Mentor Exempted Village School District Paradigm July 9, 2019 To be approved at the Board of Education meeting August 13, 2019. MINUTES OF THE JULY 9, 2019 REGULAR MEETING OF THE BOARD OF EDUCATION. THE BOARD OF EDUCATION MEETING IS VIDEOTAPED AND THE VIDEO IS AVAILABLE FOR REVIEW OR A COPY CAN BE OBTAINED BY CONTACTING THE TREASURER'S OFFICE AT THE HELEN H. "SUE" OSBORN ADMINISTRATION BUILDING. The Mentor Exempted Village Board of Education held its Regular Meeting on Tuesday, July 9, 2019 at 7:00 p.m., at Paradigm, 6465 Center Street, Mentor, Ohio. Members present: Mrs. Mary L. Bryner, Mr. E. Kenneth Buckley, Mrs. Virginia E. Jeschelnig. Mrs. Deanne M. Roberts, and Mr. Thomas V. Tuttle were absent. Mr. Buckley led the assembled in the Pledge of Allegiance. At this time Mr. Buckley asked for a moment of silence in remembrance of Alan Simpson, Mentor employee, who passed away June 20, 2019. Mrs. Bryner moved, seconded by Mrs. Jeschelnig to approve the minutes of the regular meeting held June 11, 2019, and the special meeting held June 27, 2019. Roll Call: Ayes: Mrs. Bryner, Mrs. Jeschelnig, Mr. Buckley June 11, 2019 minutes. Mr. Buckley abstained June 27, 2019 minutes. The motion carried. 2019-7-86 At this time, Mr. Buckley stated that there would be a hearing of the public on agenda items only. There were none. Mrs. Jeschelnig moved, seconded by Mrs. Bryner that the Board of Education approve the consent agenda as presented by the Superintendent. Acceptance of gifts: $741.00 from Giant Eagle to Hopkins Elementary School $1,000.00 from Giant Eagle to Hopkins Elementary School Approval of Mentor disabled students attending in-and-out of Mentor School District and non-residence students attending class in the Mentor School District Roll Call: Ayes: Mrs. Jeschelnig, Mrs. Bryner, Mr. Buckley. The motion carried. 2019-7-87 At this time Mr. Jeff Cassella, Athletic Director, and Mrs. Jeschelnig recognized the Mentor High School baseball team for competing in the final four state baseball tournament. Time: 7:11 p.m. Mr. Buckley reconvened the meeting to regular session. Time: 7:12 p.m. After a second reading Mrs. Jeschelnig moved, seconded by Mrs. Bryner that the Board of Education approve the following new policy: Mentor Exempted Village School District Paradigm July 9, 2019 6.53 SERVICE ANIMALS Students and staff members with disabilities are permitted to be accompanied by a “service animal” in District buildings in accordance with the Americans with Disabilities Act, 28 C.F.R. Part 35. A service animal is any dog or miniature horse that is individually trained to do work or perform tasks for the benefit of an individual with a disability. The work or tasks performed by a service animal must be directly related to the handler’s disability. The provision of emotional support by an animal does not constitute “work” or “tasks” for purposes of this definition. The use of service animals shall be subject to the following conditions: 1. Requests for use of a service animal must be submitted in writing to the Superintendent at least 10 school days prior to the intended use of the animal, and must receive the Superintendent’s written permission. The owner must provide documentation of vaccinations verified by a licensed veterinarian, as required by law and as specified by the local health department or other authorized agency. Vaccinations must be kept current, with proof submitted on an annual basis. 2. Service animals must be spayed or neutered. 3. Service animals must be treated for, and kept free of fleas, ticks, and other insects and parasites. 4. Service animals must be kept cleaned and groomed so as to prevent shedding and dander to the maximum extent possible. 5. Service animals must wear proper identification and be controlled by a harness, leash, or other tether, unless the handler is unable, because of a disability, to use a harness, leash, or other tether; or the use of a harness, leash, or other tether would interfere with the service animal’s safe, effective performance of work or tasks. In that case, the handler must use voice control, signals, or other effective means to control the service animal. The District’s review of a request for the use of a service animal may include consideration by a student’s individualized education program (IEP) team or Section 504 team. Also, the District may require a meeting with and/or additional information from any individual requesting the use of a service animal, including, but not limited to, documentation/consultation with the health care provider of the individual