1) Background

Project Brief:

The RCC ( & Rutland) was commissioned by Witherley Parish Council to:

Support the Witherley Parish Neighbourhood Development Plan Working Group to inform and consult the community on the Neighbourhood Development Plan via three Community Engagement Drop-in Events.

Aim:

The aim of this event was to inform the community on Neighbourhood Planning and gain some initial feedback from residents on what they liked, disliked or would like to see improved within the parish.

The event was publicised throughout the parish via:

Drop-In Event Format

ACTION DETAILS 1 Sign In RCC Officer/Working Group Member asked attendees to complete a short registration form upon entering the event. This enabled the gathering of key demographical data including; post code, age, gender, ethnicity and employment status.

RCC Officer/Working Group Member asked attendees to complete a contact details slip if they wanted to be kept updated with the NDP process following the event or help with the project. 2 Introduction RCC Officer/Working Group Members provided a brief introduction to the event including; background to the project, format of the event, how to have a say, and how to stay updated following the event. 3 Background to Information outlining the background of the project was provided via Project a display board. Key points covered included: What is a Neighbourhood Development Plan, why produce one, what a plan can and cannot do what the plan will look at and the designated NDP Area. 4 Consultation A series of display boards were erected around the room, each of on Key Issues which focused on a different topic related to planning and development displaying some background information on the parish as listed below:

- Open Green Spaces - Environment - Footpaths & Bridleways - History & Heritage - Flooding - Renewable Energy - Facilities & Services - Traffic & Transport - Housing - Employment & Business/Economy - Communications

Having read each of the displays, attendees were asked to list the things that they liked, disliked, or wanted to see improved in relation to each topic area. 5 Visual Maps Opportunity to indicate important Green Open Spaces.

Coloured dots were provided for attendees to highlight green spaces that they valued within the parish (Green – 3 sites valued for visual amenity; Blue – 3 sites valued for recreational use).

Public Transport: • Bus service to across the Parish (one person commented on this and said “good”) • Better bus service • Need bus service to Nuneaton direct (not via ) • Bus service needs to be tied into trains from Atherstone/ Nuneaton • To continue the bus service through Ratcliffe Culey • Transport is an issue – bus services • Bus services to and Leicester and Hinckley required to reduce cars on roads • Keep the bus service for the elderly • Ratcliffe – would like to see the bus service reinstated for the elderly, do not want to see this village turned into an extension of Tamworth • Buses at weekends from R.C & other villages to nearby towns • Bus service – Ratcliffe. A daily bus is probably necessary but does it need to be a 50+ seater? Wouldn’t a 15/16-seater minibus suffice, it be more economic, less polluting • More bus runs • Better bus services on Sat and Sun to other places like Nuneaton and Atherstone or Market Bosworth • Bus service at Ratcliffe no 7 was withdrawn due to lack of use by residents of Ratcliffe. Present bus service to Nuneaton no 68 also little used by residents, if not used will lose it!! • Ratcliffe – more buses coming and a wider variety of places to go to. (this would be helpful for older residents) and a more noticeable bus stop. • Ratcliffe – keep the bus, it’s important for older people to those without transport • Bus service a must in Ratcliffe as once you become elderly and can’t drive, how do you get anywhere? • RC – evening public transport is a potential issue for youngsters/ non-car owners. If a conventional bus service is not viable/ no additional subsides available, what about community transport alternatives • Better bus service in all villages, i.e. more frequent!!!

• Fenny Drayton – no 7 bus rarely on time but would not like to lose it. 65 not viable to long in Nuneaton • Please amend 65 bus that passes Redgate – call in • Fenny Drayton – need more frequent bus service to Nuneaton again. Many residents depend upon this in order to access facilities. • A bus service to connect us to Nuneaton for business commuters would be very useful • Why should provision of bus services be dependent on numbers using it? We all pay our taxes and there are times when many people might want to access bus services on a one-off basis • No 7 route was much better than what we have now

