On behalf of the team here at the Colorado Health Institute, welcome to the 2014 edition of Hot Issues in Health Care.

Our theme for the conference this year – “The Reality of Purple: Navigating Health Policy in Colorado” – could not be more timely.

In the wake of November’s election, we are seeing change at the state capitol and in Washington. With this in mind, it is the perfect time to bring together lawmakers, both new and veteran, with health policy experts from across the state.

There are important conversations to have about health policy. Our goal for Hot Issues in Health Care is to help start the discussions here and to support them going forward with evidence-based information.

This is our seventh Hot Issues in Health Care conference. But this year is different, and we are excited about the new format. While Day One is still focused on legislators, we have invited members of Colorado’s health policy community to Day Two. More than 150 have accepted our invitation.

We expect a rich dialogue and abundant networking opportunities.

Stuart Butler @StuartMButler Stuart Butler is a Senior Fellow in Economic Studies at the Brookings Institution in Washington, D.C., where he recently moved following 35 years at . At Heritage, he served as Director of the Center for Policy Innovation. He also is an adjunct professor at Georgetown University’s McCourt School of Public Policy. Dr. Butler has played a prominent role in the debate over health care and reform, arguing for solutions based on individual choice and market competition. Other issues he works on include higher education, economic mobility, budget process reform, and federal entitlement reform. • Education: Bachelor’s degrees in physics and mathematics and a master’s degree in economics. Doctorate degree in American economic history from the University of St. Andrews in Scotland. • Fun Fact: Stuart grew up in the sheep-farming county of Shropshire, about 80 miles south of Manchester, England, the son of a mechanic.

Susan Urahn @PewStates Susan Urahn is Executive Vice President of The Pew Charitable Trusts. Pew is an independent nonprofit organization dedicated to improving public policy, informing the public by providing useful data that illuminate the issues and trends shaping our world, and invigorating civic life by encouraging democratic participation and strong communities. Dr. Urahn leads efforts to help policymakers identify and implement pragmatic, data-driven solutions to our nation’s toughest challenges. She directs Pew’s nonpartisan research, technical assistance, and advocacy to promote effective and fiscally sound government, enhance family economic security, and prevent unnecessary health risks. Her work results in local, state, and federal policy changes that improve Americans’ lives and provide a strong return on their tax dollars. Dr. Urahn joined Pew in 1994. • Education: Bachelor’s degree in sociology and a doctorate in education policy and administration from the University of Minnesota. • Fun Fact: Sue served as a legislative analyst in the research department of the Minnesota House of Representatives for seven years.

Cindy Gillespie @McKennaLong Cindy Gillespie is a Senior Managing Director in the Public Policy and Regulatory Affairs practice at McKenna Long & Aldridge in Washington, D.C. She leads the international law firm’s Health Care Policy Team. Her primary focus is on health care and health insurance reform. Before joining the firm, Ms. Gillespie served as counselor to former Massachusetts Governor Mitt Romney. She also worked as the senior federal relations official for the 2002 Salt Lake City Olympic Winter Games and the 1996 Atlanta Olympic Games as well as advised the 2012 and 2016 Chicago Olympic Bid Committees. • Education: Bachelor’s degree from Trevecca Nazarene University in Tennessee and a master’s degree from Auburn University in Alabama. • Fun Fact: Cindy was in charge of the torch run for the Salt Lake Olympics, which included 15,000 runners.

Cheyenne Mountain Resort • Colorado Springs 9 2014 HOT ISSUES IN HEALTH CARE Panel of Governors Richard Lamm Richard Lamm, the 38th , served three terms from 1975 to 1987. A Democrat, he was a member of the Colorado House of Representatives from 1966 to 1974 and served as assistant minority leader from 1971 to 1974. Prior to his election, he worked as an accountant and lawyer. He holds a law degree from the University of California. Governor Lamm is currently Co-Director of the Institute for Public Policy Studies at the University of Denver.

Bill Owens Bill Owens, the 40th governor of Colorado, served two terms from 1999 to 2007. He was reelected in 2002 by the largest majority in Colorado history. A Republican, he also served in the state House and state Senate and as Colorado Treasurer. A native Texan, he earned a master’s degree in public affairs from the University of Texas at Austin. He moved to Colorado in 1977 and was Executive Director of the Colorado Petroleum Association. Governor Owens is currently Managing Director of Renew Strategies, a Denver-based company dedicated to providing a renewable and sustainable water supply to Colorado communities.

Bill Ritter Bill Ritter, the 41st governor of Colorado, served in office from 2007 to 2011. A Democrat, he had served as the District Attorney for Denver before his election as governor. A Colorado native, he earned a bachelor’s degree from Colorado State University and a law degree from the University of Colorado School of Law in Boulder. He was elected Denver’s District Attorney in 1993 and created one of the nation’s first drug courts. Governor Ritter founded and directs the Center for the New Energy Economy at Colorado State University.

Chris Wiant Moderator Chris Wiant has served as President and Chief Executive Officer of the Caring for Colorado Foundation since October 2000. Before his current role, he was Executive Director of the Tri-County Health Department, which serves Adams, Arapahoe and Douglas counties. He has more than 40 years of experience in public health and has acted as a facilitator to promote effective dialogue among communities and federal, state, and local government agencies on community health issues. Dr. Wiant received a bachelor’s degree in chemistry from Illinois State University, master’s degrees in health services administration and public health from the University of Illinois, and a Ph.D. in public administration from the University of Colorado.