with a disability. Removal of a Service Animal A service animal will be removed from a District building in any of the following situations: 1. The animal is out of control, and the animal’s handler does not take effective action to immediately control the animal’s behavior; 2. The animal poses a direct threat to the health or safety of others that cannot be eliminated by reasonable modifications; 3. The animal is not housebroken; 4. The animal’s presence or behavior fundamentally interferes with the functions of the District; or 5. The animal’s presence would fundamentally alter the nature of the service, program, or activity. The owner of a service animal permitted in a District building is liable for any personal injuries or property damage caused by the service animal. Such owner must agree to indemnify, defend, and hold the Board and its employees harmless for any such damages. Further, the owner shall be required to submit a certificate of liability Mentor Exempted Village School District Paradigm July 9, 2019 insurance that provides $1,000,000.00 of coverage for the service animal and listing the Board as an additional insured as required by Ohio law. The owner must provide the District information on any change to the insurance plan while the animal is on District property. The District shall not be responsible for the care, assistance, or supervision of a service animal. The District’s approval of the use of a service animal on District property is subject to periodic review, revision, or revocation. Roll Call: Ayes: Mrs. Jeschelnig, Mrs. Bryner, Mr. Buckley. The motion carried. 2019-7-88 Mrs. Bryner moved, seconded by Mrs. Jeschelnig that the Board of Education approve Resolution adopting a 2019-2020 Calamity Day Alternative Make-Up Plan. WHEREAS, the Mentor Public Schools Board of Education desires that students have learning opportunities even when schools are closed for any of the reasons specified in section 3313.482 of the Ohio Revised Code; and WHEREAS, section 3313.482 authorizes a Board of Education to file an annual plan with the Ohio Department of Education by August 1 of each year to provide online learning opportunities for students in lieu of attendance on such days of closure; NOW THEREFORE BE IT, AND IT IS, HEREBY RESOLVED that the Mentor Public Schools Board of Education hereby approves the following plan and authorizes its filing with the Ohio Department of Education. PLAN FOR ALTERNATIVE MAKE-UP OF CALAMITY DAYS Pursuant to Ohio Revised Code section 3313.482, the Board of Education of Mentor Public Schools hereby authorizes the following plan to allow students of the district to access and complete classroom lessons in order to fulfill up to a maximum of the number of hours that are the equivalent of three school days because of the closing of schools for any of the reasons specified in section 3313.482. 1) This plan is submitted, pursuant to approval of the board of education, prior to August 1. 2) This plan includes the written consent of the teachers’ employee representative as designated under division (B) of section 4117.04. Such consent is on file in the official file of the board of education and is hereby incorporated into this plan as if specifically rewritten. 3) Not later than November 1 of the 2019-2020 school year, each classroom teacher shall develop a sufficient number of lessons for each course taught by that teacher with such lessons requiring, in the judgment of the teacher, an amount of time equal to or greater than the number of hours that are the equivalent of three school days in such teacher’s class. 4) The teacher shall designate the order in which the lessons are to be posted on the district’s web portal or web site. 5) (Optional) Teachers will be granted one professional development day after the teacher’s principal or supervisor certifies that lessons equal to approximately the number of hours that are the equivalent of three school days have been posted. 6) Teachers will update or replace such lessons as necessary throughout the school year based on the instructional progress of students. 7) As soon as practicable after an announced school closure authorized under section 3313.482, the appropriate administrator may direct staff to make the designated lessons available on the district’s portal or site. Each lesson shall be posted for each course that was scheduled to meet on the day of the school closing. 8) Each student enrolled in a course for which a lesson is posted shall be granted a two-week period from the date of posting to complete the lesson.