Speeding: • Reduce speeding through Ratcliffe • Restrict speed of traffic along Atterton have especially through Atterton. Atterton attracts cyclists and walkers because it is so beautiful but cars pass through too quickly which is dangerous • Car speed a big issue + MPH approaching speed signs and through village. Matter of time before serious accident. Speed bumps not the answer • I’d like to see the speed sign, A444 end moving more to the edge of the village to try to better counter speeding vehicles • Speed limits through Ratcliffe are rarely adhered to • Speed cameras & road furniture/ narrowing to slow vehicles down on both approaches to Ratcliffe Culey • Speed car on next to the speed courter to slow it then listening or not • Cars go too fast the village needs 2 speed cameras at both ends • Need to slow the traffic down in Ratcliffe especially at 5pm • The cars scare me as they go through our village too fast. Ratcliffe • Sign to say “slow – children crossing” flashing etc… around school bus drop off/ pick up time in R.C • Slow cars down that speed through village at all times • Fenny Drayton is used as a cut through from the A444 to the A5. Traffic comes through at speed. Any calming would be welcome • Reduce speed on A444 Drayton Lane on A5 need either widening or traffic lights to halt build up at certain times • F.D speeding – suggest reduce ALL traffic to 20MPH in village and 30MPH on A444 as it passes the village

Traffic: • No more traffic through villages • Traffic problems on A5 need to be sorted. They add to air quality problems and impede the efficiency of getting people and goods moving around the Parish. • The monitoring of traffic through the village on a regular basis is required • Need to slow traffic maybe also a crossing • Traffic needs to slow down more through village • Some form of traffic calming alone on forge road • More traffic calming measures in the village • Too much through traffic is lighting the village. Traffic calming desperately needed • Old Forge Rd traffic getting worse at peak times in Fenny Drayton. Both volume and speed. Something needs to be done to discourage traffic through the village, particularly as children play on adjacent pavements. Very dangerous!! • Drayton Lane very busy and Church Lane should be available only from Drayton Lane • Traffic calming or make Old Forge Rd 1 way from Church Lane

Rat run: • Rat run

• Must stop the rat race through Fenny Drayton • Mythe Lane is not a rat run • Ratcliffe – village should not be used by traffic as a short cut to A444 • Issues surround Witherley/ Fenny with being used as “rat runs” • Stop the rat run through Drayton Lane, slow down traffic! • Fenny Drayton – close one of the entrances off A444 into village, probably the top one, to discourage people from cutting through to A5 • Ratcliffe has become a rat run with several cars per minute racing through early morning & in the afternoon. What can be done? Makes it very dangerous for pedestrians & cyclists

HGV’s: • Reduce the number of lorries / HGVs through Ratcliffe • Enforce 7.5-ton limit • We need to stop the large lorries coming through the village • Only allowed lorries through village to load from farm • HGV should be stopped coming through village

Improvements: • A5 needs improvement now, not years in the future (one person agrees to this comment) • What does improvement mean? More traffic if the road is “improved” = more pollution • Need to improve exit from village to A5 before any more housing built • Access to/from A5 needs improvement – more housing will increase traffic & so make matters worse • Our lanes are too small for much more traffic & dangerous for cyclists – pot-holes & breaking up at the edges

A5: • Widen the A5 • Don’t widen the A5 • The access to the village from the A5 are poorly designed for the traffic now using them. They need to be wider with better road allowing easier and quicker turns into the village

Bridleways/ paths/ cycle route: • Cycling path/route on A444 • A cycle lane/ bridleway where young children can ride their bikes & scooters, Ratcliffe (one person agrees to this comment) • Bridleways/ pathway for buggies, scooters, bikes

Bridge Lane/ Kennel Way: • Stop entrance to bridge lane from traffic travelling along north A5 • Bridge lane & Kennel Lane should be one way

Parking: • Cars parked in orchard close big problem • More parking

Information: • Also, could we please have information about the number and severity of accidents onto the A5 from A444(which are still a problem due to speeding and at end of Drayton Lane)

LIKE • I like the style of build @ Cadeby Court. They are in keeping, ones like the far side of Carlton would ruin the village – Ratcliffe

WOULD LIKE TO SEE

Starter/Affordable: • Affordable for youngsters • More starter homes for young people • Affordable housing with covenants for young people living and growing up in the villages • Need more starter homes • Enough genuinely affordable homes for local people of sympathetic, energy efficient design. It is possible & has been done elsewhere • A few small starter homes needed • Would any affordable housing in the area actually be affordable? • F.D – affordable family homes would be useful. However, without public transport it would be very isolating • More affordable housing is needed in Witherley to avoid the community stagnating and dying. Villages need children and young people! • Ratcliffe is a small community where most people know each other. It would be good to have some affordable housing or suitable for 1st time buyers so youngsters are not forced to move away but only infill please otherwise the charm and character of the village will be lost • Fenny Drayton – any houses should be affordable by our young people. Not big detached. Our grown-up children all had to move out of the village as nowhere affordable

