 Egypt signs 4 oil, gas agreements with investments of $155M

Source, Egypt Today, Thursday, 26th December , 2019

Egypt signed Wednesday four new agreements to search for oil and gas in the regions of Western Sahara, the Gulf of Suez and the Nile Valley, with a minimum investment of $155 million, and signature grants of about $10.5 million, including drilling 30 wells.

Minister of Petroleum and Mineral Resources Tarek el-Molla emphasized the importance of signing new petroleum agreements as the main pillar and cornerstone for various petroleum activities that are based on research, exploration, development and production.

“The oil sector contributes to strengthening and maximizing the reserves and production of Egypt's oil and gas, so that the oil sector continues as one of the important tributaries to attracting foreign investments and supporting the national economy,” Molla added in a statement.

He stated that the first agreement is related to the southeastern Siwa concession area in the Western Desert, signed between the Egyptian General Petroleum Corporation and IOC company with a minimum investment of about $17 million and a signature grant of about $1.2 million to drill four new wells.

Meanwhile, the second agreement is about the West Razak Development Concession Area in the Western Desert, and is signed between the Egyptian General Petroleum Corporation and IOC Company with minimum investment of about $34 million and a signature grant of 5 million to drill 13 new wells. Molla continued that the third agreement is about the North Beni Suef concession area in the Nile Valley region, and is signed between the Egyptian General Petroleum Corporation and Merlon Fayoum Company, with a minimum investment of about $36 million and a signature grant of $2.3 million to drill 8 new wells.

Additionally, the fourth agreement is related to the southeastern concession area of Ras Al-Ush in the Gulf of Suez and is signed between the Egyptian South Petroleum Holding Company and companies of Pacific and ZNB with a minimum investment of about $68 million and a signature of $ 2 million to drill five new wells, according to Molla.

The petroleum minister pointed out that President Abdel Fatah al-Sisi demanded during their last meeting to continue expanding research and exploration plans with the aim of achieving the optimum economic benefit from all potentials and natural resources, which is what the ministry’s plans and work programs seek during the coming period by offering new global auctions and concluding more agreements.

In October, Chairman of the General Petroleum Authority Abed Ezz confirmed that 60 new discoveries have been made during the last fiscal year in the field of oil and gas. Egypt Macro Flash

 Egypt updates its taxation system to keep pace with global digitalization

Source: Daily News Egypt, Tuesday, 24th December, 2019

Ministry of Finance updated its taxation regulations to keep pace with global digitalization, said Ramadan Seddik, advisor to Finance Minister for taxation policies, at the event titled “The Ministry of Finance’s expected changes to tax laws and regulations” held by the American Chamber of Commerce in Egypt (AmCham) on Monday.

“The taxation situation in the (UK) is changing totally. The authorities send companies a taxation proposal and wait for their approval as the authorities already have the companies’ data, while in Egypt and other developing countries, we wait for companies’ taxation filling and then verify it,” he added.

The ministry is working with concerned authorities to amend the Value-added Tax Law as some of its articles weren’t clear and needed to be changed, Seddik said.

The ministry is cooperating with the Egyptian Parliament to also review the Customs Law which was issued in 1963 and seems in bad need to be updated, Seddik stressed, adding, “about half of the law’s articles were discussed by the Parliament’s planning and budget committee, yet it hasn’t been discussed in a general session, so the door is still open for any suggestions.”

Hassan Hegazy, head of AmCham’s taxation and customs committee, said they are preparing a new research on the market needs to identify the required amendments to the Customs Law, adding that the research will be presented to the cabinet and the Ministry of Finance soon. Egypt Macro Flash

He asserted the importance of the training programmes as well as changing the mindset of the taxation employees who only focus on major companies, calling on the Egyptian Tax Authority to follow a more flexible policy in tax collection.

Hegazy praised the Ministry of Finance’s plan to include the formal and informal businesses in the taxation regulations, adding that “the most important thing is to give them their full rights, and impose limited taxes for specific years to encourage them to pay.”

AmCham kept calling on the government to give incentives for informal micro and small businesses to help them join the formal market, grow, and benefit the state, Hegazy mentioned.

“The Ministry of Finance needs to change the taxation philosophy in Egypt; from suspecting the company’s financial results to building trust with them,” Hegazy said. Egypt Macro Flash
