMA Contact: Dr. Ashley Morgan, assistant director, GRD, 202-289-3210, [email protected] H.R. 1518 Prevent All Soring Tactics Act amends the Horse Protection Act (HPA) to designate additional unlawful acts with relation to soring horses, strengthen penalties for violations, improve U. S. Department of Agriculture’s enforcement capabilities, and for other purposes. AVMA Position: Active Pursuit of Passage Resources: Take action here. AVMA Contact: Dr. Whitney Miller, assistant director, GRD, 202-289-3211, [email protected] H.R. 366 Animal Fighting Spectator Prohibition Act amends the Animal Welfare Act (AWA) to prohibit any person from knowingly attending an animal fighting venture or causing a minor to attend such a venture. It also sets civil and criminal penalties for violation. This is a companion bill to S. 666. This is a companion bill to S. 541. Kurt Schrader (D-Ore.) and Ted Yoho (R-Fla.), both licensed veterinarians, established the Veterinary Caucus to educate Members of the House of Representatives and their staff on the importance that veterinary medicine has to research, public health, animal health and welfare, food safety, and the economy.     Immigration Reform in the House – Republican Targets July 3, 2013 If there is a vote on comprehensive immigration reform with a path to citizenship in the House, it will pass with a bipartisan majority. If all but a handful of the House Democrats vote yes, and at least 20 Republicans from the list below come along, reform can easily clear the 218 necessary to pass the lower chamber. Looking at the list of 99 House Republicans below, it’s clear that capturing those 20 or so Republican votes is well within reach. Our target list includes several different groups of Republicans, such as: Republicans with growing numbers of Latino and Asian constituents. While redistricting has temporarily insulated many House Republicans from the “demographic cliff” their party faces if it caters only to white voters," at least 38 Republican members of Congress represent heavily Latino districts--and approximately 25 GOP members are in diverse swing districts where the growing Latino, Asian, and immigrant vote is crucial. These include California Republicans Jeff Denham, David Valadao, Gary Miller, Buck McKeon and Devin Nunes; Colorado Republican Mike Coffman; Florida Republicans Mario Diaz-Balart and Ileana Ros-Lehtinen (both of whom are longtime supporters of immigration reform); New York Republicans Peter King and Michael Grimm; and Nevada Republican Joe Heck. Republicans with agricultural or high-tech interests in their districts. Both the agriculture and high-tech sectors urgently need immigration reform to secure a 21st century workforce. Republicans who should support reform for the economic well-being of their districts include Judiciary Chairman Bob Goodlatte (R-VA), Spencer Bachus (R-AL),and Sam Johnson (R-TX), all of whom represent agriculture-heavy districts, and Darrell Issa (R-CA), whose district includes tech interests.

BY STEVE HYMON , OCTOBER 20, 2009 With Metro’s long-range plan (http://www.metro.net/board/Items/2009/10_October/20091014P&PItem10.pdf) scheduled for a vote Thursday, things around One Gateway Plaza are starting to heat up. Case in point: A letter from 14 members of Congress (http://www.metro.net/news_info/press/images/fedLetter102009.pdf) landed in the building Tuesday morning requesting that the Board of Directors seek federal money for three additional projects: The Gold Line Foothill Extension from Azusa to Montclair, the Crenshaw Corridor project (likely to be a light rail line) and the Eastside Gold Line Extension, which will travel from East L.A. to either South El Monte or Whittier. The letter comes about a month after the Board voted unanimously to request federal funding (http://www.metro.net/news_info/press/Metro_152.htm) for two projects — the subway extension on the Westside and the downtown regional connector, the two planned lines expected to have very high ridership. The Congress members in their letter say that federal money for the subway and regional connector could take several years to flow, so it would make sense in the meantime to try to secure money for other projects. “The Gold Line Foothill Extension project, Azusa to Montclair, is developed enough to be ready for Federal New Starts funds in the years before the Westside Subway Extension and the Regional Connector Transit Corridor,” write the Congress members. The long-range plan due for a vote on Thursday has the subway opening to Fairfax in 2019, the same year the downtown connector would open.

Because general permits and NPDES permits now cover the vast majority of local governments, school districts, etc., the 10% requirement is an obstacle for many qualified local government candidates. Issue H.R. 836 would replace the income restriction approach with a conflict of interest test by requiring the promulgation of a rule that would prohibit any member of a board or body that approves permit applications from voting on, or seeking to influence, the approval of any permit in which that member has a direct or indirect financial interest as defined in State law.

Members of a recently formed public benefit corporation visited legislators and policy makers in Washington, D.C. this week to educate them about their efforts to tackle the Inland Empire’s foreclosure and economic woes. “The timing of us being here is incredibly important,” said San Bernardino County Second District Supervisor Paul Biane, who proposed the creation of the Inland Empire Economic Recovery Corporation (IEERC) and serves as Chairman of the agency’s Board of Directors. “Things are changing by the minute, by the hour, by the day as to what the stimulus package is going to look like.” The IEERC will purchase foreclosure properties in the Inland Empire using a mix of public and private dollars. It will then contract with local businesses such as painters, plumbers, real estate agents, mortgage brokers, property managers, etc. to rehabilitate and sell foreclosure properties. Profits generated through the sale of homes will be recycled into the Corporation to purchase and rehab additional foreclosure properties. The Corporation will ensure foreclosure properties are purchased for primary residences, and it will also help prevent speculative buying by out-of-town investors, who would likely turn homes into rentals or, worse, board them up until the housing market returns. Supervisor Biane and two other members of the IEERC Board of Directors – San Bernardino County First District Supervisor Brad Mitzelfelt and Arrowhead Credit Union President Larry Sharp – visited each member of the Inland Empire’s Congressional delegation including Congressman Jerry Lewis, Congressman Ken Calvert, Congressman Buck McKeon, Congressman David Dreier, Congressman Joe Baca, and Congressman Gary Miller during their two-day trip.

The $4 million federal WaterSMART grant will fund a portion of the planned Phase 3 Expansion of the Chino I and Chino II Desalter facilities, which will produce an additional 10,600 acre-feet of potable water per year – enough water to serve more than 1.5 million people in the region. “Western is committed to collaborating with our neighboring agencies to secure local, reliable water sources and to do what we must to continue expanding these resources,” said Western’s General Manager John Rossi. “The Chino Desalter project is a significant regional project that not only increases our local water but also helps us manage salt in our groundwater basins and protect downstream water quality for Orange County.” The existing Chino I/Chino II Desalters currently provide 24,600 acre-feet annually (roughly 24 million gallons daily) of high- quality drinking water to the cities of Chino, Chino Hills, Ontario and Norco as well as the Jurupa Community Services District and the Santa Ana River Water Company.