Sufficient infrastructure: • If more affordable houses are built we need all services updated to support (one person commented to this saying “Yes!”) • Need to improve services before houses? • More houses will create a need for a better drainage system, sorting out the flooding from the river, a bigger school, better access to the A5 (which is hard enough to get onto anyway) better road system. A lot for the council to cough up for! • Only if infrastructure is improved as well • A limited number of starter homes

• More houses in Witherley can only be allowed if the two accesses from the A5 are improved • F.D – if you drive fine but anyone with small children would find it difficult. Why build houses for families when no facilities for them? New development needs facilities • If more houses are to be built they should be “affordable” not great big houses that are inhabited by just couple • Fenny Drayton has no amenities and narrow roads therefore extra housing would be difficult I would support a small housing development in Fenny Drayton as long as it: -Good road system to support this

2/3 bedrooms/ smaller houses: • Require more houses in Fenny Drayton. 2 beds for covert, 3 beds • 2 bed & 3 beds owner/ occupied – family and bungalows • Smaller houses not exclusive 4-5 bedrooms (one-person comments on this saying “a mix please”) • 2 bed town homes • Only small 2/3 bed houses as infill • More 2+3-bedroom houses to attract young families. Fenny Drayton

In keeping with the village: • Any housing development should be in keeping with village – not big executive type houses need smaller, family type homes • Ratcliffe could take on a few more houses as long as they are in keeping with the village & the traffic is slowed down • Modern three-story houses would not be in keeping with other houses in the village • Realistically, some building has to take place but is must be proportional and in keeping with the immediate area • Fenny Drayton – building in line with existing but no large estates. There are never new roads to accommodate these either? • I would support a small housing development in Fenny Drayton as long as it: -Fits in with the village as it is. Mixed housing

No more houses: • No more houses anywhere • More houses will spoil Witherley (one person commented to this saying “not necessary”) • Ratcliffe Culey does not need more housing. Main Rd is narrow & used as a ‘rat run’ to A5/ A444. Also, a big question, whether sewage system would cope with more houses? • I don’t want houses – they aren’t modern but I’m fine with old • NO houses in Fenny Drayton (one person commented on this and mentioned “ditto”) • Fenny Drayton does not need more houses. The roads are too small to cope with any more traffic

No houses on green belt: • No more house on green belt • Don’t build on green belt or farm-land we still need to produce food! • Don’t build on fields • Protect green belt, this keep character small developments FD cannot take more traffic • Any houses shouldn’t be on green space

Bungalows: • Bungalows for retired people to free up family homes and some starter homes • Bungalows for retired people to free up larger homes • Bungalows for older folk

Infill: • Limit development to ‘infill’ only • Infill only • Infill development preferable • If there is a need for housing it should be put on site of existing buildings i.e. warehouses/ empty pubs etc before new land is taken

Design: • Housing should have high aspirations for design – rather than lowest common denominator (one person mentioned “yes” to this comment) • New houses? Ensure good design • Houses that not that modern and not all looking the same

Houses for elderly: • Build more houses suitable for retirement (one person mentioned “yes” to this comment) • We need housing for elderly people who don’t want to leave the village but could release their present houses for young families (one person commented on this and said “have to agree. Warden controlled flatlets – no cars, no children, more affordable”) • Retirement bungalows (one person agrees to this comment)

Small/ small development: • Ratcliffe Culey – please keep any development small i.e. bungalows & only in small groups i.e. no more than 5/6 in a “development” please do not build on our green & very productive fields. We need houses, but we also need to produce food & keep the village as a village • A small development of 10-20 ‘nice’ but not large houses needed • No big estates such as in Weddington but some smaller housing for locals would be good. Although roads would need to be made safer (Fenny Drayton)

3/4 bedrooms/ smaller houses: • Keep Ratcliffe a small village not a town. Limit number of new houses being built. Not bulky or massive. Maybe 3-4 bedroom so population increases but not dramatically

Character of village: • Keep any developments within the existing boundaries of RC village to avoid changing the character of a small rural village (Ratcliffe Culey) • Must maintain the village no big developments

Executive houses: • Small number of executive houses would be preferred • FD – build back of Rookery Close executive type

Location: • There are a lot of spaces along the A5 to satisfy the government building growth without coming in a village! • F. Drayton – no buildings in gardens, no bungalows to become houses (one person responded to this comment saying ‘Bungalows are houses in Australia – people live in houses. No matter what diversity is needed!)

