Area Assessment

The area (about 5.6 ha) involves seven private industrial buildings and some GIC facilities largely mixed the residential development in the eastern part of Tsing Yi (Plan B15).

No new development/redevelopment of the industrial buildings has been undertaken since the completion of 2009 Area Assessments. The total industrial stock in the area maintains at about 0.43 million m2 GFA. In terms of height, six out of the seven buildings are 15-23 storeys high and the remaining one has nine storeys. In terms of condition, six buildings are in fair condition and the remaining one is in poor condition. In terms of age, five buildings are 22-28 years old while the remaining two are 33 and 34 years old. Four of the buildings are under multiple ownership while the remaining three are under single ownership.

The updated overall vacancy of the area is about 0.9%, which is significantly lower than the 6.5% identified in 2009. Such vacancy is also much lower than the territorial figure of 6.0% for all “OU(B)” areas and the average of 6.5% for the five areas in Kwai Tsing/Tsuen Wan. About 1.4% of the units are divided into subunits, involving about 2.5% of the GFA. In terms of usage, Warehouse/Storage is still the largest user, taking up about 77.8% of the GFA which is much higher than the 63.1% in 2009. Manufacturing/Workshop and Office are the second and third largest uses, occupying about 4.8% and 4.5% of the GFA respectively. Both figures are lower than the 12.7% (Manufacturing/Workshop) and 6.3% (Office) identified in 2009. The GFA for “Other Uses” takes up about 0.5% of the GFA, which is slightly higher than the 0.3% identified in 2009. The major types of uses are research and development/testing centre and showroom.

In terms of employment, about 2,852 workers are estimated to be engaged in the occupied units of the industrial buildings in the area, including about 349 workers (12.2%) in the manufacturing business and about 2,503 workers (87.8%) in the non-manufacturing business. The overall figure only accounts for about 1.7% of the total of 169,072 persons engaged (other than those in the civil service) in various business/industries in the Kwai

So far, there has been no planning approval or building plan approval for proposed new development or proposed redevelopment/wholesale conversion of the existing industrial buildings in the area.

Given the above, in particular the low and decreasing vacancy rate of the industrial building and their still high and increasing percentage of GFA for for industrial use (about 82.6% for Manufacturing/Workshop and Warehouse/Storage in total), it is considered that the area could be retained as “OU(B)” to continue facilitating the land use restructuring, while providing the floorspace for industrial use.

Recommendation

To retain the area as “OU(B)”.