Traffic/ access: • Ratcliffe Culey, The road into the village is small cannot take more traffic, traffic calming is required. More houses would prove access problems

• Learn lessons from Nuneaton from HBBC development. Traffic is a nightmare! I would support a small housing development in Fenny Drayton as long as it: -Is safe to access the A444

Build outside of village/ outskirts: • Build outside of village

Footpath link: • With barely a bus service Ratcliffe Culey is isolated for pedestrian access to Atherstone. If housing increases a footpath link to the village would be beneficial

History: • There is a lot of history in the village to do with the battle of Bosworth

Improvements: • Renovate inner city derelict properties!!!

Isolation: • Careful planning. It would be too easy for people to become isolated

Keep village as village: • Do not want village to turn into a small town

Protect views: • Protect the character & view of the Croft

Traffic calming: • And no traffic calming – we should encourage considerate driving

Village hall: • I would support a small housing development in Fenny Drayton as long as it: -Prerequisite to build a village hall

Other: • Ratcliffe Culey – the “Main Road” is too narrow particularly each side of the built-up sections to take more traffic, so there should be a serious cut on any new housing or development • No new dwelling should be given planning permission allowing trusses rafters proper roofs allow for storage not TDA trusses • Don’t develop on the footpaths between villages that cross the fields

LIKE • I love the library service as there are different books to the library at Bosworth. I also like the post office as I can post letters to relatives in America – Ratcliffe • Ratcliffe – I enjoy the fact we still have on active pub. It adds to the village & welcomes people, so not a sleepy village of nothing • Mobile library is excellent though children only get access during holidays • We have a lovely play park and church keep things as they are • Love the local pub

WOULD LIKE TO SEE Library: • Continuing the monthly library service that comes through Ratcliffe Culey (one person commented on this saying “yes!”) • Ratcliffe – please keep the library bus • Keep the mobile library van • Keep the library & advertise it! • Ratcliffe – must keep library for those who can’t get to Atherstone • Library bus comes more often (weekends) • Support for community area in Ratcliffe church continue with mobile library

Park/ playing field: • Ratcliffe Culey – please can we have new park benches & good posts. The path is well -used & it would be good to have ‘mobile’ facilities • I would like a skatepark and an upgrade to the park that already exists • Additional play equipment in park (R.C.) and fixed football goals. More children would use it if it was there! (one person commented saying ‘vicious circle’ • Ratcliffe – at the park more equipment. Basketball hoop. Permanent goal post, seesaw • Continue to maintain children’s play area • Ratcliffe playing field – wider variety of equipment – at present fast owing (one person commented on this saying ‘nothing for toddlers) • The play area is very valuable • Need to keep the playing field

Community Hall/ Village hall: • Larger community hall. Possible to incorporate a stage: (Baddeley Ensor have one & it is used a lot, we could get the community involved) • Community hall for all to use, interest for youngsters • In need of village hall • Fenny Drayton would benefit from another communal meeting place other than the church • A village hall is needed in Fenny Drayton – for evening & other events including fitness programme etc and learning opportunities

• Combined youth group across the village with rotating location to meet? • Village hall?

Shop: • Could do with a shop • A small community shop would be of value • Local shops to cater for the older residents • A small shop/ coffee shop in Fenny would be welcomed • A shop

Dogs/ bins: • Dogs to be kept on leads at all times when walking around the village • Dog bins in play area residents putting dog mess in open bin that smells awful in summer • More dog poo bins • F. Drayton – dogs on leads in Churchyards

Pub: • In need of pub A pub

Lane cleaned: • Church lane Ratcliffe Culey does not have reinsulated … spreads from trees etc continently blocking • Ratcliffe Culey – soakaway drains never cleared – repeat requests to have Church Lane swept by the council has fallen deafest also, more equipment for young folk in the play area • Church Lane Ratcliffe Culey does not have the lane cleaned by the council. Have requested many times (nothing done)

Allotments: • Allotments would be of value • I think we need 1 or 2 allotments – Ratcliffe Culey

Doctor surgery: • Mobile doctor surgery for the patients, maybe held in village halls (one person agrees to this comment) • G.P facilities

Police: • Better visibility of police • More police to come through

Defibrillator: • Would like to know how to use/ access the defibrillator but all notices about training have been published after the training has taken place. Not useful! (one person mentioned ditto)

Older people: • Facilities & services for older & home-bound people given the demographic of the parish

Parish room: • Please do something for our much-used Parish room

Post office: • Post office clearly marked - needs improving

Sewage system: • Sewage system would need to be addressed

Sports/leisure: • More sports and leisure (one person has commented on this and has mentioned “for example???”)

Transport: • Transport to local towns an issue

Value: • I value facilities used by the community such as football club and field, parish hall

Other: • Ratcliffe – I do not want to see development here – facilities/services in Atherstone are sufficient • Keep the village (F.D.) as it is. Do not need to attract unwanted visitors (criminals) • Existing power grid cannot suggest development • Fenny Drayton has just one amenity – the church. Any others for the community would be welcome

E.g. Ratcliffe • Solar panels on houses can look out of character in the village & requires no planning permission! • It is important to save fossil fuels so I like solar panels but I don’t like wind turbines as they damage bird’s wings • Solar energy is a fantastic thing. We should encourage more renewables, panels on roofs are great! • I quite like solar farms…and hate windfarms. Solar panels on houses are a waste of money, by large • Love solar energy • Solar panels may not support character of the area on properties • I think the solar farms that Ratcliffe has, is positioned well. Hunt Kennels: • I am really surprised that the Hunt Kennels isn’t of architectural importance. The stable block is beautiful with iron stalls and cobbled floors (one person commented saying – worth looking into?) • Is it possible to retain the Hunt Kennels at Witherley for lively stables & craft/ work units to retain the history of the area?

Listed buildings: • Suggest the farm on Kennel Lane is listed, including views to it from surrounding roads as it is an exceptional collection of rural buildings • Apply to have the Kennels listed

Character of village: • RC – In favour of more economic activity but has to be in character with the small village environment. I suspect office and similar service industries developments will not create much local employment

A very long-term view must be considered • Flooding is getting a bigger problem all over the country because green fields are being concreted over-so no drainage (one person commented on this saying ‘Ratcliffe – this person is right, I agree’) • Any development will reduce the natural drainage so suitable drainage MUST be installed or flooding will worsen

Insurance: • Several insurance companies will not quote for house & contents insurance for property in Kennel Lane due to flooding • Ratcliffe is on a hill on one side so I am not that keen to have flooding protection

Other: • The field & trees are brilliant to play with my friends. We have heard owls & fished in the stream – Ratcliffe

• We lovely Witherley as it is. A few tweaks may be needed but no great changes • I was hoping we could get a skatepark and an extended park as there so small and the closest skate park is Nuneaton! • 1- safe cycling routes, 2- speeding cars especially Ratcliffe Culey, 3- small housing policy therefore keeping village as they are and not linked together. 4- with the above enough facilities for all residents whatever their needs • My view is to keep Ratcliffe Culey small & pretty with popular traditional pub, working church & 2 village farmsteads. It is important we keep our pub and church & local businesses thriving. As regards development in our area – Ratcliffe House Lane crossroads would support one or 2 more houses – affordable. • I would like to see two bed Bungalows with garages built in Fenny Drayton, for people in the village to retire to, and release family home for the younger generation. The problem is with the waste sewer; the pumping station off the Burton road is over loaded, every time we have heavy storm the sewer backs up into properties

near the end of the line, and is most unpleasant. However, this pressure is taken off the pumping station by mobile tankers collecting excess waste and disposing were ever possible • Fenny Drayton – footpath to A5 / Redgate are

• Why are there no adequate footpaths along the A444? It is impossible to walk along the road, you can’t get to socialise at the Redgate so people get very insular for the huge courier tax we pay all we get is a dustbin collection – we have to pay for green waste!! No street lights no need cleaning d. our leave!! No adequate bus service

• Villa site at Witherley – protect (mythe Lane/Green Lane) . affordable housing – provide much more! Info on footpaths – leaflet/ website info needed NO traffic calming! More leisure facilities for older people – don’t gear everything towards children, bowls?

• We would welcome some sort of traffic calming measures to reduce the speed of drivers through the village. At the moment some cars drive very rapidly and do not take account of the cars emerging from side roads.

• Any housing developments should be very small scale so as not to impact on traffic through the village and have safe access to the main road. It would be lovely if there was a small shop to reduce the need to drive to Atherstone.

• It is important that any developments do not impact adversely on the rich and diverse wildlife in and around the village. We have recently moved to Ratcliffe Culey, attracted by the wild life and have been amazed by the number and range of bird species visiting the garden. We love the rural views especially across to Merevale Estate
